Kangashkan has the best HP-damage ratio of any colorless basic, plain and simple. The retreat issue can be minimized with X Speed. Sure, it's setup fodder if you roll low, but setup fodder is an inherent issue with Dragonite decks. Gotta accept EXs will outsize you.
