Bring him in against stuff like Tauros or Aerodactyl (predicting they won't Earthquake). Thunder Waving first is usually the best option, because hey man, that Paralyzes, and that's good. Remember Regirock has insane defense and can take Earthquakes (even STAB ones) without dying, so Counter can be used to KO them in return. This set has obvious problems with Claydol / Flygon without Counter. All he can do is blow up against them. But considering Regirock's nice attack stat, he can blow up a lot of things. Focus Punch hits almost everything resisted by Rock Slide at least neutrally, with some notable exceptions like Claydol. Rock Slide should be used with Thunder Wave, as this will give them a high chance to do nothing with Paralysis and the flinch chance. Counter, however, is a great move with Focus Punch, as it puts them in guessing games as to whether they should attack or stat up / switch.
Simple, really. Just switch into something you aren't afraid of (for example, Snorlax) and Curse up. Usually Suicune or some similar Water is going to come in and ruin your fun. This is when you Explode. A Cursed Explosion takes out basically every Water and Regirock can indeed survive a Surf from most of them. The other option is Rest, which can be good if you want to stick around. After a few curses, non-STAB Earthquakes begin to do pittance damage. Rock Slide can be nice for the flinch on a Skarmory using Whirlwind.
Regirock has some great offensive moves. Superpower is like Focus Punch on most Choice Banders, except you don't have to predict as much with it, and can use it once or twice before being forced to switch out. Hidden Power Bug is also an option somewhere, to OHKO Celebi and surprise other Grasses, as well as actually doing damage to Claydol, but is mostly inferior to the other moves. Hidden Power Rock here is superior to Rock Slide, in general, as it does more average damage, and you're too slow to flinch anything except stuff like Snorlax, whom you would Superpower.
Regirock's Defense allows it to take Swaggered hits from most anything, as well as aiding in slowing the enemy down by having them hit themselves in their confusion. You then Psych Up the +2 Attack you gave the enemy, and attack appropriately. Psych Up works perfectly with Superpower, as you can just use Psych Up to get rid of those -Atk and -Def modifiers. This set only works with Spikes, really, or they'll just switch out after the Swagger, leaving you with nothing to Psych Up. Spikes make them think twice about switching, especially with a potential STAB Rock Slide coming if they try and go to something immune to Spikes, like Gyarados.
Other Options
Substitute is if you are too afraid to predict while Focus Punching. Toxic because Regirock is beefy and can stay around a while.
EVs
Generally, max HP and Attack. Give it an Adamant nature, but Impish can work, too, thanks to his massive Defense. Never ever give Regirock Defense EVs before maxing HP; its titanic Defense overshadows the meager amount that EVs add in comparison to Regirock's HP. Do keep in mind that Regirock has decent special defense and can survive stuff like a Suicune Surf (without any Calm Minds, of course) or Zapdos Thunderbolt.
Opinion
Regirock got the short end of the stick for Defense, compared to Regice's Special Defense, because Regice is weak to a single rare type, whereas Regirock is weak to Earthquake and Brick Break, two of the most common physical attacks, in addition to Steel (Metagross Meteor Mash). This does not hamper it as much as you might believe, however, as Regirock can survive Adamant Choice Band Medicham Hi Jump Kick, and that's without any Defense EVs. It trades these weaknesses for the very important Flying and Normal resist, while its Special counterpart, Regice, does not have any Special resistances save Ice. With a STAB Rock attack and Superpower, this thing can counter Dragon Dancing Tyranitar, Salamence, and Gyarados (watch out for Hydro Pump!). If you ever find something you can't handle, there's always the threat of Explosion to keep that important Pokémon on the enemy's team out of the way.
Counters
Whoa. Mono type Rock means he gets screwed by a LOT of stuff. Pretty much any Pokémon that can Surf gives you problems. Earthquake and Fighting moves are all too common, so be careful when facing those. Claydol and Flygon screw him completely, unless you're willing to blow up or Counter. Since so many things counter Regirock, the best strategy to use with him is to hit and to get the hell out.
