Whimsicott's decent defensive typing that lets it check Haxorus and Flygon alongside utility moves strengthened by Prankster makes it a serviceable pivot. It sits at a comfortable speed tier and with the given spread, is able to outspeed Cobalion, Heliolisk, and Espepn. These positives paired with a Prankster and Encore combination dissuades offensive Pokemon from setting up throughout the match. Encore is Whimsicott's trademark move, as it stops offensive Pokemon dead in their tracks on the predicted set up. It also allows it to more comfortably defeat Haxorus should it click Dragon Dance. Whimsicott is also able to easily pivot out of unfavorable matchups through U-turn. Knock Off is Whimsicott's preferred move for its final coverage, as it is able to cripple possible switch ins such as Roserade, Bronzong, and Escavalier. Other options like Stun Spore work on the set as it can paralyze Life Orb variants of Haxorus and is an emergency move should Whimsicott be unable to lock Pokemon into their set up moves, such as Necrozma and Polteageist. Finally, Energy Ball fits as STAB Grass-coverage that lets Whimsicott more comfortably defeat Rotom-W and Rhyperior albeit Giga Drain could similarly function while restoring Whimsicott's health, but its low damage output leaves much to be desired while failing to OHKO Inteleon. The given spread allows Whimsicott to safely pivot into Rotom-W and with a Pixie Plate to maximize the damage on Moonblast, Whimsicott OHKOs Flygon. Toxic can also be run to spread Poison but it is generally inferior in utility compared to other options. Defog can also work as guaranteed hazard removal which is especially useful against hazard stack and Webs, but Whimsicott's fragility and terrible matchup against Bronzong also makes this move an inferior option.

Incineroar makes for a suitable pivoting core with Whimsicott as it checks Roserade, Bronzong, and Chandelure whearas Whimsicott can deal with Rotom-W and Rhyperior. They both are able to bait in their checks for each other. Gigalith makes for a safer Noivern check due to Whimsicott underspeeding it and its secondary Grass-typing and relies on Whimsicott to defeat Flygon. Mantine and Bronzong are Pokemon that can fall victim to Dragon Dance Haxorus, so Whimsicott is able to shut down Haxorus's attempts at using them as set up fodder. Whimsicott tends to be quite frail especially with a lack of recovery, so extra checks to Haxorus like Doublade can solidify counterplay.

The given EV spread allows Whimsicott to outspeed everything up to and including Espeon, (only thing you'd do with max speed is tie with other whimsi), with enough SpA to OHKO Flygon with Pixie Plate, and the rest of EVs put into HP so that it can better pivot into Rotom-W.

Knock Off should be the primary slash for move 4 on this set, as it cripples very common Pokemon that would otherwise abuse you like Escavalier / Roserade/Bronzong far more than any alternatives. Stun Spore gives you an out versus Pjab LO Haxorus that doesn't click DD as you switch in, preventing you encore'ing it, by letting you priority paralyse it. Energy Ball gives you a Grass-STAB, but unlike Giga Drain it will always OHKO Inteleon.

Add the following moves as moves mentions -

Giga Drain (Option over Energy Ball that gives you passive recovery, but is a weaker STAB on an already weak mon and can't OHKO Inteleon from full.)

It sits at a comfortable speed tier and with the given spread, is able to outspeed Cobalion, Heliolisk, and Espepn. I am not a fan of how this was worded because it's saying the utility moves let it be a good pivot, which isn't entirely true. I moved the speed line there instead. These positives paired with a Prankster and Encore combination dissuades offensive Pokemon from setting up throughout the match. Frankly, you shouldn't be tieing in the comment on Prankster and Encore with its typing and Speed tier. Its offensive capabilities are very limited so this comment reads off like it takes huge adv of it when in most cases you are forced to U-turn if Moonblast is ineffective. Just give it its own mention on how it punishes offensive Pokemon from setting up safely, then tie in the next Haxorus line in here because that's the big thing that lets it be a decent stop to Haxorus. Encore is Whimsicott's trademark move, as it stops offensive Pokemon dead in their tracks on the predicted set up. Repetition It also allows it to more comfortably defeat Haxorus should it click Dragon Dance.

Add a line on how it struggles to deal with SD Incineroar and Pangoro as it can't lock them in with Encore and threatens to be OHKO'd by Incin's Fire STAB and Bullet Punch from Panda.

Toxic can also be run to spread Poison but it is generally inferior in utility compared to other options. This move really isn't that great on it nor does it have the privilege to run it. Defog can also work as guaranteed hazard removal which is especially useful against hazard stack and Webs, but Whimsicott's fragility and terrible matchup against Bronzong also makes this move an inferior option. Move this to before you start talking about EVs.

This is just worded really poorly so read over this and fix that. This isn't really relevant to Whimsicott, I would rephrase this to be about Bronzong being able to handle Roserade and Galarian Weezing for Whimsicott, in return Whimsicott can absorb Knock Off from foes like Panda and help deal with Haxorus. Whimsicott tends to be quite frail especially with a lack of recovery, so extra checks to Haxorus like Doublade can solidify counterplay. Mention that it checks Coba and threatens Chandelure for Whimsi.

Partners that alleviate the ability to beat Water-types because Whimsi doesn't always run Grass STAB
Wallbreakers like Panda and Darmanitan that can break Steel-types and appreciate Whimsi bringing them in safely vs Doub and Bronzong.
Mention Reuni for its ability to pressure Weezing, Bronzong, and Doublade. It's also a secondary pivot into Fighting types.

Mention Rhyperior for its ability to beat Toxtricity, an Electric-type it can't threaten
