Choice Scarf Flygon's niche stems from its notable utility when compared to other Choice Scarf users. Its Ground typing and good Speed tier let it offensively check Electric-types such as Raikou, Xurkitree, and Toxtricity. It also has useful Rock and Fire resistances, a Ground immunity, and exceptional resilience to entry hazards. U-turn allows Flygon to gain momentum and potentially force big damage onto Zarude. Stone Edge pressures Togekiss and 2HKOes Noivern, Crobat, and Tornadus without having to lock into Outrage. Outrage gives Flygon a means to clean late-game and more power against threats such as Noivern, Heracross, and Gastrodon Toxic catches Togekiss, as it is usually not 2HKOed by Stone Edge. It also forces damage onto threats that handle Flygon's attacks well, such as Seismitoad, Porygon2, and Dhelmise. Defog can be used if the role compression is needed, but inability to catch anything with Toxic forces Flygon to use U-turn much more often. 20 Special Defense EVs allow Flygon to take Dazzling Gleam from Xurkitree once in a pinch.

Flygon's role compression and utility makes it suited for use on balance and offensive teams, as they appreciate having a check to Electric-types and a Choice Scarf user into one slot. Flygon has notable defensive synergy with some bulky Steel-types, including Metagross, Registeel, Stakataka, and Steelix, as they can help Flygon by directly switching into Toxtricity's Boomburst, checking Togekiss, and setting Stealth Rock. Flygon, meanwhile, can give some buffer against powerful Ground-type attacks from the likes of Rhyperior while pressuring Fire-types such as Chandelure and Darmanitan. Stronger, slower wallbreakers such as Toxtricity, Chandelure, and Obstagoon can take out walls such as Seismitoad, Togekiss, and Suicune for Flygon after it uses U-turn, potentially making it easier for Flygon to clean up late-game Bulky Grass-types such as Zarude, Roserade, and Celebi can aid Flygon by switching into Xurkitree, which it fails to do safely, while a teammate like Porygon2 or Alolan Marowak can help out by switching into Toxtricity.

Its unique typing, in conjunction with Levitate, makes it one of the tier's better switch-ins to Rhyperior while also making it tough to wear down via entry hazards. (I’m not a fan of using Flygon for Rhyperior, megahorn claps and flygon eq only 3hkos and they can punish you for u-turning) U-turn allows Flygon to gain momentum for its team and potentially force big damage onto Zarude. Stone Edge allows Flygon to 2HKO Noivern, Crobat, and Tornadus. Toxic catches Togekiss, as it is usually not 2HKOed by Stone Edge. It also forces damage onto threats that Flygon can't do that much to otherwise, such as Seismitoad, Porygon2, and Dhelmise. Defog can be used if the role compression is needed, but the inability to catch anything with Toxic forces Flygon to use U-turn much more often. Outrage can also be considered for more power against threats such as Noivern, Heracross, and Gastrodon, but it's not a good move to be locked into and Flygon tends to make more overall progress with Toxic. (added Outrage slashes since it’s a good alternative stab to play the end game with, move outrage sentence to before toxic, after stone edge) 20 Special Defense EVs allows Flygon to take one Dazzling Gleam from Xurkitree in a pinch.

Flygon's role compression and utility makes it suited for use on balance and offensive teams, as they appreciate it compressing a check to the Electric-types and a Choice Scarf user into one slot. Flygon has notable defensive synergy with some of the tier's bulky Steel-types, as they can help Flygon by directly switching into Toxtricity's Boomburst and can set Stealth Rock for it. They also can check Togekiss, which is quite useful for Flygon, and can help care of Ice-type offense from Cloyster and Hail teams. (Flygon actually outspeeds zolt under hail and cloyster’s not a huge weakness that is Flygon specific. You probably have to restructure this sentence) Flygon, meanwhile, can give some buffer against powerful Ground-type attacks from the likes of Rhyperior. (pressures fires as well) Steel-types such as Metagross, Registeel, Stakataka, and Steelix work in this regard. This is best paired with a bulky Grass-type, such as Zarude and Celebi, or a Bug-type such as Heracross or Golisopod in order to properly check Zygarde-10%. Stronger, slower wallbreakers such as Toxtricity, Chandelure, and Obstagoon can take out walls such as Seismitoad, Togekiss, and Suicune for Flygon, therefore potentially making it easier for Flygon to clean up late game should the opportunity arise. They can be safely pivoted in by Flygon via U-turn. (secondary electric checks are a classic with a ground type)

Stone Edge allows Flygon to 2HKO Noivern, Crobat, and Tornadus.
The biggest upside of Stone Edge is hitting Togekiss and not locking, Outrage also hits the ones you mentioned. Getting blocked by a Togekiss at 18% is not ideal.

Flygon can't safely switch into the tiers Electric-types, so secondary sponges to them are recommended.
This part is weird cause you're literally running Flygon to... switch into Electric-types. Not sure if I'd include this? You also mention Grass-types earlier on, you could tack on a "switches into Xurkitree too" in there instead, or something to take advantage of locking into a non-Electric move.
