Delphox already has viable speed and the two-hit sorta bulk when up against Greninja's Hydro Pump. (Perhaps EV trained, although mine wasn't and could withstand a hydropump; Meta-game) However, It can get a crippling move in with Choice specs, I would think. At least somewhere along those lines.
