Choice Scarf Tapu Bulu is able to use its good typing to come in on a lot of Pokemon like Tapu Koko, Alolan Raichu, and Landorus-T and revenge kill them with its powerful attacks. This in particular makes it a fantastic revenge killer, especially against types like Ground, Electric, and Water. Grassy Terrain also provides passive recovery for the rest of the team. However, Tapu Bulu's low Speed means it cannot outspeed faster Pokemon such as Zeraora and Dragapult even with a Choice Scarf and other Choice Scarf users like Excadrill and Victini.

Horn Leech is Tapu Bulu's most used move and hits various Pokemon for neutral or super effective damage such as Alolan Raichu, Swampert, Rotom-W, and Hippowdon. Its ability to provide Tapu Bulu with good recovery is also excellent in preserving its health so it can utilize its good typing to come in more later on in the game. Wood Hammer is a stronger Grass-type STAB move that can heavily dent Pokemon such as Tapu Koko, Tapu Lele, and Excadrill under Grassy Terrain and is capable of 2HKOing Toxapex. However, using it comes at the cost of Tapu Bulu being worn down quicker due to the recoil, but that issue is somewhat mitigated by Horn Leech and Grassy Terrain's recovery. Stone Edge can beat Fire- and Flying-type Pokemon such as Volcarona, Galarian Moltres, and Zapdos, which Tapu Bulu wouldn't be able to beat otherwise. High Horsepower is useful for hitting certain Poison- and Steel-type Pokemon such as Gengar, Aegislash, Heatran, and Magnezone. A Jolly nature is important in order to ensure Tapu Bulu outspeeds Tapu Koko and Spectrier.
Klefki benefits from Tapu Bulu's Grassy Terrain, which allows it to take Earthquake better against Pokemon such as Excadrill and Swampert while providing it with recovery. It can switch into Poison-, Ice-, and Steel-type attacks from the likes of Dragalge, Mamoswine, and Excadrill, respectively. It also supports Tapu Bulu with Spikes and dual screens. Clefable's Stealth Rock is particularly useful in the Electric matchup by chipping down Choice Specs Zapdos in range of Tapu Bulu's Stone Edge. Its Magic Guard also allows it to serve as a great status absorber for Tapu Bulu. Tapu Koko and Tapu Bulu make a good offensive core by supporting each other via typing. Tapu Koko's Thunderbolt is useful for beating Flying-type Pokemon such as Mandibuzz, Celesteela, and Corviknight that Tapu Bulu cannot, while Tapu Bulu can switch in and beat Ground-type Pokemon like Landorus-T, Swampert, and Hippowdon for Tapu Koko especially if it is not carrying Grass Knot. Tapu Lele can beat Poison-type Pokemon such as Galarian Weezing, Amoonguss, Toxapex, and Dragalge for Tapu Bulu. It, along with Tapu Bulu and Tapu Koko, make a phenomenal offensive core that can break many types across the board. Choice Band Azumarill is great for revenge killing Fire-type Pokemon such as +1 Volcarona and Blacephalon as well as Excadrill under sand for Tapu Bulu, while Belly Drum Azumarill significantly threatens Poison and Steel teams after a boost. Choice Scarf Tapu Bulu and Azumarill are able to beat Ground teams together. Tapu Bulu is good at switching in against Electric-type attacks such as Thundurus-T's Thunderbolt for Togekiss, while Togekiss in return reliably deals with Poison and Grass teams.

Megahorn and Close Combat are options over High Horsepower. Megahorn hits Psychic-type Pokemon such as Celebi and Latias, while Close Combat is good for beating Dark-type Pokemon like Bisharp and Hydreigon.

**Physical Walls**: Choice Scarf Tapu Bulu cannot break through physically bulky Pokemon such as Skarmory, Galarian Corsola, and Mandibuzz, while they can inflict it with status or generate momentum.
**Status**: Being inflicted with status conditions such as poison, paralysis, and burn hinder Tapu Bulu's ability to serve as a good revenge killer by reducing its longevity, Speed, and power, respectively.
**Revenge Killers**: Faster Choice Scarf users such as Victini, Excadrill, and Gengar as well as priority attacks such as Mamoswine's Ice Shard are able to outspeed and beat Tapu Bulu. Despite Choice Scarf Tapu Bulu being great against weather, Pokemon such as Excadrill under sand and Barraskewda under rain may also check it and threaten the rest of the team.
