Pretty much your standard Choice Bander. Return is its main and most powerful attack, able to OHKO Pokémon with low Defense. Earthquake is a powerful attack for most Rock / Steel Pokémon. Hidden Power Ghost helps take care of pesky Ghost-types and Sleep Talk makes it a viable switch into Milotic Hypnosis and the like. If you already have a Sleep absorber or an Aromatherapist, Iron Tail is useful for an Aerodactyl KO or if you are torn between Return and Earthquake (i.e. if Salamence was out on low health and you know they have Tyranitar to take a Return, you could Iron Tail to cover both).
Other Options
You can run Fire Blast for Skarmory predictions on the Choice Band set, or Substitute to block status and to check what your opponent will do. There is also Rest / Sleep Talk like everything else, but your best bet is really the ever powerful Choice Bander.
EVs
You'll pretty much want to just max out Attack and Speed for this guy, but if you want, you can make an Adamant Tauros as slow as 300 Speed to beat the base 100s like Adamant Salamence, and Jolly Tauros can go down to 340 Speed to be faster than Adamant Tyranitar after a Dragon Dance and Adamant Dugtrio.
Opinion
Tauros is a threat when Skarmory is out of play. It is fast (enough to outspeed all Pokémon with base 100 Speed and draw level with Gengar, Espeon and Jumpluff), has decent Attack and can take a hit or two with Intimidate and 95 base Defense. It makes a decent switch on almost any physical attacker without a solid Fighting move (except Metagross) and does wonders for cleaning up at the end of a battle. Best used with Magneton, or Skarmory will stop you 99% of the time (you'll do no more than 25% at the best).
Counters
Forretress and especially Skarmory shut down Tauros every time and can Spike the field. Steelix and Metagross can get in on Tauros when it doesn't Earthquake and Dusclops evades Return easily. With a Sleep Talking set only one move can hit Gengar so more often than not you can get it in scot-free. Beware, however, as one mess up with Gengar will lead to its early demise.
