After some discussion, we have decided to stick to 6 playing slots for DPL 4. That being said, the formats being used are as follows:
3 SM DOU
1 XY DOU
1 BW DOU
1 SM DUU

Additionally, all teams will start the draft with a budget of 80000 credits. Managers will be able to buy themselves for a flat price of 13000 credits, which must be done before the draft.

Since Kommo-o is set to rise to DOU with impending tier shifts and has been identified as a significant problem within the DUU tier, all 6 managers unanimously agreed to remove Kommo-o from DUU in DPL in case tier shifts do not happen before week 1.

Therefore, Kommo-o is banned from DUU during DPL.

A few housekeeping things:

My apologies for not stating this earlier, but we will be using the same playoff structure as last year. The top 3 teams will make playoffs, with the team seeded first receiving a bye to the finals.

I will be instating the following penalty for lineups being submitted late: if a captain fails to submit their lineup by the provided deadline, their team will be locked into using the same lineup as the previous week and will not be able to make substitutions for any reason. If you want to avoid the inflexibility involved with this punishment, make sure you bug your captains to submit their lineups on time!

Finally, this Doubles Premier League is meant to be a fun tournament showcasing the best of our community. Please do not harass other players or managers for any reason during this tournament, we're all just here to have a good time. There have not been any flagrant cases so far, but a couple people have approached me with some concerns so I just wanted to nip this in the bud. I don't want to have to take disciplinary action for a fun forum PL but I'm also not afraid to.

Nice job getting all the matches done early during week 1, let's hope for an equally smooth remainder of the tournament!
