Done Extreme Speed Volt Tackle Raichu reported as GO legality issue

This has nothing to do with National Dex; you would see the same incompatibility issue in Gen 8 OU, for example. If Showdown's database is correct, only one Extreme Speed Pikachu ever released, which was in Gen 5 and was locked to female. It can pick up Volt Tackle later as a Pikachu in Gen 7 thanks to a tutor there and then evolve, but it can't change genders. A similar set in Gen 7 OU would error out properly:

Ability: Static
EVs: 252 Atk / 4 SpA / 252 Spe
Jolly Nature
- Volt Tackle
- Extreme Speed

So the validator should reject this, but it shouldn't report this as a GO legality issue. Thoughts, dot Comfey?
 
This is a result of my recent change to allow underleveled event Pokemon; the Pokemon should only be marked as being from GO if it doesn't have a way to be obtained outside of the game. The validator should not be marking a Pokemon as being from GO if it has a move or anything else that would require it to come from a specific event outside of GO.
