[OVERVIEW]
Common metagame threats such as Poison Heal Gliscor, the wide use of Magic Guard and Regenerator, and the torrential abuse of rain in the USUM OU tier give Celebi enough of a niche to be used in the USUM OU metagame thanks to its stats, typing, and access to Worry Seed. Celebi avoids a 2HKO from Mega Swampert's Ice Punch; it can outspeed at 2HKO slower Manaphy varients, and can check with threats like Azumarill and Crawdaunt, though it can't reliably switch into the latter. It also survives an OHKO from Ash-Greninja's Dark Pulse pre-Battle Bond and can punish it with a Giga Drain, provided it doesn't get flinched. With a bit of speed investment, it can outspeed all versions of Heatran and 2HKO even Specially Defensive variants with Earth Power. If you have managed to Knock Off Celesteela's Leftovers, then Celebi can come in, wall it and prevent it from recovering from Leech Seed due to its useful Grass typing and Recover off any Heavy Slam or Flamethrower damage. Celebi also walls several threats such as Mega Lopunny and Mega Diancie. Natural Cure is a really good ability allowing it to pivot into Toxapex and other such passive status spreaders with ease.

Celebi is not without its flaws though. 4x weakness to a move as spammable as U-Turn is not great, and it can sometimes be quite passive in the face of Pokemon that tend to set-up. It can be walled by opposing Pokemon like Mega Sableye and Tapu Bulu quite easily.

Moves
========
Recover is to restore HP so that Celebi can consistently check offensive threats, and is necessary since Giga Drain does not replenish enough consistently. Giga Drain is the STAB move used to deal heavy damage to the likes of Mega Swampert, Azumarill, and Diancie. The HP restored from Giga Drain means that Celebi has to use Recover less often, as it can make it avoid some important KOs. Without any Special Attack investment or entry hazards, Earth Power has high chance to 2HKO Specially Defensive Heatran. It can also be used to 2HKO offensive Excadrill and can help chip common switch-ins like Victini and Magearna. Worry Seed can remove some very powerful Abilities from some of the tier's most threatening Pokemon. It lets Celebi counter Gliscor. Magic Guard users can be lured into a false sense of security as they try to absorb Toxic from Celebi's teammates. By removing Regenerator from incoming Tornadus-Therian while Stealth Rocks are up, Celebi stops it from recovering HP as it tries to pivot in. While Celebi finds trouble switching into Mega Medicham and Mega Mawile, it can check them by removing their Attack boosting abilities to beat them one-on-one.

Set Details
========
72 Speed EVs allow Celebi to outspeed all non-Jolly Heatran. 24 Special Defence EVs allows Celebi to survive a Dark Pulse from Choice Specs Greninja before activating its Battle Bond ability. 240 HP EVs is the minimum amount required to maximise the HP recovered from Leftovers. The rest of the EVs are put into Defence to allow Celebi to take on many of the physically offensive threats in the metagame.

========
Celebi is best used on balanced teams that make use of its ability to neutralise the threats like Gliscor, Reuniclus and Mega Swampert. Toxapex makes a great partner for Celebi as it can switch into powerful Fire-type attacks, Mega Scizor, and the likes of Pokemon such as Battle Bond Greninja. It can also catch Magic Guard users off guard with Toxic for Celebi to abuse with Worry Seed later on.
Rocky Helmet Tornadus-Therian can punish the use of U-Turn that threatens Celebi with powerful damage while also removing entry hazards for Celebi and removing items like Assault Vest and Leftovers from Magearna and Celesteela respectively.
Zapdos, Tapu Koko and Celesteela provide a much needed resistance to Flying which help Celebi out against Tornadus-Therian and Mega Pinsir.

Other Options
=============
Celebi has access to U-Turn and Healing Wish, giving it utility as a Choice Scarf user, though there are more viable options for this role like Jirachi. It is very difficult to use other moves on Celebi, as a removal of any of Celebi's moves removes its niche in the metagame.
