IF your target is under the protective effects of a Blast Shield when you would target it, target your other foe instead.
IF, somehow, the Staff of a Thousand Storms [Ground] would not be available for you to pick up a1, Pick Up a Rejuvenation Potion instead of the Staff of a Thousand Storms [Ground] that action, keeping the rest of your order intact, and Use the Pyromancer's Orb to attack Porygon a2.
IF you would be targeted by two attacks in any given action, AND you hold a Rejuvenation Potion, Use Rejuvenation Potion instead of your previously planned usage during that action, switching items if necessary and keeping intact any Pick Up components present in your original action.
I'm assuming the newly-spawned Staff of a Thousand Storms deals Ground and only Ground damage. Please correct if I'm wrong.
