Set Comments:

  • Fire Judgment hits many Pokemon for neutral Damage
  • Thunder is used to hit Water type switch ins
  • Calm Mind Boosts its Special Attack while also increasing Special Bulk.
  • Very Strong in the Sunlight.
  • Recover helps heal off damage, quite important because Fire Arceus loses 25% of its health from Stealth Rock
Additional Comments:
  • Thunderbolt can be used to hit opponents more reliably (in case it's not raining)
  • Fire Blast hits harder in exchange for less PP and accuracy
  • Earth Power can be run over Recover to hit Zekrom and Heatran
Teammates & Counters:

  • Water Types can switch in but fear Thunder. Kyogre brings in Rain which weakens Arceus's Judgement
  • Palkia can take a +1 Thunder and retaliate
  • Entirely walled by Zekrom and Heatran unless running EarthPower
  • Giratina-O can be an excellent teammate since it resists Fire Arceus's Ground and Water weakness's
  • Groudon boosts the power of Fire Arceus's Judgement
  • Rock types, particularly Tyranitar can easily switch in with ease and hit with a Stone Edge
  • Wobbuffet can give Arceus a free set up opportunity with Encore
  • Giratina-O can switch into Arceus's attacks with ease and Earthquake
  • Entry Hazards give Fire Arceus an easier time sweeping

  • Wobbuffet can give Arceus a free set up opportunity with Encore
  • Groudon boosts the power of Fire Arceus's Judgement
  • Entry Hazards give Fire Arceus an easier time sweeping
  • Giratina-O can be an excellent teammate since it resists Fire Arceus's Ground and Water weakness's
[Optional Changes]

  • Flamethrower can be run since it has slightly less PP in exchange for a chance to burn
  • Roar to phaze opponents, can be efficient to scout counters and spread hazard damage
[Counters]

  • Water Types can switch in but fear Thunder. Kyogre brings in Rain which weakens Arceus's Judgement
  • Palkia can take a +1 Thunder and retaliate
  • Entirely walled by Zekrom and Heatran unless running EarthPower

  • No dream world ability for Arceus.
 
Set Description should be changed to Set Comments.(not sure if it matters that much) Earthpower should be "Earth Power".

Otherwise everything looks really good.
