I was gonna write a bit here about how you can defeat milotic by spamming banded power whip, but that's miss-prone and kind of boring. So instead, let's use Fling to get rid of that band!
Milotic has sixteen protects and sixteen recovers. For convenience's sake, let's assume those sixteen protects are all perfectly timed, and each of them blocks a power whip (the most powerful attack seismitoad has).

Seismitoad's total damage output will be one flung choice band (minimum damage: 3.2%) sixteen liquidations (minimum damage: 145.6%), and sixteen earthquakes (minimum damage: 576%).
The ensuing battle will last as long as seismitoad has PP (64 turns). During that time, milotic will take burn damage 63 times (every turn but the first), for a total of 378%. We could get into struggle turns and corresponding burn damage, but it doesn't matter here anyway.
Total damage taken: 3.2+145.6+576+372 = 1096.8%.
Milotic can heal a total of 800% with its sixteen recovers, is incapable of staving off death, and dies after a few dozen turns (assuming no liquidation drops, or mispredicted power whips, or crits, or literally anything that turns this more in toad's favor).
Milotic's actions during this period are mostly irrelevant. Mirror Coat doesn't do anything, Scald heals toad, and Protecting on anything that's not a power whip, or Recovering when above 50%, only worsens milotic's odds.
