This set aims to hit hard with Sylveon's Pixilate boosted Hyper Voices and check Dragon-types such as Dragapult and Hydreigon. Hyper Voice is the main STAB move, hitting most Pokemon hard but especially Dragon- and Dark- Types such as the aforementioned two, as well as Tyranitar. Mystical Fire hits opposing Steel-types such as Ferrothorn and Corviknight. Psyshock threatens Toxapex, which would otherwise wall Sylveon, though you can use Quick Attack for picking off weakened Pokemon instead. If you are running Quick Attack, a Quiet nature can be used to maximise damage. There are many possibilities for items, either running Pixie Plate / Choice Specs for maximum power or using a Substitute + Calm Mind set with Leftovers. Hyper Beam can be used as a nuke, however be careful using it because the recharge time can allow the opponent to set up. The EV spread outspeeds 4 Speed Tyranitar, aside from that it is maximum investment in HP and Special Attack . Outspeeding Corviknight is also an option at 68 Speed EVs. A spread with 244 HP / 36 Defense EVs also allows Sylveon to survive a Dynamaxed Dragapult's Max Steelspike almost every time. Good teammates include those that take advantage of Steel-Types such as Rotom-H, Arcanine, Dragapult, and Charizard.

Item wise, Pixie Plate should probably be the main item with Choice Specs following. The difficulty starts after that, 'cause Leftovers are often on sets using CM/Sub, that the other two items aren't as interested in. So containing it all in one set might be difficult.
Personally, I think Throat Spray isn't anything special in singles, and not worth including, but I'll wait on other QCer's opinions.

Moves: Shadow Ball does less damage to Mimikyu than Hyper Voice, so it's really only for Chandelure, which is pretty heavy dedication of a moveslot.
I'd rather have Quick Attack as the main slash with Psyshock following. I know it's only like 2 weeks in, but Quick Attack has been its third most common move. Subsequently, Quiet is worth mentioning as an option for Nature since it preserves a bit of its damage.

In terms of EVs, I'm not sure shooting for '87.5%' Exca Iron Head survival is worth it. That ends up as a 58.7% chance to act, which isn't particularly reliable.
I would be more concerned with surviving attacks from pokemon it wants to check, like Max-Steelspike from Hydreigon or Dragapult
 
Remove the bit about 51hp subs, since they're just short at 50, need base 97hp or more for 51subs sadly.
Also add onto the 'outspeed corviknight' bit, that it takes 68 Speed EVs.

Only thing I'd add is that you need to be verry careful about using Hyper Beam, make sure your foe doesn't have a set up mon in the back that destroys you after using it. Otherwise, QC Approved 2/2!

Done, though I have changed this sentence:

To the above instead of what you suggested. This is because technically Sylveon doesn't really handle Toxapex, especially defensive Pex, but Psyshock is way better move to hit Toxapex than anything else it has in its arsenal.
