Weird. maybe check options after hitting "seek pokemon." or press the y button on the seek page, which brings up more options.

I set it to see only rock ruffs that are asking for pokemon that i have

I think i figured it out. There are multiple pages worth of pokemon and i think the filtering options only show the pokemon on the page your on and not other pages. I filtered the first page and saw Blizth's rock ruff. Then i went to the 2nd page, used the filtering options and saw other rock ruff's named destiny but not Blizth's.
