Switch in Ursaring on a status and prepare to sweep. If you Swords Dance on the switch, you can Focus Punch Skarmory into oblivion on the Roar. If you aren't up for that, Earthquake can make short work of Tyranitar and Metagross.
Ursaring has a nice movepool (Earthquake / Focus Punch) and enough Attack to make the majority of Pokémon cry. It's best to get this in by switching into a Will-O-Wisp.
Bulk Up your Attack and Defense, and when it's low on HP, use Rest. While Resting use Sleep Talk to pump up its Attack and Defense or to hit hard with Double-Edge + Guts. Alternately, you can use Earthquake or Hidden Power Ghost over Bulk Up to hit more things. What's great about this set is that you have Attack boosts and Guts working in your favor when it's using Sleep Talk. Rest helps heal off the recoil damage from Double-Edge. You might want more Special Defense (at the cost of Attack) on the Bulk Up version.
Other Options
You can Facade with Guts if you wish, but don't use it on the Rest Talking set. Sleep does not boost Facade. Yawn can pseudo-phaze.
EVs
At least make it faster than Weezing and 0 Speed Tyranitar on the Swords Dance and Choice Band sets, which requires 52 EVs minimum, and give it lots of HP and Attack.
Opinion
With one of the highest Attack ratings in the game, Swords Dance, Guts, and a STAB Return, you can't help but love Ursaring.
Counters
Skarmory... besides that, not really much. You can't switch much into Ursaring, the best strategy against it is to just keep beating down on it and don't give it a chance to kill much. Remember, it's very slow.
