This takes advantage of Magcargo's trait and high Defense to try and stay alive long. It has a horrible defensive typing, however, but Magcargo doesn't have much better to do.
Magcargo has horrible Attack, but Selfdestruct and STAB on Rock somewhat make up for that.
Other Options
It can use Reflect to try and negate that massive 4x Earthquake weakness. Light Screen works similarly for Water attacks. Yawn works to force switches. Toxic can be used to wear down Water types.
EVs
Max HP on Magcargo always. Then you'll usually want to just max out whichever attacking stat you're using.
Opinion
It has low stats in everything but Defense (which is overshadowed by its pathetic HP). It can't even wall most things defensively because its horrible typing gives it many weaknesses. To top it all off, it has a bad movepool. At least Flame Body is a good trait.
Counters
Any Water type will easily counter Magcargo, but Whiscash, Quagsire, and Swampert are still hurt pretty badly by Hidden Power Grass. Any physical attacker with Earthquake will also defeat Magcargo soundly, as long as it's not weak to Fire. Selfdestruct and Yawn are about the only way Magcargo can threaten most Pokémon if they aren't weak to Fire.
