Best used with Perish Song Celebi or stat uppers. Taunt any phazers, stat ups, or what not, Mean Look, and pass to a counter. Harder than it seems, but extremely effective in the hands of a skilled player. Wish is better if you can get it to work, but Moonlight's instant healing is awesome. Note that Moonlight's healing is reduced in Sand Stream.

Cursing, Baton Passing Umbreon. Taunt any Roars that might come your way, Curse up and use your already amazing Special Defense to block hits. Pass to a fast sweeper with a White Herb and prepare to sweep. Taunting Aerodactyl is a good choice.

Wishpassing Umbreon. The 0 Speed IV and a -Speed nature is to ensure Baton Pass goes last, so Umbreon takes the hit of whatever you're out against, not the Pokémon to which you are trying to pass Wish.

Use in conjunction with Magneton; Poisons will still beat you 100% though. Houndoom is also a nice partner for this, as he can Pursuit Gengar, Weezing and friends on a predicted switch. Anyway, Mean Look, apply Toxic, and Taunt any attempts of healing. Moonlight when necessary. An unbeatable beast against some teams...

Other Options

Umbreon can Charm and Tickle things to make them easier for your next Pokémon to kill. You can also always use Charm along with Wish to counter Cursers pretty easily. Torment is generally cool and Pursuit can be used as an attack move, but it's not generally a good move. You can also use Snatch with Baton Pass to catch stat ups like Dragon Dance and Curse, since people see Umbreon and immediately think "Oh, it has no offense, time to set up!". Psychic can hurt Gengar and Heracross at the same time, which Umbreon may need to do.

EVs

As Choice Band Tyranitar has overtaken Dragon Dance Tyranitar in terms of how often they are used, 222 Speed isn't as important as it once was. If you don't fear Dragon Dance Taunt Tyranitar, you can lower your Speed significantly (in fact, Taunting Umbreon works without any Speed whatsoever, since the main moves to Taunt are Roar and Whirlwind, which always go after Taunt), to make more room for Defense and Special Defense. On Umbreon without Taunt, Speed is entirely useless (except to possibly outpace other Umbreon who invest minimal Speed and have Taunt). Always max Umbreon's HP, and then invest the rest in the defenses.

Opinion

Umbreon can be an extremely deadly Pokémon, because of Mean Look, Baton Pass, and Taunt. It can make a great wall as well as a good supporter, and contributes Mean Look, Wish, Charm and / or good Substitutes to a Baton Pass chain. It may open you up to really powerful hits like Heracross Megahorn or Focus Punch though, so be careful. Using Baton Pass the first turn it is out with a Dugtrio on your team can put a stop to that rather quickly, however.

Counters

Jolteon, Espeon, Mr. Mime, any other fast Substitute / Baton Passers. Taunting Gengar / Houndoom and especially Gyarados can prevent Umbreon from doing anything. If Umbreon is slow, Taunt Dragon Dance Tyranitar can use Umbreon as set-up bait, as well. Heracross, Medicham, Primeape, Breloom, and Hariyama can use their STAB Fighting / Bug moves to stop Umbreon, and the Guts Pokémon among them love Toxic Umbreon.
