Cross Chop will only 2HKO Blissey and Snorlax with a Critical Hit or lots of Spikes, but at least it can go through Curses, and finish them off. If you have Hidden Power Ice, increase your Speed EVs to 204, and use a Hasty nature to outspeed Salamence. Otherwise, just stick with the recommended spread to beat Adamant Heracross.
Other Options
Thief or Toxic can slow down a Water. Sunny Day helps, but is not really worth a moveslot as most Water-types still own it without Solarbeam. Barrier + Counter can be used to surprise Pokémon with Earthquake for a KO.
EVs
Go for 270 or 300 Speed, max Special Attack, and put the rest into Attack for Cross Chop/Focus Punch. Counter variants need a lot of HP.
Opinion
Inferior to Typhlosion in almost every way, except for learning Barrier, Cross Chop, and Confuse Ray, which it doesn't really need anyway. A good option for an UU team, but not going to do anything in OU.
Counters
Water Pokémon like Suicune, Starmie, and Milotic. Swampert as well if you lack Hidden Power Grass, Gyarados if you lack Thunderpunch, and Salamence and Flygon if you lack Hidden Power Ice. In the UU environment, Altaria takes Salamence's counter spot, and Quagsire replaces Swampert. Grumpig, Hypno, and Golduck might also be problematic.
