Moves

  • Close Combat is Cobalion's most powerful STAB move and hits key Pokemon such as Bisharp, Kyurem-B and Tyranitar for super effective damage
  • Iron Head Hits Fairy-types such as Clefable and Mega Gardevoir for solid damage
  • Volt Switch maintains momentum against several of Cobalion's checks and counters
  • Taunt is an excellent move, crippling common switch-ins such as Mew and Skarmory, as well as preventing Pokemon such as Landorus-T from setting up Stealth Rock
  • Stealth Rock can be used in the last slot if nothing else on the team has room to occupy it

Team Options

  • Landorus-T is an excellent partner, as its able to check Pokemon such as Charizard X, Excadrill, and Garchomp which Cobalion has trouble with. In return, Cobalion is able to remove Bisharp which gives Landorus-T trouble. Both Pokemon also form a solid Volturn core
  • Manetric is a great partner as well, being able to check water-types and forming a Volturn core with Landorus-T and Cobalion
  • Latios keeps Water-types and Fire-types in check while also appreciating bisharp and Mega Gardevoir removed.

I think that the best spread usable is 140 HP / 112 Atk / 252 Spe with a Jolly nature. It keeps generally good bulk (i.e. doesn't die to EQ from drill), and after one round of Stealth Rock damage, the OHKO from Iron Head on Mega Gardevoir is guaranteed (which you surprisingly can't do with no EVs). It also does some minor things like 2HKO Ferrothorn after Stealth Rock damage + Leftovers with Close Combat, 2HKOs 252+ Chansey (although it is kinda uncommon now) and 2HKOs Specially Defensive Heatran on the switch (which is really common actually).

I'm not QC, so take it with a grain of salt.
 
In team options, mention mega latias, as the two form a great balanced core, with cobalion removing most dark types for SubCM stored power mega latias to sweep. They have decently good synergy, and cobalion can often get a volt switch into latias for a set up opportunity.
