so, as discussed on discord council has identified that the challenge command does not check for rby/gsc dv legality, and there is no way (to our knowledge at least) to make the command check for dv legality or any other way to enforce legal dvs (since damage calcs have ranges, and not like any pokemon is using fixed damage moves in this tier lol).
this is unfortunate (imo), but leaves us with the choice of either banning hidden power, or allowing illegal dvs. as of now the council decision is to keep hidden power legal and therefore allow illegal dvs (specifically, illegal hp dvs).
this means that you can use hidden power types other than dark, ice, steel, and bug without reducing your hp dv.
basically you want to set your hidden power dvs however you are used to doing it, and then manually change your hp dv back to a perfect 15 dv (or 30 or 31 iv if you are using a new gen teambuilder).
feel free to use chart at the bottom of this link http://www.psypokes.com/gsc/dvguide.php for reference to identify the attack and defense dvs necessary for your desired hidden power type (theres no reason to ever reduce your speed or special dvs). if you are using a natdex teambuilder, the iv is the dv multiplied by two.

hidden power type is based on the attack and defense dvs (specifically, their value mod 4)
hidden power bp is based on the attack, defense, special, and speed dvs (specifically, whether each is greater than 8 or not)
the hp dv is not used in these calculations anywhere. of course, if u are actually playing gsc or rby the hp dv is determined by the other four dvs. (calculated based on whether each dv is odd or even, an odd attack dv gives +8 odd def dv +4 and special and speed give +2 and +1 if odd. so, eg since hidden power fire requires an even attack dv and an even defense dv (2 atk mod 4 and 0 def mod 4), the maximum hp dv for hidden power fire is 0+0+2+1 = 3. a hpower with an even attack dv and odd defense dv has maximum hp dv of 0+4+2+1=7 and a hidden power with an odd attack even defense dv has maximum hp dv of 8+0+2+1=11.
however, since mg1 allows you to bring illegal dvs, you can have an even attack or defense dv as needed for the hidden power type but then still set your hp dv to 15 (or hp iv 30 or 31 if you are using natdex teambuilder)
some examples of mons that benefit from this: ninjask can run hidden power ground without reducing its final gambit damage, pokémon such as tapu koko can run hidden power fire without having to reduce their hp dv to 3 (i think giratina has used hp fire but idk what that does lol just use stone edge for corv + earthquake for other steels)
