I'm not going to get into the OU part of the Spinner vs Crash dynamic but Electric Terrain exists and Ice Spinner allows you to remove it. Unless you're using Quark Drive abusers then don't bother with missing Icicle Crash in my opinion. If something is slower than you, it is very likely that you'll be hitting them with the Dark STAB or OHKOing them. That means that you're mainly relying on your Ice move to remove key pokemon on crucial turns, not to come in and barrage your opponent endlessly until they get flinched. The point I'm trying to make is that Ice Spinner is also an option.

I agree that tera Dark is the best tera type, but I think tera Ice is viable too. It allows incredibly powerful Ice Shards, especially if you go with an adamant nature. OHKOing many many targets and easily cleaning late game, unlike the unreliable Sucker Punch, which can be avoided even by just switching.

Not much other than that, looks pretty good!
 
This is well written. I'd bring up Jolly letting you speed tie the two Dons and Flutter, meaning you can lock onto your stronger move(s) less reluctantly.

Choice Band Chien-Pao is a wallbreaker, suited best in Bulky Offense structures that love its revenge-kill and breaking capabilities.

Hazard Removals and pivots such as Iron Treads are greatly appreciated,
I'd bring up another removal option and/or pivot here. Leaving it to you to decide what that is.

added and splashed ice spinner first over icicle crash, implemented the "speed tie with the dons and mane" bit and rephrased the end a little bit.

I'd like to point out to you that ox04 just suggested to move Ice Spinner as a slashed option, and you made it the main slash and said this about it:
but the chance of missing makes it a worse option overall.
You didn't have to go this far! I just don't like sentences like these. Why include it on the set at all if it's a worse option? Just mention the downside of lower accuracy and move on.

Icicle Crash should be first slash IMO thanks to getting the 2HKO on Corviknight + not racking up Rocky Helmet recoil. I would also move it to the move 1 slot since it's the move you'll usually be spamming most.
Removing terrain doesn't have much practical utility for Chien-Pao outside of maybeee removing a Treads speed boost (who never switches in on you anyway?).
The only benefit is accuracy, which granted is a big one but not enough to be option 2 imo. The flinch chance of Icicle Crash shouldn't be ignored in that case either.

The power difference is notorious I assume you mean noticeable though, as it no longer allows Chien-Pao to 2HKO Corviknight.
