In Gen 6, Toxicroak can learn Gunk Shot only when obtained from:

• anywhere (all moves are level-up/tutor/TM/HM in Gen 6)

if it's legal in gen 6, it's probably legal in pre-USUM gen 7. Thanks for being careful, though!
