posting this too now because i wanna get it out of the way. and im so flygon like a g6.
[Overview]

Flygon is one of the best Pokemon for forcing switches, thanks to its decent bulk and excellent typing, coupled with its ability, Levitate, it can find many opportunities to switch in. It boasts a powerful STAB Earthquake and a fairly wide movepool. A very unique Pokemon and quite a heavy hitter with some great stats all around. It is the ideal counter to Donphan, Rhydon, Tyranitar and friends. Unfortunately, its secondary Ground-typing gives it a 4x weakness to Ice, but so do Salamence and Dragonite and they perform fine in OU.

[SET]
name: All-Out-Attacker
move1: Earthquake
move2: Rock Slide
move3: Hidden Power Bug / Quick Attack
move4: Fire Blast
nature: Adamant / Jolly
item: Choice Band / Leftovers
evs: 252 Atk / 4 SpA / 252 Spe
[SET COMMENTS]

This set requires a little bit of prediction to work, but the results are worth it. Simply switch Flygon into a Choice Banded Rock Slide or Earthquake and predict what your opponent will switch in next and try to attack it. The moves itself are pretty straightforward. Earthquake is your most powerful move, but also your most dangerous option to use since Salamence or Gyarados can come in and get a free Dragon Dance. Rock Slide will be your option to hit the aformentioned threats and Hidden Power Bug takes on Celebi really well. Fire Blast is Flygons first line of defense against Skarmory and Forretress and will do more to Cloyster than Rock Slide. The given EVs will outspeed Adamant Heracross, but a little more speed can be used based on what you want to outspeedl no more than 300 speed is really necessary though.

[ADDITIONAL COMMENTS]

There isn't really much else to add to this set, Quick Attack is a viable option to pick off threats like SubSalac Heracross and stuff along that same vein. Toxic is also a decent option for Swampert and the like. However, since Flygon is often paired with Tyranitar, this is not always necessary. If you feel a fast Flygon isn't your style, then you can lower the speed to reach around the 270 bench mark, which will outspeed Adamant Heracross. Another option is to go just above 319 Speed, outpacing Jynx and Houndoom.

[SET]
name: Substitute
move1: Substitute
move2: Earthquake
move3: Rock Slide
move4: Fire Blast
nature: Adamant
item: Leftovers
evs: 252 HP / 144 Atk / 80 Def / 32 Spe
[SET COMMENTS]

As previously mentioned, Flygon has no shortage of opportunities to come in to play, and this set takes advantage of that with Substitute, ensuring Flygon can get at least one attack off before its Substitute is broken. This set is a real team player as well, because of its ability to scout Hidden Power and opponents movepools in general. Fire Blast will do a large chunk of damage to Skarmory, OHKO Forretress and do around 40% to Celebi.

[ADDITIONAL COMMENTS]

The given EVs will allow Flygon to make bulky substitutes, and still be able to fight back and damage major threats. 32 Speed EVs will outpace Standard Dragon Dance Dragonite. The given EVs ensure that Tyranitar will never break your Substitutes with an unboosted Rock Slide. If you wish to be a little faster, Flygon can run Jolly with 40 Speed EVs to outrun Adamant Heracross.

[SET]
name: Screech
move1: Screech
move2: Rock Slide
move3: Earthquake
move4: Hidden Power Bug / Substitute
nature: Adamant
item: Leftovers
evs: 80 HP / 224 Atk / 16 Def / 8 SpD / 180 Spe
[SET COMMENTS]

With Screech Flygon can take advantage of its QuakeSlide attacking combo and force switches reliably. Screech is the main attraction in this set because of its ability to rack up damage via attacking or by forcing switches. Rock Slide and Earthquake are the main forms of attacking, as they offer excellent coverage, Hidden Power Bug is really just for Celebi. Substitute can be used to block status and Intimidate from hindering the effectiveness of this set. Using the set is fairly simple, come in on a Choice Banded or physical attacker using Earthquake or Rock Slide and go from there.

[ADDTIONAL COMMENTS]

The given EVs will allow Flygon to outspeed Adamant Heracross and Defensive Celebi. This set is very effective with Sandstorm in play, making Tyranitar an ideal Teammate. Forretress also works excellent with this set because of its resistance to Ice-type attacks and its ability to lay down Spikes, which this set works wonders at abusing.

[Other Options]

Hidden Power Ghost can be used for the Gengar switch in while still maintaining the ability to hit Celebi. Hidden Power Flying can also be used to for the Heracross who thinks its got a safe switch into Earthquake. Mimic can be used to copy a recovery move or Heal Bell which is always fun, but pretty gimmicky. Flygon also has the capability of running a special sweeper set to some effect. A bit outclassed by Salamence, but it's decent for catching your opponent off guard at least.

[Counters]

Flygon's counters really depend on the set, the Screech set is 100% countered by Skarmory, who takes only around 60% from Rock Slide with -6 Def, not like anyone is going to let it get that low however. The Choice Band set really just needs some good prediction to counter, like all other Choice Band sets. Swampert is also a generally good counter but needs to be careful of the Special Flygon. Regice is an excellent counter to the Special Flygon set, being able to take Fire Blasts and OHKO back with Ice Beam. Lastly, Claydol is an excellent choice thanks to its resistance of the QuakeSlide combo and the fact it can learn Ice Beam.
