So, assuming Azurill comes in on HP Ice, it can still take another two and then KO with Ice Beam. If it comes in on Knock Off, it will lose its Life Orb meaning it 3HKOes with IceBeam in stead of 2HKO, but it still takes three HP Ices after one Knock Off (unless 3 out of 4 max rolls). Similarly, if it comes in on HP Ice and takes a Knock Off after, it will wil 3HKO but also take three hits without going down, meaning it still beats Snivy. So Azurill can come in on any move and beat Snivy one on one and is thus a counter.

Anyway, don't vote for this, it's terrible. This set especially doesn't do anything outside of countering Snivy and can only come in once.

While its Alolan form is better, due to being the best Pursuit trapper in the tier, a pretty rough Pokémon to switch into, and, in my opinion, the best Knock Off user, its original form doesn't stand back. It reliably counters Snivy, by the difference that its Eviolite cannot be knocked off. 3HKO from Leaf Storm, and coverage doesn't do over 4HKO, KOes with Gunk Shot.

Bulbasaur tanks any move and OHKOes Snivy with Sludge Bomb, it doesn't even need sunlight to kill Snivy because it resists all moves and OHKOes it back.
There is nothing else Snivy can do because any move it makes results in it getting KOed. Although if Snivy hits Bulbasaur on the switch in, then it can KO Bulbasaur although Bulbasaur is uncommon and Snivy wouldn't really expect it in the first place.

Fitzy is right. Bulba would be a check and a soft one at that. A check is something that revenges or gets a free switch. A counter is something that always switches in and threatens the mon out

Ferroseed is really cool since he can slower opponent's teams with T wave ( Rip 1/2 right now but it still really cool ) and use Knock off to remove his object which is really interesting in LC with Eviolites and Berry Juice. After to hit there is Iron head to try to Para Flinch and be annoying for the opponent. Finally Stealth Rocks, to pick up some HPs after each switch ins. :)

A counter is a Pokemon that can switch into any move and beat it 1v1. Since Ferroseed cannot do that if it switches into Knock Off (and the Snivy player is smart afterwards), it's not a counter. Also, since Ferroseed usually does less than 50%, Snivy can just Synthesis, while Ferro can't recover.

Even if Snivy tries to spam Synthesis, Wave has a poison chance rendering that useless if Wave decides to poison. The only possible way for Snivy to beat Goomy is to get three 1/16 rolls on either three HP Ices when Eviolite is present, or just use Knock Off, and get two 1/16 rolls with HP Ice. The chances for the latter is only about 1.5625% so I think its safe to say that Goomy is a counter.

Goomy can come in on other Grasses and may even be able to take on Water-types if given Thunderbolt, and could possibly beat Bellsprout with Sleep Talk however Goomy sucks and is outclassed in all those roles.

If Snivy was running HP Ground or even Glare, this wouldn't work as well, but this particular Snivy can't touch Ponyta. Ponyta can take a +4 Leaf Storm, OHKO with Flare Blitz, and recover back up with Morning Sun (unless Snivy gets a high roll with Leaf Storm, in which you die from recoil). Ponyta also outspeeds Snivy, so it doesn't even have to worry if it gets knocked on the switchin. If the person is smart enough to switch out you can always just click willowisp.
