Basic Porygon2 set. Boltbeam combo to take advantage of that massive Special Attack, Recover to stay alive for a while, and a status of your choice. Thunder Wave is nice because Porygon2's only bad stat is its low Speed, and Toxic helps wear down things you otherwise couldn't kill. A nice special cleaner / staller with its great HP and defenses, coupled with Recover. Probably the best set for Porygon2, but certainly not its only option.
Physical Porygon2. People tend to forget that he can learn Sharpen, which is not bad with a physical STAB. Return is your main attacking move. Shadow Ball for Ghost Pokémon, or Recover to heal your damage away. Thunderbolt for Skarmory who thinks he can take your Return's and Suicune who can Roar you away.
Being one of the few Pokémon who can learn Recycle, add Recover and Starf Berry and you have a combination which can get you multiple boosts.
Other Options
Psychic is for things like Gengar, Heracross and Weezing. Porygon2's the only thing in the game that learns Conversion and Conversion2, besides Porygon and Smeargle of course, so use those for some fun if you feel like it. Psych Up is very situational, if you can snag Calm Minds from Raikou or Jirachi and get a Critical Hit you're in the money. The rest has been covered.
EVs
EVs are already mentioned. You could always vary it a bit like taking some EVs out of Special Attack to Defense. Focus on HP / Defense on Boltbeaming sets, and Special Attack if you like to deal more damage.
Opinion
Porygon2 is a unique BL Pokémon with quite some potential for standard. It has the option to go anti-stall with a Sharpen set, or just dealing Boltbeam damage and sticking around for a long time, though that makes it easily walled by Pokémon like Blissey and Snorlax. It can Trace Volt Absorb or Water Absorb from Eeveelutions, Lanturn and such to counter them, Trace Flygon's or Claydol's Levitate and become immune to their STAB Earthquakes, and if you're lucky you may encounter Shedinja on the day you use a set that can touch it. Its greatest use is to Trace Dugtrio's Arena Trap and kill it with Ice Beam.
Counters
Blissey, Snorlax and maybe Lanturn (although it can't touch Porygon2 either) for Boltbeaming sets. Steelix, Rhydon, Golem for physical sets lacking Ice Beam, as they resist Normal and Thunderbolt. Metagross shuts down any Porygon2 with resistance to Normal and Ice Beam and not taking too much damage from Thunderbolt.
