Octillery can be a decent specially offensive wallbreaker thanks to its power and colorful special coverage. Ice Beam has solid coverage with Octillery's STAB Hydro Pump and threatens Grass-types alongside Shelgon. Energy Ball distinguishes Octillery as a Water-type that beats other Water-types, nailing Walrein, Frillish, and Staryu. Fire Blast 2HKOes Meganium with a boost from Expert Belt, and its greater power secures KOs more easily than Ice Beam against other Grass-types like Leafeon and Ivysaur. Expert Belt permits Octillery to switch between its coverage moves and emphasizes the breadth of its coverage against potential switch-ins. Octillery's Choice Specs-boosted Hydro Pump is one of the most powerful special attacks in the tier, capable of 2HKOing even Muk without a super effective hit, though it leaves Octillery more prediction-reliant and less able to flex its colorful coverage. A Timid nature and maximum Speed investment lets Octillery outspeed uninvested base 85 Speed and slower Pokemon, such as Staryu and Meganium. Sniper can give an occasional but explosive boost in power to Octillery, and it is more helpful for wallbreaking compared to the situational Suction Cups.
Persian and Emolga make excellent partners to Octillery as offensive pivots, luring in physically defensive Pokemon such as Lairon, Solrock, and Wormadam-S for Octillery to blow through with its special attacks. Octillery struggles to break through specially defensive Clefairy on its own, so it benefits from partnering with Pokemon that threaten Clefairy such as Mienfoo and Muk. These Pokemon similarly help Octillery against Munchlax, a less common but still problematic special wall. Choice item users like Grumpig, Mr. Mime, and Lampent can use Trick to give Clefairy and Munchlax a Choice item to make them much easier for Octillery to overwhelm. Octillery can also create holes in teams with its wallbreaking that allow Grumpig and Mr. Mime to more easily clean up late-game. Hypno is another special wall that is formidable unless Octillery is able to 2HKO it with Choice Specs-boosted Hydro Pump. Offensive partners like Emolga and Arbok can cover this difficult matchup for Octillery by taking advantage of Hypno's passivity, and they can also handle Grass-types like Leafeon and Meganium that would threaten Octillery. Other teammates that check Grass-types, including Wormadam-S, Muk, and Ivysaur, are also great partners. Similar to Hypno, Octillery can struggle to break through Muk's great special bulk, so Rock-types like Solrock and Graveler can threaten it out for Octillery. Additionally, these Rock-types can set Stealth Rock, wearing Muk down and making Octillery more punishing to switch around. Octillery's poor Speed leaves it prone to popular revenge killers like Persian and Emolga, making answers to them like Lairon and Solrock very helpful. These partners can also use Persian and Emolga attempting to revenge kill Octillery as an opportunity to set up Stealth Rock.
