This set lets Lapras last and last. That high HP stat keeps it safe vs. Blissey, and the "Boltbeam" combo hits all but Shedinja, Magneton, and Lanturn neutral at worst. Roar will only work with Spikes, otherwise you'll be very frustrated when you Sleep Talk Roar vs. a low HP Pokémon. If you are lucky enough with Sleep Talk, you can theoretically kill Snorlax, Regice, and other slow Pokémon. Rest as they come in, and if Sleep Talk picks Roar, you Roar them out before they can do anything, so they slowly get whittled away by Spikes.
Dragon Dancing Lapras is quite a monster if played right. With Substitute, you can block Blissey's status effects, and with Roar you can prevent Suicune from phazing you. Surf or Ice Beam is up to you, Ice Beam will damage Celebi and Salamence while Surf will hurt Metagross and Tyranitar. Hidden Power Fighting is a viable option over Frustration, as Blissey and Snorlax are two of the most common switch-ins for Lapras. Hidden Power Ground should only be used with Ice Beam, as it allows Lapras to hit its main threat, Electric Pokémon, Super Effective. Ice + Ground is a great offensive combo, as not a single Pokemon resists both.
Phazing Lapras with 3 attacks. Generally useful for phazing Water Pokémon, Celebi, and of course, Ninjask, and also racks of Spikes damage on things Lapras can't really damage, like Blissey (be sure to Roar as they switch in so they don't have a chance to Softboiled).
Other Options
Lapras can Safeguard or Refresh if you are afraid of status effects.
EVs
Lapras should focus on HP, Defense, and Special Attack for most sets.
Opinion
A good Pokémon with an offensive typing, excellent ability, and huge defensive stats. Since Lapras isn't really built to counter Tyranitar and Metagross, it usually is overlooked. Your main method of healing will be switching into Surfs, but even if a Water-type Pokémon Ice Beams on the switch, you will still gain health from Leftovers due to the 4x resist, Lapras's good Special Defense, and its amazing HP.
Counters
Metagross resists Ice Beam and kills it with Meteor Mash. Tyranitar is actually 1 point faster than Lapras and can give it trouble with Rock Slide, which is sad since most other Water-types have no trouble against Tyranitar. Blissey, Snorlax, and Regice are obvious choices due to their high Special Defense, but Lapras can outstall standard Blissey if it has Rest, thanks to that massive HP stat. Magneton and Lanturn both resist Ice Beam and Thunderbolt and pack Thunderbolts of their own. Jirachi can Calm Mind up to resist Lapras’s special attacks and can hit it with a powerful Thunder / Thunderbolt. Hariyama with Thick Fat takes only half the damage from Ice Beam and strikes back with Fighting moves.
