[Overview]
Delcatty is pretty awful, but it does have a place on Baton Pass chains. It and Spinda are the only Pokemon in NU that can pass Calm Mind, and Delcatty has access to Heal Bell and better Speed and bulk over the panda. In any other role—defensive, offensive, or support—Delcatty is harshly outclassed by other Normal-types in the tier such as Lickitung, Raticate, and Wigglytuff.

[SET COMMENTS]
- Delcatty fits best on BP chains that have a special sweeper in mind as the end receiver and want the SpD that come with CM over Volbeat's Tail Glow
- Substitute protects Delcatty from status and damage
- Heal Bell can be invaluable to the chain if the end receiver or other crucial member gets statused
- Ice Beam allows Delcatty to have some offensive presence but pretty unneeded on a dedicated chain
[ADDITIONAL SET COMMENTS]
- Timid and max Speed needed to outrun as much as possible
- Any special move, or even physical move if wanted, can be run in the last slot, not really important to the BP chain or success of the set
- Sing can be used in the last slot but Spinda has the more reliable Hypnosis anyway
- Wish an option as well, but a few other Pokemon have access to it and Delcatty's access to Heal Bell is unique
- Typical BP chain members needed, Mawile, Ariados, Huntail, Plusle
