Minun should not be venturing outside of NU, but inside that safe zone it shines as one of the best special sweepers available. The last move is also up to personal preference. You can Baton Pass around Substitutes, or Encore a Leech Seed or Toxic once safely behind your Substitute. This makes a good starter (especially the Baton Pass version) as its counters are rarely starters themselves, so you can safely get your Substitute up and follow your plan. The IVs are for Hidden Power Ice.

This Minun makes a decent special wall for NU. Light Screen and Wish let it take virtually any special abuse imaginable. Hidden Power Grass, as usual, hits Whiscash, Hidden Power Ice hits Grass types, but Seismic Toss lets Minun hurt other Plusle and Minun better, while still doing moderate damage to some Grass types. The IVs are for Hidden Power Ice.

Other Options

Agility can go on a Baton Pass Minun if you like. You can hold Petaya if you want to Substitute down to get the boost and try to sweep late game, but Plusle works better for a sweeper because of its higher Special Attack stat. Toxic and Thunder Wave are available to status when you can't think of anything better to do.

EVs

Max Speed and Special Attack. Timid will allow you to beat Jolly Pidgeot and Adamant Raticate, but you won't be OHKOing most Whiscash with Hidden Power Grass. Modest will give you a chance with more power.

Opinion

Outside of the NU metagame, there's really nothing Minun can do that can't be done better by something else. Jolteon can Baton Pass Substitutes, Pikachu / Raichu can Substitute + Encore, etc. In NU, though, Minun combines all of these and is one of the best Special threats that doesn't need some kind of weather set up. It has less attacking power than Plusle though, so you may want to stick to him instead. Minun is by no means a bad NU Electric though.

Counters

OU: Blissey, Snorlax, Regice, Camerupt, Steelix, and Celebi can wall virtually any Minun used in that metagame (although Snorlax has to watch out for Minun Encoring Curse, and Blissey could get its moves Encored, as well). If Minun has Hidden Power Ice, Swampert takes nothing from it, and Flygon blocks Hidden Power Grass versions. Raikou can also take on Minun very easily, and only really has to worry about random Thunder Waves. As long as you aren't weak to one of Minun's moves, few Pokémon will take much damage from Minun, and its fragility means it will die in 1-2 hits from virtually anything.

UU: Manectric and Electabuzz can abuse their resistance to Thunderbolt and greater stats to simply overpower Minun. Quagsire stops those without Hidden Power Grass, and Gligar sets up on those without Hidden Power Ice. Kangaskhan also has the HP to come in and kill it / scare it off. Cradily walls Minun even easier than it walls most Electrics, which is saying a lot. Basically, anything not weak to Electric and not 4x weak to Minun's Hidden Power is a decent counter if it has any sort of Special Defense stat.

NU: Sunflora, Parasect, and Roselia can stop the Hidden Power Grass variant. Whiscash can stop you if you have Hidden Power Ice. Trapinch can survive anything Minun uses against it, but this is dangerous, as Minun can always threaten Petaya. Swalot and Kecleon will make you switch a few times, but both take a decent hit from Thunderbolt. Wigglytuff and enemy Minun can both come in, Light Screen, and Wish themselves better.
