move 2: Judgment / Thunder
move 3: Ice Beam

item: Zap Plate
evs: 4 HP / 252 SpA / 252 Spe

Set Description:

  • Electric Judgment Offers excellent coverage (only resisted by Ground, Dragon, Electric and Grass)
  • Ice Beam hits 3/4 of these resisted types as well including Groudon, Garchomp, Ground Arceus and Zekrom.
  • Electric only has one weakness, Ground
  • Does not fear Ho-Oh like many other Arceus's do
Additional Comments:
  • Thunder does a considerable amount more, but unreliable since only efficient in the Rain (70% accuracy otherwise and 50% in Sun)
  • Substitute is generally inferior to recover but can block status.
Teammates & Counters:

  • Scarfed Garchomp outpaces Arceus and KOs with Earthquake but can't switch into an Ice Beam and needs to be wary of it
  • Blissey walls the set unless Substitute is used
  • Groudon brings in sunlight which neuters Thunders effectiveness but can be handled with Ice Beam
  • Quagsire can Toxic / Encore Stall but is hit with Ice Beam
  • Groudon Arceus can take an Ice Beam and speed ties to EQ / Ground Judgement
  • MixQuaza Lures Groudon and is Immune to EQ.
  • Wobbuffet can give Arceus a free set up opportunity
  • Kyogre provides Rain for Thunder and can hurt Garchomp and Groudon.
  • Jirachi with Body Slam paralyzes Garchomp and Groudon even though it shares a ground weakness
  • Entry Hazards give Electric Arceus an easier time sweeping
[Team Options]

  • MixQuaza Lures Groudon and is Immune to EQ.
  • Wobbuffet can give Arceus a free set up opprutunity
  • Kyogre provides Rain for Thunder and can hurt Garchomp and Groudon.

[Optional Changes]

  • Refresh can be used to remove Status, which hinders its sweeping abilities
  • Roar to phaze opponents, can be efficient to scout counters and spread hazard damage
[Counters]

  • Scarfed Garchomp outpaces Arceus and KOs with Earthquake but can't switch into an Ice Beam and needs to be wary of it
  • Blissey walls the set unless Substitute is used
  • Groudon brings in sunlight which neuters Thunders effectiveness but can be handled with Ice Beam

Lol, you rush these things that you misspell stuff like Blissey and opportunity! Anyway, I fixed those in the OP. This looks good now, and I've marked it as done.
