my gengar is 308 speed and gets outsped by magneton
something similar happened in a dpp game where a smeargle outsped my max speed zap and was not choice locked, unfortunately i forgot to save that replay

Are you able to replicate it? If so, how?
havent been able to replicate
 
What move did you click there? Also, can you share the exact Gengar spread and nature?
 
Debug log reveals it was in fact quick claw.

For the record Quick Claw has no activation message in generation 3. This is not a bug.
