Urshifu-R's main STAB options, Surging Strikes and Close Combat, will be its main moves of choice, enabling Urshifu-R to beat Pokemon like Crustle, Sawk, Galarian Darmanitan, and Haxorus. Surging Strikes also gives the benefit of not only always hitting three times, but critting on ever hit, meaning Urshifu has positive matchups against stall Pokemon that would set up their Defense or lower Urshifu-R's Attack, like Corviknight, Mandibuzz, or Meowstic. Poison Jab gives Urshifu-R a win against Whimsicott. Counter lets you beat specially defensive Choice Band Dracovish and Choice Scarf Dracovish, as well as play mindgames against Pokemon like Flame Orb Conkeldurr, and Fire Punch enables Urshifu-R to beat non-Occa Berry Scizor and Chople Berry Ferrothorn. Unseen Fist lets Urshifu-R get the jump on Torment users like Steelix and Skarmory, who often beat Choice Item users by forcing them to use Struggle every other turn with Torment. 108 Defense EVs are run in order to survive a Choice Band Outrage from Haxorus. Adamant or Jolly can both be run, with Adamant granting more relevant power, but Jolly allowing Urshifu-R to handle the rare Timid max Speed Choice Specs or Chople Berry Porygon-Z, or Jolly Choice Band Galarian Darmanitan. The rest of the EVs are put into Attack to maximize damage output. Urshifu-R also has access to many different variants of EV spreads, thanks to its mostly-excellent base stats. 156 HP / 248 Atk / 104 Spe with an Adamant nature can be run, in order to live a few weaker special attacks, like Thunderbolt from Choice Scarf Rotom-A and Draco Meteor from non-Choice Specs Hydreigon, and OHKO back with Close Combat. It also can still survive Choice Band Haxorus. The Speed enables Urshifu-R to outspeed Adamant Diggersby. 136 HP / 120 Atk / 252 Def with an Impish Nature lets you survive a Choice Band Plasma Fist from Zeraora, and knock it out in return with Close Combat or Counter.

Porygon-Z, while appearing initially weak to Urshifu-R, often runs both Choice Scarf or defensive Chople Berry, which both can beat Urshifu-R. Only Choice Specs will be beaten with this set. Snorlax can also run a Chople Berry alongside Counter, and Porygon2 can EV to live a Close Combat and OHKO in return with Thunderbolt. Despite being boosted by Choice Band, Surging Strikes is unable to beat some neutrally hit Pokemon, that may initially appear to be vulnerable to it. This includes Sylveon, Aromatisse, and the Sturdy user Magnezone. Maximum Attack Dracovish with Psychic Fangs has a good chance to OHKO Urshifu-R, and enough bulk to survive its Close Combat, so that matchup is not reliable. Gardevoir almost always runs a Choice Scarf and will OHKO Urshifu-R. In general, Urshifu-R will need help beating specially offensive threats, and thus greatly appreciates the help offered by specially defensive Pokemon like Chansey, Snorlax, Primarina, and Sylveon, or Sturdy Pokemon like Crustle, Sawk, and Magnezone.

Poison Jab gives Urshifu-R a win against Whimsicott, even Kebia Berry variants, (Kebia variants are so bad that I wouldn't even bother mentioning it) as Unseen Fist prevents Protect from working, bypasses protect (technically, protect still works) and Fire Punch enables Urshifu-R to beat non-Occa Berry Scizor and Chople Berry Ferrothorn. 108 Defense EVs are run in order to survive a Choice Band Outrage from Haxorus, while 240 Speed and a Jolly Nature enables Urshifu-R to outspeed maximum Speed base 95s, like Arcanine and Galarian Darmanitan. The rest of the EVs are put into Attack to maximise damage output. Urshifu-R also has access to many different variants of EV spreads, thanks to its mostly-excellent base stats. 156 HP / 248 Atk / 104 Spe with an Adamant nature can be run, in order to live a few weaker special attacks, like Thunderbolt from Choice Scarf Rotom-A, and OHKO back with Close Combat. or Surging Strikes. (I could be interpreting this incorrectly, but to me what you're saying somewhat implies that you would OHKO a Rotom-W/C with Surging Strikes. Close Combat is fine for any of these matchups as well (barring regular Rotom but we know that's not a thing).) It also can still survive Choice Band Haxorus. Urshifu-R provides utility that not many other Pokemon have - beating back Sturdy users and stat debuffers with hyper offense - but in return has a few areas that need help. Urshifu-R's Special Defense is pitiful, and thus is threatened by Pokemon like Magnezone, Primarina, Choice Specs Dragapult, (Curse and band are both equally as threatening, but you're highlighting the lackluster Special Defense so Choice Specs should be specified) and non-Choice Specs Porygon-Z. To this end, it appreciate the support offered by specially defensive tanks, like Chansey, Slowbro, Snorlax, and Sylveon, as well as stall Eerie Impulse Rotom-W. (Stall can run a secondary STAB over Eerie Impulse if it wants to.) Porygon-Z in particular is a powerful threat, and as such Pokemon who can handle the variants that Urshifu-R cannot, primarily its Choice Scarf and Chople Berry sets, are appreciated. Pokemon like Choice Band Crustle, Magnezone, and Zeraora are greatly appreciated. For all of these partners, Urshifu can handle opposing stall Pokemon, like Whimsicott, Chansey, Snorlax, and Corviknight, as well as Sturdy Pokemon like Crustle and Sawk. Urshifu also appreciates Pokemon who can handle Grass, Fairy, and Electric Pokemon, like Rillaboom, Sylveon, and Magnezone. Thus, Pokemon like Soundproof Kommo-o, Venusaur, and Volcarona can all help Urshifu-R, and in return appreciate Urshifu-R's ability to beat Pokemon like non-Chople Berry Kyurem and Haxorus.
