And the results are in!

For Burn Up: Phoenix_Alchemist!
Move Name: Burn Up
Type: Fire
Category: Special
BP: 110
PP: 5 [8]
Accuracy: 100%
Description: The user unleashes an all-consuming fire fueled by the foe's item or the user's if needed. If there is no fuel, this move consumes all of its PP.
Effect: If the foe holds an item, it is destroyed. If not, the user's item is destroyed. If neither holds an item, or the user's item cannot be removed, this move consumes all of its PP.
New Users: Blacephalon, Houndoom, Volcanion, Charizard, Magmortar, Delphox, Infernape, Chandelure, Blaziken, Gourgeist

Risky Knock Off. Extremely powerful when there's fuel, but if misused it can leave the user without an item or even a STAB.

For Psych Up: Z-nogyroP!
Move Name: Psych Up
Type: Normal
Category: Status
BP: --
Acc: --
PP: 10
Effect: Raises the user's Sp. Atk and accuracy one stage. If any opposing Pokémon has a positive stat change, instead raises the user's Sp. Atk and accuracy two stages.
New Users: N/A
Viable Users: Special attackers without other boosting moves like :starmie: and :magnezone:, plus Unaware variants of :clefable:
Description: Special Hone Claws, with a little twist as a nod to its original effect. Special attackers tend to have inaccurate moves anyways; not missing with Thunder or Focus Blast might be valuable enough to consider over Calm Mind.

Congratulations to all our winners! Before we get started, just going to add a little addendum to voting rules: from now on, your votes need to make it explicitly clear which move you're voting for. With that said, onto our next slate:
:ss/Dragonite: :ss/Marowak: :ss/Lanturn:
Slate 28: I Wanna Rock
Suggested by Rasdanation. Not a lot of connection here, but these moves still need a buff regardless and these types aren't as represented. Twister and Spark are largely level up moves and nothing else. Bone Rush isn't the worst of Marowak's signature moves, but it doesn't have the tools to make use of a Skill Link move (nor do Lucario and Mandibuzz).
  • If you keep Bone Rush as a Skill Link move, be careful with any additional effects you add.
~~~
And while you're at it, don't forget to vote for which slate we do next time!
You have about one week to get subs in. Keep the rules in mind, but otherwise get out there and Bust a Move!
Move Name: Bone Rush
Type: Ground
Category: Physical
BP: 25
Acc: 90% -> 100%
PP: 10
Effect: Hits 2-5 times. If the user moves last (Analytic checks), hits 5 times.
New Users: :houndoom: :stoutland: :lycanroc: :lycanroc-midnight: :lycanroc-dusk:
Viable Users: :marowak: :marowak-alola: :stoutland: :lycanroc-midnight:
Description: The Marowaks are already so slow that they'll almost always be hitting five times, turning Bone Rush into a slightly stronger Earthquake that breaks Sashes and Sturdy and such. Same goes for Lycanroc-Midnight.
Move Name: Twister
Type: Dragon
Category: Special
BP: 40 -> 70
Effect: Summons a rainstorm for three turns (five if holding a Damp Rock).
Move Name: Spark
Type: Electric
BP: 65->100
PP: 10
Accuracy:100%->90%
Secondary Effect: Combines fire in its type effectiveness.
New Users: N/A
Viable Users: Zeraora, Tapu koko, Magnezone,
Description: By combining fire in its type effectiveness it gives physically based electric types a good physical electric stab and a coverage move in one. Sparks are usually associated with fire so i thought this change would make sense flavor wise. With this change zeraora for example struggles less with bulkier grasses of the tier such as Tangrowth, Ferrothorn, and rillaboom after it has setup a bulk up. The same applies to tapu koko as it can now effectively hit ferrothorn super effectively (possibly idk how flying press is coded type effectiveness wise) and can run physical sets somewhat more reliably taking advantage of its higher attacking stat.
Move Name: Twister
Type: Dragon
BP: 40-> 90
PP: 10
Accuracy: 100
Secondary Effect: For 3 turns, Foe(s) float but moves cant miss them.
New Users: Hydreigon, Kyurem
Viable Users: Hydreigon, Latias/Latios, Kyurem, Kingdra,
Description: This change helps Pokémon with less accurate moves by making their moves always hit for 3 turns. I took this effect from telekinesis but it also makes sense here as if something or someone is caught in a tornado they will be pretty vulnerable to attacks and blown by strong winds in the air.
Other moves coming soon.
is a Pre-Contributor
Move Name: Spark
Type: Electric
BP: 65 --> 50
PP: 13 [16]
Accuracy: 100%
Secondary Effect: Any Electric-type move next turn has 1.5x power.
New Users: :zeraora: :toxtricity:
Viable Users: :zeraora: :toxtricity:
Description: While this may be slightly unbalanced, Spark is now a Technician-boosted move. Its additional effect lets it go absolutely hard, but it is very easy to stop due to Ground-types. Finally, this gives Zeraora a 150 BP STAB Plasma Fists and Toxtricity a Punk Rock-boosted 156 BP Overdrive.
Move Name: Twister
Type: Dragon
BP: 40 --> 70
PP: 10 [13]
Accuracy: 100% --> 80%
Secondary Effect: The opponent is flung into the air and takes damage equal to 1/16 of their health each turn for 3 turns.
New Users: :ampharos-mega: :goodra: :regidrago:
Viable Users: :goodra: :regidrago:
Description: This move provides some chip while also being fairly strong. However, its accuracy can be a letdown at times, and its middling 70 Base Power means you won't get many KO's besides from the chip damage.
Move Name: Bone Rush
Type: Ground
BP: 25 --> 120
PP: 13 [16]
Accuracy: 90% --> 85%
Secondary Effect: The user charges with a bone at the opponent, damaging itself heavily in the process. This move's user takes 1/2 recoil damage inflicted on the opponent.
New Users: :lycanroc-dusk:
Viable Users: :marowak-alola: :marowak:
Description: Correct me if I'm wrong, but both Marowaks should have Rock Head as an ability. Consequently, this move is practically free for them and can improve their viability.
Move Name: Spark
Type: Electric
BP: 75
PP: 15 (24 Max)
Accuracy: 100%
Secondary Effect: 30% chance to burn the target. Damage is not halved if the user is burnt and instead deals 1.5x damage.
Attributes: Sheer Force Boosted, Contact
New Users: :Elekid: :thundurus: :pincurchin: :regieleki: :rotom:
Viable Users: :Tapu Koko: :Zeraora: :Luxray: :toxtricity: :electivire: :regieleki:
Description: User unleashes a powerful zap at the target which may leave the target burnt. Reliable physical electric move as well as a burn spreading move. Especially good for luxray as it’s guts boosted attacks will hit even harder, and is a great move in general to counter burn, which makes physical electric types much better into switching into bulky waters with scald. Flavor is a spark is hot so it can burn you, and if something is really hot the sparks will become more dangerous.
Move Name: Twister
Type: Dragon
BP: 40-> 100
PP: 20 (max 32)
Accuracy: 100->70
Secondary Effect: Cannot miss in rain. Has a 20% chance to flinch the target.
New Users: :Dragapult: :Goodra:
Viable Users: :Kingdra: :Pelipper: :Zapdos: :Dragapult:
Description: A new, stronger dragon move that doesn't kill your special attack. On the other hand, the lower accuracy could hurt in important situations. The flinch chance is a nice little perk that can win you some hax, but shouldn't be too strong. And the max accuracy in rain is a similar effect to Thunder/Hurricane. This could help rain sweepers and rain teams in general, giving an extra coverage option to hit some things that would normally resist.
Move Name: Spark
Type: Electric
BP: 65->90
PP: 20 (max 32)
Accuracy: 100
Secondary Effect: Has a 10% chance to paralyze the target
New Users: :Dracozolt: :Arctozolt: :Victini: :Rotom:all :Klinklang:
Viable Users: :Dracozolt: :Victini: :Tapu Koko::Luxray:
Description: A physical counterpart to Thunderbolt, now electric-types have a physical STAB that has over 80 BP and doesn't have recoil.
Move Name: Bone Rush
Type: Ground
BP: 20
PP: 10 (max 16)
Accuracy: 90
Secondary Effect: Hits 3 times. Each hit has +20 BP, but has a chance to miss (Same mechanics as Triple Axle).
New Users: :Houndoom:
Viable Users: :Marowak: :Marowak-Alola: :Lucario:
Description: A reskin of Triple Axle, but now in ground type! Wow, this is a very original idea! In all seriosness though, I don't know how great this will actually be, but I'm not sure who else to distribute it too while keeping in flavour. If all three hits connect, it's a mild improvment over Earthquake, so there is that.
Edit: Sorry, I didn't see d3adbydayl1ght's entry before I submitted mine. I've updated Spark so it's different.
Time for a little feedback:
Z-nogyroP: On Twister, auto rain setting is potentially a really strong effect even on this move, especially in the case of Kingdra. I think the base effect can be balanced, but I will request a nerf to PP just so there is some more opportunity cost.
cheesesir: Your Spark is too similar to d3adbydayl1ght's; multiplier is really the only difference. Just don't want you two overlapping, and they got their sub in first.
24 hour warning on subs. 48 cause I'm in the middle of finals stuff.
Also, small but significant announcement: for the first time in a while, we have actually made progress on coding. Specifically, our revised versions of Aurora Beam, Brine, Comet Punch, Dragon Hammer, Egg Bomb, Gear Up, Horn Drill*, Low Sweep, Self-Destruct, Steamroller and Techno Blast are all fully coded and should be playable soon if not already (haven't had time to check). Huge thanks to tkmof-11209 for their work!
*Horn Drill may be restricted due to still being recognized by OHKO clause.
Congratulations to our winners! (Side Note: I finally have free time this week, so I will get around to updating the winner board soon). And onto our next trio-
:ss/Dunsparce: :ss/Hitmontop: :ss/Rhyperior:
Slate 29: We Didn't Start the Fire
Suggested by Rasdanation. Sometimes, a move will have a neat concept, but practice will reveal this idea to be half-baked, such as the case for these three moves: Trump Card, Triple Kick and Rock Wrecker! Trump Card gets stronger as it loses PP, but it takes a while to get going and has rather subpar distribution for a Normal attacking move. Triple Kick similarly has a facet of getting stronger with each hit, and in one turn- if only it didn't cap at 60 BP pre-STAB; even with the introduction of the superior Triple Axel, Triple Kick was not buffed to be in line with this successor. Rock Wrecker is a physical recharge move, which is bad because it's a recharge move. No special notes this time.
While you're at it, you can also take this time to vote for which moves will be amended in Slate 30!
Move Name: Rock Wrecker
New Users: :golem-alola: :stakataka:
Viable Users: :golem-alola: :rhyperior: :crustle: :stakataka:
Description: Hammer Arm, but slightly stronger since it can't be Iron Fist-boosted and is much rarer. Stakataka in particular loves this as an upgrade to Stone Edge that also boosts its Gyro Balls.
Move Name: Triple Kick
Type: Fighting
Category: Physical
BP: 10 -> 20
Acc: 90%
PP: 10
Effect: Hits three times. Separate accuracy check for each. Does not increase in damage after each hit. Each hit has a 50% chance to lower the target's Defense.
New Users: N/A
Viable Users: :hitmontop:
Description: Needed to take Technician into account with this. Rather than being a direct Triple Axel clone, Triple Kick now has pretty significant boom-or-bust potential, letting Hitmontop break down walls. Move Name: Trump Card
Type: Normal
Category: Special
Description: I thought it’d be cool to make this move a more literal Trump Card. Simple enough it’s a powerful, but easy to thwart priority move. Under the right conditions can secure a valuable KO. Priority for special attackers is so hard to come by, so this will surely find some use among special breakers.
Description: This was the best idea i could come up with without making it a direct triple axel clone. Idk if doubling effect is able to be coded lmk on discord. anyway, Gives lopunny, medicham, and mienshao a less risky stab than high jump kick.
Description: A trump card is something you use at a massive disadvantage. This seems to reflect that. :tymp:
Quick round of feedback:
analysis geek: The second part of your Triple Kick is- iffy. Having a move that is affected by the target's HP being at specific values is rather complicated given just how many values you'd have to account for and would probably prove a bit too strenuous to program.
d3adbydayl1ght: Even with a drawback, I'm not comfortable with something that just automatically removes 75% max HP from any mon.
24 hour warning.
