Try to Agility or Swords Dance on the switch. Can sweep decently, however rather underpowered due to lack of a good movepool. Hidden Power Rock is for Salamence and other Fliers, and also nails stuff like Houndoom.
Scizor fits nicely into a Baton Pass chain. Aside from Mawile it is the only Baton Passer that resists Normal, and it has the HP and Defense to keep it up. Substitute is a must here to prevent you from receiving a Critical Hit, and it blocks random status and scouts for Fire Blast on stuff like Snorlax. Silver Wind is useful for Tyranitar, and if you use that, you'll want some Attack EVs.
With Liechi Berry activated Reversal from Scizor hurts more than Heracross' Reversal. Agility ensures you will go first no matter what, and Endure + Steel typing ensures you won't die to Sandstorm. It isn't really fit for Salac Berry or Substitute because of its low 70 Speed. It cannot outspeed Jolteon and Aerodactyl, even after the Salac boost, but with Agility, it outspeeds everything but Ninjask. In fact, if you like, you can give Scizor 210 Speed (176 EVs) to make it faster than Adamant Ninjask, but even if you max out Scizor's Speed with Adamant, you're still slower than Jolly Ninjask, and it's not worth it to beat that with Jolly Scizor.
A hard-hitter from the bat. It can hurt a lot of things, but has some trouble with enemy Steel-types, even with Hidden Power Ground. Baton Pass is an option on here in the last slot, I guess, to see what they switch to. Great to use in tandem with Magneton and Dugtrio, as there will be no way to prevent Skarmory or anything from being trapped if you Baton Pass when it switches in.
Other Options
Counter can work to bounce back some boosted hits.
EVs
You'll generally want max Attack, except on Baton Passers, who want max HP. Then the defenses are really up to preference, and Speed varies greatly with what moves you use. Just go with the EVs listed on each set, really, possibly with a few minor tweaks.
Opinions
Scizor is an interesting Pokémon. Its type, Bug / Steel, is a cool defensive type with only one weakness (a 4x Fire weak). It has a base Attack of 130. It can learn Agility to make up for its low Speed. Scizor can survive most Explosions with about 10% or 20% to spare. So... why the hell isn't it used more often?
Simple. Its offensive movepool sucks. The only useful attacks he gets are: Silver Wind, Steel Wing, and Hidden Power. While it does get STAB off Silver Wind and Steel Wing, the damage it does is average at best, so it's not going to be doing any major damage to teams. Physical walls / tanks completely shut it down, anything with a Fire attack has a guaranteed OHKO, and without Hidden Power Fighting, even Blissey can hurt it with Thunder Wave.
However, for what it has to work with, it's not too bad. On occasion, Silver Wind can give stat boosts, providing Scizor with some additional staying power. Agility makes Scizor fast and able to sweep. It can OHKO Psychics without a Fire move (Thunderpunch / Ice Punch Alakazam), can survive any attack from Aerodactyl and OHKO back with Steel Wing, and can OHKO Jolteon with Hidden Power Ground. Not a bad Pokémon, but requires some setup and, occasionally, a little luck.
Counters
Anything with a Fire attack. Otherwise just keep pounding away, preferably with Special attacks. Skarmory, Suicune, and other phazers keep Scizor from getting off a Baton Pass and wall any attacks it can throw their way.
