@Bakus: Thanks for the suggestion; it really helped. I tried a new seed and I can now get Elm responses a few delays off. I think my old seed is off because I was using the wrong method (method 1 instead of K). However, it seems that I am only hitting odd delays, and I'm aiming for even delays...

I'm trying to catch any wild shiny. That isn't the problem though; before catching anything I'm not even hitting the correct seed (if I'm using the programs correctly). I'll try your suggestion. EDIT: Tried it, but still no Elm matches with +/- 99 delays and +/- 5 seconds.
