Justification: Tapu Lele's Special Attack was dropped quite drastically and Psychic Surge was replaced by Competitive, which is also a great ability that can punish Defoggers and Sticky Webs. Nature's Madness was removed because it's quite op when paired with Taunt. Lele kept its great offensive typing but its Psychic STAB attacks do only around 55% of the original damage now.
Competitive Insight: Probably the best sets for Tapu Lele in NU would be Choice Specs or Choice Scarf. With Choice Specs it can smash slower bulkier teams and with Choice Scarf it can work as a good revenge killer.

Justification: Tapu Bulu smashes everything with its great coverage and ridiculously powerful Wood Hammers. With a slightly reduced bulk, inability to touch Steel types and no boost to its Grass STAB, Bulu is much more managable. A slight drop in speed seals the deal.
Competitive Insight: Far less powerful than before, Tapu Bulu still has enough to bust up NU tanks like Steelix without much trouble. Sap Sipper allows it to pivot into Grass types.

Justification: One of the things that Tapu Fini is best at is wearing down the opponent with it's combination of Taunt and Nature's Madness, plus it's immense bulk. It's eve able to do this without having reliable recovery. Now, when you take Taunt and the majority of it's bulk away, it becomes much harder for Tapu Fini to effectively wear down Pokemon, especially walls, though at least it still has Nature's Madness. I also removed Haze so that setup sweepers have 1 less thing to fear, though Scald and Nature's Madness can still mess them up. Speaking of Scald, the removal of Misty Surge for Water Veil is a double-edged sword. On one hand, Tapu Fini can be worn down by Toxic, but at the same time, Tapu Fini can now actually use Scald and Toxic. I also removed Aqua Ring just in case you thought that you could have recovery.
Competitive Insight: Tapu Fini sets itself apart from the other bulky Waters of NU (Jellicent, Slowbro/king, Vaporeon) with it's ability to remove hazards and easily wear down Pokemon with Nature's Madness. Thanks to it's typing and bulk, Tapu Fini can quite easily take on threats such as Hitmonlee, Emboar (doesn't very much appreciate Wild Charge though), and Sneasel while being able to support teams with Defog (sorry Lumineon and Prinplup).

Justification: Magearna really take a dive in usability here. Gone is the impressive bulk and great Special Attack and the amount of coverage it has. It still keeps Thunderbolt because it would seem a bit useful to tackle the Steel types with a decent neutral move against them. However, the major breaking point is in its typing, the Steel type. Without it, it gains far less bulk with this lacking move, though it regains a Fighting resistance. However, not all of the Steel-type is gone, as it can still have at least a semi-secondary STAB in Steelworker. On top of that, it also gains minor boosts in its Attack and Speed (+10 for both) to keep out of a total PU drop. It also gains Play Rough to counterbalance the new Attack stat, the standard TMs of Toxic, Rest, and Sleep Talk, and Rollout mostly for flavor as it IS a living mechanical Poke Ball technically.
Competitive Insight: With the loss of the Steel type, it has changed from a very bulky, currently S ranked OU Fairy, to (hopefully) a semi-average wall breaker, with the way to go either Special, with the alright Special movepool it has, even with the nerfs to it, or bulky, as 80/95/95 bulk is still pretty decent, to even Mixed or Physical, due to the existence of Shift Gear as a way to keep the Speed going. However, the thing will have to be even more wary of strong hits of either neutral or super effective without the fellow Steel type and the worse bulk.

Justification: Hydriegon is known to be a threatening Special Attacking monster, with it's sky high Special Attack, good speed tier, and buckets of coverage, not to mention, it has a pretty good ability in Levitate. However, Hydreigon having these characteristics is odd. Why? Well, look at Zweilous' stats. Now look at Hydreigon's original stats. Now let's fix that. Hydreigon loses it's amazing Special Attack stat, making it's amazing coverage almost useless. It also loses some of it's great speed, now being outsped by newfound checks in Toxicroak, Hitmonlee, and Accelgor if you're scarfed. Now, to make sense with it's prevolutions, Hydreigon loses it's Ground immunity in return for gaining Zweilous' ability, Hustle, boosting it's slightly nerfed Attack. To compensate, it gains reliable STAB in Dragon Claw, while losing overwhelming coverage in Superpower and Head Smash, allowing Pokemon like Steelix and Aromatisse to take it on.
Competitive Insight: Hydreigon is now a threatening wallbreaker in NU. With 100 Attack combined with Hustle, Hydreigon can be a very threatening physical attacker thanks to it's immense power and moves in Outrage, Crunch, Zen Headbutt, 2/3 elemental fangs, and Stone Edge. It's typing, while mostly negative, also allows it to nicely check some top tier threats like Meloetta, Slowbro, Uxie, and Rotom-C. However, Hydreigon, thanks to Hustle's side effect, is under the constant threat of missing in crucial moments. Also, Hydreigon's typing and Speed tier allows it to be taken down by many top threats like Virizion, Sneasel, Hitmonlee, and Vivillon, though a Choice Scarf can mitigate that but a Choice Band is needed in order to break past some walls (Ex. Only Banded Outrage can 2HKO Rhydon and Phys Def Golbat), making a huge opportunity cost.

Justification: Dragonite's biggest draws are that it's a great physical sweeper with Multiscale to augment its already-solid bulk. By removing all strong physical STABs(leaving it with Wing Attack and Dragon Tail) and Multiscale, we've removed a lot of its strengths. Base 134 attack is no longer as threatening when you have limited coverage and no STAB. Of course, special and mixed sets are still viable, especially because Roost is still an option.
Competitive Insight: Specially defensive tank that can use its wide special movepool and high base 100 Special Attack to cause serious damage. Roost, Hurricane, Dragon Tail/Draco Meteor, Superpower.

Justification: Tyranitar is mainly known for two things: Its weird typing and Sand Stream. While Sand had to go for the sake of making this not overpowered, I could change its typing while still keeping it weird, as Rock and Dragon are contrasting types: Rock is offensive while Dragon is defensive. Sadly I couldn't keep the 600 BST without making it busted, as there was just too much Tyranitar had going for it. Also much of its coverage was removed to help limit what it could hit.
Competitive Insight: Another tank. Can use Rest+Shed Skin to great effect, with either Curse to act as a wincon or Stealth Rock/Pursuit to have a Rocker that can stay healthy throughout the match. A very solid bulky support mon.

Dragonite still has Dragon Rush for Dragon STAB. Between that, Extreme Speed and the 3 elemental punches I honestly think it might still be too strong for NU.

Justification:
The only changes I made to nerf Garchomp were removing his great speed tier and lowering his bulk a bit. 62 Speed is bad and Garchomp doesn't have a way to boost it, except for Choice Scarf. Now he is easily outpaced and killed by Pokemon such as Cryogonal, Jynx, Mr. Mime, Manectric, Vanilluxe, Alolan Raticate and basically anything with an Ice attack and 62+ Speed.
Competitive Insight: In NU Garchomp could work as a slow but very strong wallbreaker with Swords Dance or a lead with Stealth Rock.

Justification: While Garchomp still has some merits, it kinda went down a bit in usability. It's once dangerous 130/102 physical spread has been taken quite a nerf, making it only slightly faster than Medicham, but slower than Hitmonlee. The Special Attack has also been nerfed, meaning that some of the special moves will be a little bit more useless. However, it takes a bit of a toll in its movepool as well. Poison Jab and Iron Head have been removed, meaning it has to rely on Iron Tail to destroy them. Stone Edge removes a lot of power, but Rock Slide will do. Fire Blast removes a good way to completely destroy Steelix and Ferroseed, meaning Flamethrower will be the best option or Fire Fang, or at least if it kept Swords Dance. Yes, Swords Dance is gone, meaning it will hit even less than before.
Competitive Insight: While it may have lost a lot of power and useful moves, it can however can take hits decently well. Since it's bulk is still here. It can provide itself as an decent tank with 108/95/85 bulk, as well as Rocky Helmet and Rough Skin really destroying them. It still has access to Stealth Rocks, meaning it can still have a useful purpose and its good offensive combination still hurts, even with the Attack nerf. However, since a lot of NU Pokemon are either Water, Ice, or Fairy (or at least top threats), they can plow through its above average Special Defense and kill it enough. And those targets will get very lucky, since Rough Skin and Rocky Helmet activate when a non-contact move hits it. It can also run decently well on its signature Choice Scarf set, but with not as much speed and power.

Justification: Unlike fellow Garchomp, who gotten a few nerfs that limited its usability, Tyranitar has gotten a large boot. It's bulk has been, albeit questionably, significantly nerfed from its good way, its ability to summon sand is gone, and its slower and can't make itself go any faster. Not only that, but its typing changed to a more relatable Rock/Ground type, since it's pre-evolutions were that typing. It also gets a big boost to its Special Attack and access to Power Gem, but a good BoltBeam combination is gone, leading to the more inaccurate, but more powerful, counterparts, as well as a lack to boost said Special Attack. Fire-type moves are fine. It also doesn't get Dark Pulse anymore since it isn't Dark type.
Competitive Insight: It may seem crazy to make it a powerful mixed attacker with great 124/125 offensive stats and a solid coverage lineup, but it may seem a bit wrong. The new typing removes one big threat, Fighting, out the way a bit to introduce two more, even more dominating types, Water and Grass. And they're everywhere. Therefore, combined without any way to boost its lower power and even lower speed outside of Choice items (and Hone Claws), the lack of good bulk, and the slightly more prominent problems, it sure has a problem when facing anything that isn't a weak target. However, it can still has success with its not actually that bad when it comes to power. 124 Attack is still great for the tier and 125 Special Attack is still not that far off. Also, despite the decrease in bulk, it still has an decent spread of 60/90/70, allowing it to take some resisted hits.

Justification: Unlike the other 2 above, Dragonite gets hit a lot harder than the other 2. It's stat now resemble that of an Hariyama variant, in that while it gets a lot more HP, it gets a slight nerf in power and a big nerf in bulk, special power, and a bit in speed. It also loses key moves like Dragon Dance, Superpower, and its Flying type moves to prevent Z-Fly, or any Z-Flying attack in general. It also loses BoltBeam coverage, Thunder Wave, and Defog, meaning an utility set is in mind. I was still kind to keep Superpower, Extreme Speed, and its Fire type moves and punches because it wouldn't feel complete. It also has the newly gained Fighting type, in which it gets pummeled by fairies immediately.
Competitive Insight: Still, its basically a better Hariyama. A new Hariyama that ruins it's key image by having a worse defensive typing and a lack of good coverage moves. It can still be good with a Toxic Orb for a Marvel Scale set.

Hydreigon
Nerfed Stats:

Justification: Even more knocked down then the others, it gets a very painful nerf to 508 BST. Losing Levitate was one thing, but it also lost more important coverage, including Earth coverage, Flash Cannon, Zen Headbutt, among others. Heck, it even lost Outrage, but it makes it up a bit with Dragon Claw. It also has Hustle likes its 2 younger bros.
Competitive Insight: At it's insane nerf level, considering it was already UU, it has taken the biggest loss of the 4, but that doesn't mean that it will lose to a few good opponents. It's coverage has some merits, with Thunder Fang, Iron Tail, Aqua Tail, and Superpower being still in it's arsenal, the last or which was kept due to the power drops. That, combined with Hustle, can still deal a good amount of damage at the cost of accuracy. It's special side still is a force to be reckoned with, as its Dark Pulse/Draco Meteors still hit like trucks. It still also has Roost for Life Orb recoil, in which it can basically use finely.

Justfication: Marvel Scale not only fits thematically, but it is also Dragonair and Dratini´s HA making it very fitting with D-Nite. Less bulk, less Attack and less Speed just makes Dragonite much more suceptible to getting worned down, and the removed moves aren´t that much of a stretch to remove from it.
Competitve Corner: A powerful NU Wallbreaker thanks to its great base 124 Atk and access to Dragon Dance, defensive sets are also decent status abosrvers thanks to Marvel Scale and its unique typing. Still extremely weak to Ice, Fairy and Rock, which aren´t that rare tbh.

Competitve Corner: Garchomp´s role in NU is to be a realible Stealth Rocker thanks to its high Speed and the decent offensive pressure it provides with an average base Attack stat of 93. 88 / 90 / 63 bulk is also decent letting it pull of a defensive-ish role as well.

Justification:
I think setting all of the pseudos to 500 BST is fine, as that's not unheard of for a 3-family line. This stat spread makes TTar have more of a defensive wall-like spread that's more common with its Rock-type brothers.
Competitive Insight: Ttar's stats and moveset clash with on another - while its stats say that it should try and be a defensive Pokemon, it lacks any form of utility moves outside of Stealth Rock, Thunder Wave, and Dragon Tail. Meanwhile, it's wide coverage scream for a more offensive approach but it just does not have the offensive stats to carry that idea through. Its only set-up move is Hone Claws, which is too slow for it. However, despite this there are some up sides to it. While its typing is pretty bad, it has some niche usage - notably, it serves as a pretty useful switch-in to Psychic-types due to its typing and access to Bulletproof, making it immune to Focus Blast. While it can't pursuit as they switch out, you can still set-up Stealth Rock or spread status around.

Justification:
To tie it more to its aquatic nature, its now has a rain related HA. It also lost access to all of its Fire-type moves, alongside some other coverage. It gets Coil in the same way Primeape and Alakazam get Iron Tail - from its prevolutions.
Competitive Insight: Dragonite is now a pretty versatile Pokemon that isn't quite good enough at one single thing to be OU anymore. Physically it needs to rely on stuff like Brick Break to deal with Steel-types now, while the special side lacks the set-up moves it has on the physical side. While it could seemingly work on a Rain Team, it is not the best Rain Abuser, although it is an interesting one. It also has access to Coil and Dragon Dance for set-up, although it is easily walled and needs support to pull it off.

Justification:
While it gets to keep a good chunk of its Special Attack, it lost a lot of its coverage moves, which is part of the reason why it was so unwallable. Basically turned it into the slow, frail mixed attacker stereotype.
Competitive Insight: Hydreigon can hit the tier very hard, but is pretty easy to wall overall due to its general lack of coverage. It basically has to rely on its STAB moves to get through things, meaning it is hard walled by any Fairy-type. It also has less than desirable bulk and speed. However, it can still drop fairly powreful Draco Meteors, and has a set of pretty nice resistances. Levitate is also a nifty ability to dodge Ground-type attacks with.

Justification:
I thought that the high-ish speed of Garchomp fit the mon well, since it looks like a relatively fast land shark. It also has a semi-slender shape, which is why I axed most of its bulk away from it, and lowered its attack by a good margin.
Competitive Insight: Garchomp sits at a pretty good speed stat for NU, and it has enough power to dent a few things. Its coverage is pretty good on the physical side, although its only set-up move is Hone Claws. It can run a mixed attacking set with its usable SpA, although I would imagine that it would probably want to boost its attack as much as it can to hurt things as hard as possible.

Justification: Firstly Tyranitar's amazing stat spread is simply amazing, so I nerfed it to a point where it would function well in NU. Then I kicked Tyranitar's set up options so it only has Hone Claws as set up. I removed all Fire type moves from its arsenal, so Ferroseed can be a bonified counter. Also kicked Superpower for a similar reason. Thunder Wave got axed as Ion think it should have that much utility.
Sand is busted on Ttar so I replaced it with its pre-evo's ability Guts. Finally thought the part Dark typing gave it way too much leverage against all of the Ghosts and Psychic types in the tier (especially since not all have strong Fighting coverage).
Competitive Analysis: Its another Guts abuser! But its not Fighting type. Tyranitar hits it off as a powerful wallbreaker with an interesting pure Rock type. Guts lets it shred apart teams lacking Sturdy rock type resists, but its subpar speed and inability to set up limits sweeping capacity. It also does't help the fact that it faces competition from Aggron and Rhydon as offensive Rock types. Ferroseed can still switch in and stall it out with Leech Seed as it has alike, but never the less Tyranitar is a threat in NU.

Justification: So I nerfed its stats to reflect the new build that I made it to reflect - a Swift Swimmer. I decided to kick alot of key coverage options that would make a Swift Swimmer broken, such as priority, Fighting/Fire coverage, Thunder and such. I also kicked Dragon Dance to let it not go haywire under the rain. Added Coil from pre-evo, and Hydro Pump and Scald to be consistent with its aquatic nature.
Competitive Insight: A new Swift Swimmer with a big difference, Dragonite enters NU as a dangerous rain dance special sweeper with physical potential. While the speed and power of Dragonite under the rain is dangerous, no STAB on Water typed attacks + plus weakness to Ice Shard makes it managable for offence, and without any boosting options, Bulky teams can wall it. It is still a powerful wincon.

Justification: Simply made it a weaker Garchomp with lesser coverage options, while keeping its basic stat patterns. I gave it Sand Force to give it a niche against other ground types in the tier.
Competitive Insight: Sand already has a setter and a sweeper. Now all it needed is a wallbreaker. Garchomp hits hard under the sand with its already high base power attacks that get boosted under Sand. Fortunately, to keep it in check, it lost Swords Dance and Fire Blast to break past sand checks.

Justification: Hydreigon is alot tricker than the other psuedos. To me how to nerf it is to get rid of the factors that made it such a great threat. 1) Limit its versatility (kicked Roost, making its stallbreaker set more mediocre.) 2) Nerf its unique but specialized coverage 3) Remove its ability to pivot 4) Undermine its great bulk for an offensive threat.
Competitive Insight: I made Hydreigon preserve its mixed attacking nature, but to obviously nerfed degrees. It now faces competition as a Dark type from several mons, including Houndoom, Guzzlord and specially biased Stuntank. With its rather poor defensive defensive typing in a meta filled with Fighting, Fairy, Ice and U-Turn users, Hydreigon is often hardpressed to switchout. Its apparent weakness to priority should also not be ignored, as any attempt at a Scarf sweep can be easily cut short. Regardless of the fact, it is still a threatening wallbreaker that can dismantle many slow defensive cores with its powerful attacks from both sides of the spectrum.

Tyranitar is known for its versatility as a setup sweeper, Stealth Rock setter, Choice Scarf attacker, and mixed attacker in OU due to its amazing movepool, ability that gave it pseudo-Assault Vest, and stats, so with most of the things that made it such an immense threat taken away, alongside its stat nerfs that put it at stats lower than that of Archeops, will likely cause it to rival with said Pokemon. A new ability in Rough Skin still causes some Pokemon on the field to take damage while Tyranitar is as well, the only difference is that they will have to come into contact with Tyranitar to induce the effects. This new ability also removes Tyranitar's obnoxious special bulk upon switching in. Tyranitar's typing is now inherited from its prevolutions.
Competitive Insight: Tyranitar will still be able to shine as a decent Choice attacker and Stealth Rock setter in NU, it will just no longer be able to have insane special bulk upon switching in and in general, as well as not being as great as a mixed attacker as other Pokemon and not being able to be a setup sweeper in general.

Justification: Dragonite is an extremely effective setup sweeper, revenge killer, and all-around pain to deal with in OU. However, with its Attack stat substantially lowered and with a seemingly very much improved Special Attack stat, this all changes. Even though Dragonite's Attack still sits at a decent base 80, it now has no way of getting boosted or used advantageously, as Dragonite's three main weapons have been removed. Look at that amazing base 130 Special Attack though, am I right? Doesn't it look marvelous? Think again. Dragonite now suffers from the same syndrome as Tapu Koko did in OU, having an insanely high attacking stat but with almost no good moves to abuse it with. Sure, Dragonite has Draco Meteor still for a one-time nuke every time it's on the field, but with no more priority or useful special coverage moves on its belt, Dragonite can pretty much only run Draco Meteor and Heat Wave, both of which only having 90% accuracy and not hitting Tapu Fini at all. Look at that new ability too: Aerilate. You might think that I'm insane for giving a Pokemon with a formerly amazing movepool and typing Aerilate, but that's just why. Dragonite no longer has a Flying type to boast its new Flying-type moves with, as well as no longer having any priority to abuse with the ability or any good special Normal-type moves to use. Alongside that, Dragonite also only has 50 Speed now, meaning that it is extremely slow and easily KOed by anything with Fairy, Ice, or Dragon coverage. Dragonite's typing is inherited from its prevolutions.
Competitive Insight: Despite all of its now unappealing features, Dragonite will still form somewhat of a threat as a Choice Band or Choice Scarf user, or even maybe a mixed attacker!

Justification: All Dragon-type moves except Dragon Tail were removed because Hydreigon is no longer a Dragon-type and has no reason to have any of those moves. While Hydreigon was an excellent Choice Scarf and Life Orb mixed attacker due to its decent Speed stat, nice offensive typing, and high attacking stats, it will no longer do that in NU due to its counterproductive stats and ability. Despite it having somewhat decent bulk, it still has awfully low defenses in general with no supportive ability to help that. Hydreigon also dies to every island guardian and Magearna now, which will probably be somewhat common. With no reliable Flying-type STAB move, bad attacking and Speed stats, and an ability that harms Hydreigon's already inaccurate moves, it would be better to just be used as a passive support Pokemon. Hydreigon's typing i changed into Dark / Flying because it develops wings when evolving from Zweilous like how Dragonite does from Dragonair.
Competitive Insight: While its stats are almost completely inverted now, Hydreigon can still function as a bulky Taunt wall due to its passable bulk and somewhat better defensive typing.

Justification: It getting the Poison and Steel moves didn't make too much sense, and getting rid of the Rock moves didn't really violate flavor. Speed is reduced the least of all its stats because it's supposed to move at mach speeds and looks like a fast.
Competitive Insight: It can no longer hit Fairy or Flying types super-effectively, is weaker in general, and no longer can set hazards. Its stats are now just a little better than Houndoom's but on the other side.

Dragonite still has Dragon Rush for Dragon STAB. Between that, Extreme Speed and the 3 elemental punches I honestly think it might still be too strong for NU.

Extreme Speed is also a good revenging tool but Band/Dragon Dance are no longer going to be its best sets because it has to go mixed if it wants to get STABs.

It doesn't matter. Superpower + Extreme Speed and a wide plethora of coverage options are more than enough to sweep the entirity NU after a boost. I think you should just nerf like most and lower its stats. Sorry but as is it just can't be allowed.

Except this isn't "Nerfed OU mons in NU". It's "Higher tier mons nerfed to NU power levels". NU staples will probably still be pretty good here, but there will be viable mons with weird typings not seen in NU.

Well, let's say if you added the winners so far into NU. Now the elemental punches hit 56 pokemon in NU SE out of 112, so it's still exactly half. The other two winners don't resist either, and in fact Volt Absorb Lanturn is the only thing that does. Then, as G-Luke said, Superpower and E-Speed. I mean, Superpower is just as powerful as Dragon Claw and hits way more stuff SE, even if it has a downside that you can remove just by switching.

Justification: While Garchomp still has some merits, it kinda went down a bit in usability. It's once dangerous 130/102 physical spread has been taken quite a nerf, making it only slightly faster than Medicham, but slower than Hitmonlee. The Special Attack has also been nerfed, meaning that some of the special moves will be a little bit more useless. However, it takes a bit of a toll in its movepool as well. Poison Jab and Iron Head have been removed, meaning it has to rely on Iron Tail to destroy them. Stone Edge removes a lot of power, but Rock Slide will do. Fire Blast removes a good way to destroy Steelix and Ferroseed, meaning Flamethrower will be the best option or Fire Fang, or at least if it kept Swords Dance. Yes, Swords Dance is gone, meaning it will hit even less than before.
Competitive Insight: While it may have lost a lot of power and useful moves, it can however can take hits decently well. Since it's bulk is still here. It can provide itself as an decent tank with 108/95/85 bulk, as well as Rocky Helmet and Rough Skin really destroying them. It still has access to Stealth Rocks, meaning it can still have a useful purpose and its good offensive combination still hurts, even with the Attack nerf. However, since a lot of NU Pokemon are either Water, Ice, or Fairy (or at least top threats), they can plow through its above average Special Defense and kill it enough. And those targets will get very lucky, since Rough Skin and Rocky Helmet activate when a non-contact move hits it. It can also run decently well on its signature Choice Scarf set, but with not as much speed and power.
