Ice Beam on the regular set has ~37% chance to KO Latios and ~96% chance to KO Zapdos, assuming both are standard. With Life Orb Regice can KO 252 HP / 252 SpD Modest Zapdos. I think that's more than enough to move it up to AC just on its pure power.
