Roost for recovery, hex can maybe do something, strength sap is there. it can also be useful for trapping opposing pokemon and either u-turning or KOing them with spirit shackle. its speed tier prevents it from beeing too strong, thought. beeing outsped and KO'd by mons like fluxtape and the other UB nympheral. Description: A shallow movepool combined with mostly poor stats may be a turnoff for using this pokemon. However, good HP, incredible Spdef, and Magic Guard allow it to be a great special wall. It can also function as a Trapper with Toxic and Infestation.

Name: Lumoth
Ability: Compound Eyes / Illuminate | Serene Grace (HA)
Typing: Bug / Ghost
Stats: 55 / 60 / 75 / 110 / 95 / 120 | 515 BST
Weight: 2.3 kg
Notable Moves:
Special: Shadow Ball, Hex, Bug Buzz, Dazzling Gleam, Flash Cannon
Physical: U-turn
Status: Will-o-Wisp, Sleep Powder, Stun Spore, Roost, Pain Split, Strength Sap, Defog, Toxic Spikes
Reasoning: An offensive pivot with a wide array of utility options, and the ability to break down passive pokemon with SpD drops.

Name: Tarcera
Ability: Aftermath / Gooey | Liquid Ooze (HA)
Typing: Rock / Poison
Stats: 120 / 130 / 65 / 65 / 125 / 25 | 530 BST
Weight: 478 kg
Notable Moves:
Physical: Gunk Shot, Poison Jab, Stone Edge, Rock Blast, Earthquake, Flare Blitz, Heat Crash, Knock Off, Heavy Slam, Dragon Tail, Megahorn, Explosion
Status: Stealth Rock, Toxic, Toxic Spikes, Roar
Reasoning: Defensive tank and hazard setter. It has some good defensive matchups against Special attackers, and can be very punishing to let in thanks to its good attacking movepool. However, the 4x Ground weakness hurts a lot, and pokemon like Heraleo and Burrodger will do a good job of denying it KOs.

Name: Plasmire
Ability: Electric Surge
Typing: Electric / Fire
Stats: 70 / 105 / 95 / 105 / 70 / 85 | 530 BST
Weight: 52 kg
Notable Moves:
Special: Rising Voltage, Volt Switch, Fire Blast, Flamethrower, Solar Beam, Flash Cannon, Steel Beam,
Physical: U-turn, Flare Blitz, Fire Lash, Flame Charge, Fire Punch, Wild Charge, Thunder Punch, Solar Blade, Iron Head, Explosion,
Status: Calm Mind, Swords Dance, Magnet Rise, Will-o-Wisp, Thunder Wave,
Reasoning: A wall breaker that tries to break down opponents with an incredibly strong Rising Voltage. It will need a good amount of support to work due to the fact that it is very dedicated to breaking down defensive pokemon. It has some tools to disrupt its counters such as Will-o-Wisp and U-turn, which should make pokemon like Cosmole, Burrodger, and Drakotomy think twice before switching in. It can also run Magnet Rise + Calm Mind to attempt to set up on Ground types.

Name: Plasmelt (Plasma + Melt)
Ability: Beast Boost
Typing: Electric / Fire
Stats: 127 / 127 / 67 / 73 / 79 / 97 (570 BST)

Phys: Crush Claw, Double-Edge, Dragon Claw, Fire Lash, Flare Blitz, Mach Punch, Night Slash, Plasma Fists, Psycho Cut, X-Scissor
Status: Morning Sun, Thunder Wave, Will-o-Wisp
Flavor Moves: Burn Up, Charge, Dazzling Gleam, Double Hit, Eerie Impulse, Electric Terrain, Electrify, Fire Punch, Flame Charge, Flamethrower, Focus Punch, Heat Wave, Hone Claws, Lava Plume, Mystical Fire, Overheat, Payback, Rising Voltage, Scorching Sands, Shock Wave, Spark, Sunny Day, Swift, Thunder, Thunderbolt, Thunder Punch, Wild Charge

Flavor: Since we have Nympheral for solid and are planning on adding liquid and gas Ultra Beasts down the line, I figure that I may as well give the plasma state a toss as well. Not being a fairy type also helps connect the fact that it isn't as commonly used as the other three states. Electric and Fire is probably the best type combo to use, given it's not only electrically charged all the time, but it also tends to be very very hot. Or very electrically charged, but that causes heat anyways. That aside, I'm basically picturing it just being a head and claws floating off the ground (but not enough to be immune to ground moves), but given it's an Ultra Beast of course they'll look weird.

Description: Rather than follow the path set by any of the previous Electric or Fire types that have been added, Plasmelt already carves out a niche by giving both a physical attacker. It also comes with a solid speed tier that's fit for a potential scarf when combined with Beast Boost likely boosting Attack whenever it manages to snipe a kill, whether it be with dealing an extra meaty hit, or simply picking something already weak off. It has the movepool to do both!

Its bulk isn't half bad for an attacker either given the sheer number of resistances that Fire/Electric has (nearly half the type chart!), but most of it being in health is... a little concerning. As are its weaknesses being among the more common types to exist, but using a water type for STAB against this could be trouble if it can't take Plasma Fists well.
Name: Samsargynnis (Saṃsāra [tl;dr of it is that it's the Hinduism concept of reincarnation] + Argynnis [One of the many genera of Butterfly])
Abilities: Regenerator / Tinted Lens / (Wonder Skin)
Typing: Bug / Ghost

Spec: Air Slash, Bug Buzz, Dark Pulse, Psychic, Shadow Ball
Status: Confuse Ray, Curse, Haze, Lunar Dance, Memento, Moonlight, Parting Shot, Quiver Dance, Sticky Web, Teleport
Flavor Moves: Destiny Bond, Final Gambit, Grudge, Heal Pulse, Healing Wish, Hex, Mirror Coat, Mist, Night Shade, Perish Song, Skitter Smack, Spite, Steel Wing, Struggle Bug, Wing Attack

Flavor: Butterflies are symbols of death and rebirth. Reincarnation and how it's the cycle of life and death is a big thing in a number of religions. So here we are with the natural cross of the two. The Argynnis are commonly found in Europe and Asia, but the one I'm taking inspiration for the "how it looks in my head" design is the Silver-washed Fritillary. (don't click that if you don't like pics of real life butterflies up close) Probably has a more purple scheme though? Might see if I can whip up a quick drawing of how my head's ticking with the concept later on.

Description: Samsargynnis is, as the wide status movepool suggests, intended to be either a support type 'mon or a sweeper. You've got pivoting, applying webs, stat boost clear, and... suicide heals? Quiver Dance? Lunar Dance and Memento might not get used a lot, but someone can definitely figure out how to use those when this thing's on death's door. Quiver Dance, however, is also why it can stand a fight on its own. Even its STABs alone can hit every non-normal type combo for neutral, and if you account for Tinted Lens... well, it's definitely able to get dangerous! It's not the greatest type combo around defensively, however, but Regenerator can take the load off a little bit so long as it has help with keeping Stealth Rock out of the way, since that drops the effectivity significantly.
Name: Halihemoxin (Halite + Behemoth + Toxin)
Abilities: Rough Skin / (Merciless)
Typing: Rock / Poison
Stats: 90 / 105 / 125 / 70 / 90 / 65 (545 BST)
Weight: 216 kg / 476.2 lb

Relevant Moves (Universal TMs: Yes)
Phys: Accelerock, Body Press, Body Slam, Crunch, Earthquake, Gunk Shot, Knock Off, Iron Head, Iron Tail, Megahorn, Poison Jab, Rock Slide, Stone Edge
Status: Hone Claws, Iron Defense, Rock Polish, Stealth Rock, Spikes, Toxic, Toxic Spikes
Flavor Moves: Bite, Breaking Swipe, Brine, Clear Smog, Corrosive Gas, Cross Poison, Harden, Horn Attack, Meteor Beam, Poison Gas, Poison Fang, Poison Tail, Power Gem, Rock Wrecker, Sandstorm, Skull Bash, Sludge Bomb

Flavor: Crawling out of the depths of a... salt mine, comes a massive monster that's made out of halite/salt, with horns and a decently powerful jaw. Given one of the components of salt is Chlorine, known for being a deadly gas, the typing should fit pretty well. Crystals aren't exactly the easiest things in the world to touch which is for Rough Skin, and Merciless is... well, guaranteed crits to a poisoned target is just rubbing salt in a wound.

Description: The main goal of Halihemoxin is simple; poison foes, then whack 'em hard with your plethora of physical move options. The typing is a little rough on its bulk, but it can absolutely survive a couple of non-ground hits on the physical side before finally falling down. If you think the foe's gonna switch to something it's safe to stay in on after you get T-Spikes (either by this or... I would say something else but we still don't have tspikes lol so it's just potentially this for now), why not patch up its lackluster speed with a Rock Polish? Definitely runs into 4MSS syndrome if you try doing both though, so maybe fishing for poison with its poison STAB is better.

Description: Slow physically bulky sweeper that can wallbreak early-game with it's great coverage, and then clean late-game with Bulk Up-boosted Drain Punch and Leech Life. It could also probably run a good Band set that would most likely be an effective revenge-killer thanks to Triage.

Description: Virypterus is a fossil pokemon based on the Eurypterid, the extinct Sea Scorpion. Its sharp tail possesses an incredibly potent poison that can even affect foes normally resistant to poison. Virypterus is primarily built around being a physical wall and stallbreaker, however its movepool gives it more options as well. Having access to Stealth Rock and Toxic Spikes also gives it potential as a hazard setter, and it also gains some setup potential with access to Coil and Shell Smash.

Competitive: Decent Speed and Attack combined with Sheer Force and plenty of boosted moves makes it a decent offensive attacker. Of course, as a flavor sub, the competitive aspect comes entirely naturally.

This pokemon can run physical or special sets. Special Sets can be Solar Power or Calm Mind set. While it can't switch into Nymph, it can do OKHO with bullet punch. Physical sets are much more powerful right away while Special sets can set up. It has decent bulk and nice power and coverage in the form of aura sphere, dark pulse, air slash, flash cannon, psycho cut, throat chop & bullet punch. Tell me if this needs balancing. Thanks.

Relevant Moves: Physical: Flip Turn, Gunk Shot, Liquidation, Aqua Jet, Waterfall, Rock Slide, Poison Jab, Earthquake
Special: Sludge Bomb, Sludge Wave, Surf, Hydro Pump, Power Gem, Ancient Power, Meteor Beam, Earth Power, Weather Ball
Status: Stealth Rock, Shore Up, Nasty Plot, Toxic +Universal TMs
Description: This pokemon is a counterpart to Fluormingo since they both have the same stats just reordered and they both have a weather ability that increases a weakness. This pokemon hits hard with Sludge Wave or Bomb, Weather Ball, One of the special rock moves, & Earth Power. Weather Balls main use over Hydro Pump or Surf is that without it, Fluormingo can switch in and not take too much damage. With Weather Ball it gets hit by a fire type weather ball. This mon seems strong with nasty plot but lots of mons can outspeed and KO it so a set up sweeper isn't very amazing. With Stealth Rock, Shore Up, Toxic, & Flip Turn it makes a decent rain setter except for the fact most mons outspeed it. (we should only vote for subs slower than this one). I think this would be a nice addition to the meta and it has some great flavor as a Fluormingo counterpart.

Physical Moves: Flare Blitz, Wild Charge
Special Moves: Scald, Energy Ball, Weather Ball, Fire Blast, Thunder, Thunderbolt, Flamethrower, Giga Drain
Other: Rain Dance, Sunny Day, Leech Seed, Growth, Thunder Wave, Will o Wisp
Description: This is a fake, electrical flower that thinks it’s a flower but is just a hot spark plug that has convinced itself it is. No it doesn’t get any real coverage beside grass and Scald unless you want to be on a hail team (I wouldn’t depend on it) and that means dragon types are it’s bane. Sure you can be a Dry Skin rain or the only ever Fire type Chlorophyll who doesn’t have grass’s endless weaknesses.

Other: Stealth Rocks, Slack Off, Toxic Spikes, Yawn, Defog, Toxic
Description: This Polluted monument of a presidential statue is defensive as 121/91 special defenses is decent. The physical defenses aren’t so great but they’re not the worst. You can go corrosion or you can go water immunity and try to fit on rain teams or you can use Bullet Proof because... uh, Gyro Ball? Look the president gotta protect itself from assassination attempts!

Name:Leechferatu

Physical Moves: Mega Horn, Pin Missile, Leech Life, Iron Tail, Aqua Tail, Poltergeist, Shadow Sneak, Gunk Shot, Bonemerang
Special Moves: Giga Drain, Shadow Ball
Other: Coil, Sticky Webs, Will O Wisp
Description: This vampire leech is a coils best friend. Set up Coil then never miss with you STAB and coverage moves. Water and Steel aren’t the best coverage for a ghost so Bonemerang is probably the coverage you want to take. Can’t pivot out sadly and was considering First Impression but it seems a bit too strong for it. Also the fact this ALSO has dry skin like the other two I swear is just a coincidence.

Was told to give a 24 hour warning a bit earlier, but conversation on one of the mons we were talking about with being on the stronger side was dropped, so I ultimately don't know if it would be vetoed or not. So take this as a 20 hour warning or so instead, give or take a few hours.

edit: nerfed its stat spread
This one might be okay now, although the council did show concern with the stat spread pre-nerf. Fire Lash has some good sense of spammability in this meta where there's really only one bulky resist that wants to take this, with that being Drakotomy, and Burrodger would also probably do very well against this unless weakened by quite a lot. Conversation started up over whether it was okay post-nerf and it kind of got dropped midway through, although I personally think it should be fine and it isn't veto-worthy anymore because of those two imperfect matchups and a less than ideal Speed tier. I may send you a DM here or a ping on Discord to confirm or deny this.

Other: Stealth Rocks, Slack Off, Toxic Spikes, Yawn, Defog, Toxic
Description: This Polluted monument of a presidential statue is defensive as 121/121 special defenses is pretty good in sand. The physical defenses aren’t so great but they’re not the worst. You can go corrosion instead or you can go water immunity and try to fit on rain teams.
This level of bulk alongside Sand Stream amounts to 121/61/191 bulk assuming the weather is active, which is a bit too much. The special bulk is way too extreme, and the physical bulk isn't as bad of a weakness as it should be when invested. The council decided that this one should be vetoed, ideally by removing Sand Stream and maybe a slight additional nerf to Sp. Def after that. The Pokemon would still be pretty good, its typing has proven to be great for that role in the Restrictions metagame.

Its bulk is pretty good and its Speed isn’t bad for a breaker. 129 base Attack with Fire + Electric + Ground coverage is terrifying for this meta, although you can't run a boosting item without becoming extremely prone to chip. Utility variants are also entirely possible, as you do check Magroach and Gencook a lot better than base form while also having Rapid Spin, enough offensive presence still, and pivoting, but you don't have the most defensive utility outside of those matchups

With Regenerator, this Pokemon is free to run Choice Band, letting it effectively revenge kill and wallbreak with First Impression and its large coverage. However, while Ghost is usually a strong STAB option, it has to use Shadow Claw and doesn't have any strong coverage options (Fighting, Fairy) to support it.
And finally, G-Luke wins Rock/Poison with Gargogunk!

Gonna post some assorted thoughts on the meta. A lot of this will be echoing things I've already said in the Discord but it doesn't hurt to have it here in case people are interested in this format and aren't in the Discord.

Fluormingo and Spirox: These two have sets for just about every team archetype and are, in my opinion, the two clear best Pokemon in the metagame. Fluormingo basically only really runs two sets, those being Shift Gear + 3 STABs and U-Turn/Defog/Roost/Attack, but those two sets are very good. I suck at using Spirox but it's been really good in the hands of others, and it can run so many things and just about all of them work. I can't remember the most common but I think it's CM Wisp Hex Recover? But just recently I've been running LO + 3 Attacks and that set seems really scary as well despite being nothing like anyone else's builds. Either way, both of these Pokemon are extremely splashable, versatile, and are my two S tiers in the current meta. If you were to ask me, I'd put Fluormingo above Spirox, but it ultimately doesn't matter.

Sun: Kind of attached to Fluormingo but it's worth mentioning in its own section. Sun is REALLY good right now, and not in the traditional sense. You'd mostly just be running a Sun core like Sand in OU rather than a Sun team, and there's no Pokemon that benefit from Chlorophyll. No, you mostly just run Fluormingo alongside a Fire-type, those mostly being a Fluxtape form or Thermasorb. Fluxtape-Stereo is the easiest to get in, base form Fluxtape is faster than Spirox and is capable of running Specs, and Thermasorb sacrifices base form's Speed and ability to run Specs (unless you're insane) in exchange for some really good coverage that threatens nearly the entire meta. We don't have many sturdy Fire resists but I think Drakotomy is going to see a rise and I don't think Whiscamp is that bad either.

Offensive Gorilax: You look at this stat spread and would never think this 'mon would be run like this, but alas. Life Orb with 83 Sp. Atk is actually totally enough to break things with Life Orb and Psychic/Blue Flare coverage, and you don't even do it without sacrificing all of your defensive utility or Speed. This is another Pokemon that benefits from Sun just for an even stronger Blue Flare, by the way. You need to run Timid over Modest to outrun Spirox which is unfortunate but it's not mandatory, you have a lot of options with this. Shore Up is your main option for maintaining defensive use, which is really helpful, and I've been running Toxic in the last slot because the Pokemon that typically come in on this don't like Toxic at all. I could see Wish having a lot of use as well depending on your teammates.

Jungal Monkey: Another really good offensive mon. It loses very hard to Fluormingo, its STABs do heavy recoil, and it has a tough time choosing a move to lock into, but those are the only things holding Jungape back from ripping through everything. Even despite pretty modest stats, Gorilla Tactics is just so good. There's really not much to say, this thing is definitely top 5 in the mod for me.

Speed: On the note of Jungape, that's like the only good Scarf user in the mod right now. There might be a Spirox or Laopharsi build that works with Scarf as well, but until that side of the meta gets developed, it'll just be Jungape. The recently-nerfed Nympheral is faster than +1 Jungape, though, so that's been the primary form of Speed control for a lot of teams. I can't really comment on it much after the nerf, though, since it's probably going to be completely different from how it was before.

This is a meta I want to explore further. I have no idea how good about 10 of the 'mons are but there's a lot of cool things here. I might be posting this too preemptively and might make a part 2, but I encourage you all who have been playing more to post stuff like this here as well!
