Generally speaking the reason for a random assortment of Pokemon will generally boil down to: they're just a random selection of Pokemon put into background characters

Looking at the episode pictures it seems msot of them aside from Gible (Hassel's) and Pawmot (Nemona's) are indeed just there in montages and background pans for the art festival
