Competitive Niche: Mongrail is a jack of all trades. It’s strong, fast, bulky, and absorbs Status. It’s STAB types leave a lot be covered, but Lethality is useful at mitigating this

Competitive Niche: Steel type was inspired by Seviper's gold-looking head ornamentation, as well as the blade-like tail. A Poison / Steel tank with a wide array of fancy attacking moves on both ends of the spectrum. It could opt for Coil + Shed Skin for a win condition or Stinger + Iron Tail for a defensive tank. Dunsparce's signature Sudden Strike provides a cool alternative to Earthquake.

Competitive Niche: Pretty potent mixed wallbreaker with a pretty big movepool. Would probably be played with Choice scarf to make it for its low speed. Could also be played 3 moves + Roost, since it has a pretty respectable bulk.
I'm going to higly recommend quick nerfing Mongrail, as I don't think STAB Extremespeed on a pokemon with 130 base Atk, great secondary wallbreaking STAB, and a fairly easy time setting up Swords Dance will be healthy to the metagame. Mongrail still has access to Technician Quick Attack if it so chooses.

Can I give it a 65 Base power priority move? Uh, Fierce Pounce. This way it gets good priority even if running Survivor.
 
Slate 17: Monkey Business (and some other stuff)

Oranguru: Max 4 Ability ranking, and 3 new movepool additions. It already has a fairly good movepool, but is still doomed to uselessness.

Passimian: Max 3.5 Ability ranking, and 3 movepool additions. The stronger cousin of Oranguru, 2 tiers higher if you count ZU.

Dhelmise: A pokemon with plenty of tools at it's disposal. Max 3 Ability ranking, and 3 movepool additions. Lots of type options for this one!

Tapu Fini: Keep in mind Tapu Bulu was already done, so try to keep stats and such on a similar level. It should definitely have Misty Surge.

Competitive Niche: Coapuchin is the essence of bulky offense. It has an excellent attack stat and a move pool that works well with it's best ability. Untouchable lets Coapuchin spam 120 and 130 BP STAB with no drawbacks, in addition to making it immune to stat drops. However, if running a scarf, Coapuchin can run a devastating attacking set with Mutualism, which gives it a large damage boost when above 50% health in exchange for weakening it when below. Mutualism can also see use with Seismic Toss.

Neutral Terrain: For 5 turns, removes abilities from all Pokemon on the field. Resisted attacks do 50% more damage. Super effective attacks do 25% less damage.
Mind Warp: Psychic type Volt Switch clone.
Competitive Niche: Chimputer is a decent Pokemon on it's own. It has good defenses and a reasonable special attack stat. However, what really makes Chimputer stand out is its synergy with Regigigas. By using Neutral Surge and Mind Warping the turn after it comes in, Chimputer can set up Regigigas for success. However, Chimputer is also a splashable cleric due to its utility and other fantastic abilties. Both of its other abilities let it either preserve itself or allies after a switch.

Competitive Niche: In contrast to its evolved form, Ka Bebi leans towards an offensive role. It has relatively high Special Attack and Speed stats compared to what you’d expect from Fini’s Pre Evo. (Although with it’s low stat total, that isn’t saying much). Still, it’s STAB coverage forces out a large portion of the metagame.

Extra bulk makes sure it stays alive. I know the name is Orangutan + guru, but I like to think Orang is for orange the fruit. So it's Clementine + tutor.

Competitive Niche: Designed to pass stat boosts, recovery, and substitutes to its allies. It has plenty of bulk and offensive presence to accomplish this. I didn't go for the most powerful boosting moves because they would definitely be broken with the right recipient. Calm Mind / Bulk Up / Agility / Work Up still provides a good number of options. Mono Fighting isn't the greatest type, but Passimian could still run Defiant and still be a better choice than Conkeldurr or Machamp ( or Bisharp ) due to its all-around solid stats, Slack Off, and U-turn ( also Defiant is a great ability ).

Prophecy - Normal type Doom Desire clone
Competitive Niche: Lamaste serves a role similar to Slowking or Slowbro, but with better stats all around. It's more geared towards being an attacker thanks to Nasty Plot and the ability to outspeed some walls. Psychic / Moonblast / Focus Blast / Nasty Plot breaks a lot of defensive pokemon like Mausolectre, Ferrothorn, Heatran, Toxapex, and many others. It can also abuse Assault Vest very well, as most Regenerator users can. Prophecy is a delayed damage move, which combos very well with Regenerator because it allows Lamaste to set up the attack and switch out without losing too much health to come back in later.

Competitive Niche: A bulky wall breaker with great utility in Rapid Spin. It deals massive damage vs. heavy targets such as Heatran and Celesteela with Phantom Knot, and has some mixed potential with boosted Surf ( or just HP Fire ). It's slow and it has a lot of weaknesses, so it will have to pick its opportunities carefully. That said, it's very difficult to switch into, so played correctly it should be able to force a lot of kills. Many pokemon that can take its physical attacks will fold to Surf or HP Fire, such as Landorus-T and Kartana.

Competitive Niche: While Oranguru didn't fulfil any roles in particular, Oranchakra becomes one of the best support Pokemon on Trick Room teams. Energy Block creates multiple opportunities for Trick Room teams; allowing OTR Pokemon to set up or to allow another Trick Room setter to set up Trick Room again. Oblivious allows it to not be Taunt bait however Mind Bend can create switch options for both switching Oranchakra in and out.

Evolved at level 32.

New Pokemon Name: Monkisimonkido (monkey-see-monkey-do)

Competitive Niche: Does what Passimian does but better. Trace can allow Monkisimonkido to come in some circumstances such as switching into Intimidate users or Flash Fire Heatran without fear of being trapped or burned. Sitting Duck makes switching in to Monkisimonkido harder as well as hitting faster Pokemon harder. Passimian can also run Z-Mirror Move to boost its attack and retaliate with a powerful move based on the last move its opponent used.

Evolved when levelled up while knowing a Ghost and Steel-type move.

New Pokemon Name: Hauntreck (haunt + shipwreck)

Competitive Niche: What better way to dismantle a stall team than with Perish Trap. Azumarill and even the like of Chimecho can dismantle stall teams with this shaky tactic and now with access to Sinking Souls and Anchor Shot Hauntreck can do this as well. More consistent sets can also be run such as Choice Band to increase Hauntreck's high attack stat and having options such as Rapid Spin and Leech Seed to provide team support.

Evolves at level 40.

New Pokemon Name: Anu Poni (same pattern as Anu Pipi + derived from Poni Island)
Type:

Removed Moves: Nature's Madness, Calm Mind, Aqua Ring
Ability: Misty Terrain
Stats: 60 / 30 / 59 / 52 / 72 / 42 (315 BST same as Anu Pipi)
Competitive Niche: Misty Terrain brings a lot of support to the LC metagame that relies on a lot of physical sweepers. Anu Poni also brings another option for Defog as well as having great defensive typing especially when combined with Eviolite. Taunt and good dual STAB with Scald and Moonblast makes Ani Poni difficult to take down as it slowly chips away at the opposing team's HP.

RE Author_Pendragon's Cornered ability: Having additional 'true damage' is something that's usually avoided since it has essentially no counter (see Parental Bond and gen VI Seismic Toss). Even adding 1/3 damage taken means an additional 100+ extra damage at low health which would be unbalanced especially under Trick Room. Making it add "taken damage - foe's defence" or a "1 + (%HP taken/2)" multiplier might fit current mechanics better and be more balanced.

However Enlok's stats are merely average, meaning that it gets outclassed by it's base form in several regards. Enlok's main niche compared the Klefki is being a status absorber and a phaser, both of which work well with Restalk sets

Competitive Niche: Muddab on them haters with 60% chance to burn or paralyse with Scald and Discharge. Muddab's role is to annoy and cripple opponents with status ailments before ultimately being KO'd itself. It also has a solid niche in setting hazards as thanks to its typing and Water Absorb ability, it can always set hazards against common Defoggers such as Rotom-W, Tornadus-T, Landorus-T and Zapdos. Definitely more of an annoying utility Pokemon than a potential hax-to-win Pokemon such as Jirachi.

Competitive Niche: Making Alomomola's evolution defensive/supportive would be a waste of time as Alomomola would outclass it (and be close to being broken) thanks to now having access to Eviolite. Sunononus sheds some of overall bulk for a more offensive spread however without any boosting moves it has a hard time picking up KOs and is outclassed from a variety of Pokemon. But due to its physical bulk and access to Psych Up, it can come in on physical set up sweepers, copy their boosts and proceed to counter-sweep. Z-Psych Up even restores Sunonus's HP to full to recover. While extremely situational Sunonus almost completely shuts down any opportunities for a team to be swept by a physical attacker.

Evolved when levelled up in an abandoned place (eg: Lost Hotel, Abandoned Thrifty Megamart).

Competitive Niche: Does what Klefki does but more reliably. Mold Breaker means that it can set hazards up freely against Magic Bounce users such as Mega Sableye and Mega Diancie as well as status them with Thunder Wave or Toxic. Toxic and Lock-In make for a deadly combo that can allow Klefki to trap passive Pokemon and watch them suffer a slow, painful death with a cold, blank stare as it sets up hazards or Screens.

Evolves at level 43.
New Pokemon Name: Anu Mele (follow current pattern + Melemele Island)
Type:

Removed Moves: Brave Bird, Nature's Madness, Quick Attack,
Ability: Electric Terrain
Stats: 40 / 65 / 40 / 60 / 40 / 70 (315 BST)
Competitive Niche: Fast mixed offences make Anu Mele somewhat unpredictable with access to strong special and physical options. Being fast also enables to prevent and remove hazards with Taunt and Defog. Anu Mele is a great addition to the LC tier bringing momentum and fast support to what is often a more slow and bulky orientated metagame.

Suggestion: Cover legendary families in one slate. A lot of submissions for legendary pre-evos have been similar with same typing, same ability, similar stats and similar removed moves. Trying to match patterns set by previous legendaries in the same family makes submissions even more samey. Having the opportunity to create themes across a legendary family will make for a more diverse range of submissions and be more interesting when submitting and voting.

Competitive Niche: I don't think anyone wants to see this thing having Regenerator, but as is it's a new wall that doesn't compete too directly with Eviolite Alomomola. Mold Breaker makes it a defensive answer to M-Sableye which is a boon for defensive teams. Tin Fins gives it a reasonable STAB move, something Alomomola doesn't have. Water / Steel is just an incredible defensive typing that no viable pokemon in the metagame has, which should be a nice thing for the E4E metagame.


Evolves at Level 42
New Pokemon Name: Floundoom

*Burrow - This pokemon gains the "Burrowed" effect. While Burrowed, this pokemon's moves have +1 priority, and it's immune to some status moves ( anything blocked by Substitute ). Using a move or taking a direct attack ends the effect.

*Burrowing - Upon switching in, this pokemon gains the "Burrowed" effect.
Stats: 119 / 76 / 89 / 106 / 109 / 42 | BST: 541
Competitive Niche: A versatile tank that can fit on a variety of teams depending on its set. A Specs Burrowing set with Volt Switch can support offensive teams very well by revenge killing threats, switching into status, and forming part of a pivoting core. A physically defensive set with Static would be the bulkiest Static user in the tier, and be valuable to bulky offense teams that need Paralysis support ( also a U-turn/Volt Switch counter ). Finally, its great special bulk and slow pivoting would make a Special Defense set useful on balance teams as a wall.

Competitive Niche: Another pokemon that's likely to either be outclassed by its Eviolite-holding preevo or be overpowered, so I decided to go a different route and leave Dual Screens with the various good options it already has. Crypki takes up the mantle that was dropped by Gengar when it lost Levitate, being a frail attacker that nonetheless has plenty of switch-in opportunities due to its 4x resists and immunities. It has a solid STAB combo that leaves room for support moves such as Spikes, Defog, and Parting Shot, making it a good offensive pivot.


This is the worst Tapu, change my mind.

Competitive Niche: Pretty much flavor-based reasoning for most of it, I imagine just like Tapu Koko it will be fast and it will hit hard with an extra 50% boost to its Electric STAB moves.
