It learns Regenerator and Belly Drum! Its physical move pool is a bit shallow but with access to things like Aqua Tail, Earthquake, Drain Punch, Ice Punch, Zen Headbutt, and the ever reliable Return you're sure to find a physically inclined Pokemon that can put them to good use.
 
One thing which drew my attention was weather teams. Sun teams in particular seem to have a massive bunch of options to boost speed and power to crazy levels, while maintaining solid back bones with Sun setters all having access to moves like Synthesis.

Here are the top three Leaders for sun teams imo (Not necessarily in order):

Shiftry: BEST Move pool.
If it weren't for only one usable ability (Unless you use Early Bird + Rest to deal with status) this would just about stand out as a clear winner.
Shiftry's move pool if epic.
Firstly it has CRAZY boosting potential. Chlorophyl + Swords Dance / Nasty Plot / Growth will make for some super tough mons to deal with.
Then it has a lot of priority options too. Fake-Out, Quick Attack, and Sucker Punch.
Physical Move pool: Bounce, Knock Off, Low Kick, Explosion, Leaf Blade, Double Edge, Brick Break, Aerial Ace, Rock Slide, X-Scissor.
Special Move pool: Hurricane* (less accuracy in sun), Leaf Storm, Giga Drain, Icy Wind, Extrasensory, HP Fire, Solar Beam, Shadow Ball, Focus Blast, Dark Pulse.
Defensive / Utility Move pool: Whirlwind, Defog, Foul Play, Leech Seed, Synthesis, Sunny Day, etc.
I mean come on.
Boosting, Priority, Coverage, Recovery, Phazing, Hazard Removal and more. The only things lacking are Hazards and ability diversity, but let's not pretend that having your entire team at x2 speed is ever a bad thing (Also lack of Aromatherapy means that Early Bird + Rest is an option if you feel you really need it).

Possible Good Partner:
Chlorophyl Tyranitar.
Can abuse a tonne of moves such as Sucker Punch, Knock Off, Rock Slide, Swords Dance, Synthesis, Defog, Sunny Day, etc. Boasts crazy speed and power in sun, plus has the typing to take on Talonflame teams, which are a nuisance to speed reliant offensive pokemon. Also Sucker Punch + Chlorophyl will out prioritise most (in fact likely all) Gale Wings users.


Tangrowth: Great abilities and solid all rounder.
Tangrowth has a lot going for it. Firstly, its actually a really strong pokemon by itself, and secondly it has epic abilities and a solid move pool.
Chlorophyl is always there for the sweepers, Regenerator is amazing for sun setters, and Leaf Guard is also good for setters or for set up sweepers / wall breakers thanks to the status immunity.
Useful Status moves: Sleep Powder, Growth, Leech Seed, Synthesis, Swords Dance, Sunny Day.
Physical coverage: Knock Off, Power Whip, Earthquake, Brick Break, Rock Slide, Poison Jab.
Special coverage: Giga Drain, Ancient Power, HP Fire, Leaf Storm, Sludge Bomb, Focus Blast.

Possible Good Partner:
Regenerator Rhyperior.
Gets Pseudo STAB Edgequake (Rock Slide instead of Stone Edge), has epic physical bulk to set up Sunny Day, then Sun Boosted Synthesis + Regenerator = 100% health back.


Victreebel: Weather Ball!
Weather Ball alone makes Victreebel instantly one of the best Sun leaders because your Fire types can actually ABUSE sun without having to use HP Fire. But Victreebel also has the rest of the move pool to back it up.
Sleep Powder, Leaf Storm, Leaf Blade, Acid Spray, Clear Smog, Encore, Giga Drain, Power Whip, Synthesis, Knock Off, Growth, Body Slam, Bug Bite, Double Edge, Sucker Punch, Sludge Bomb, Swords Dance, Sunny Day.
Like Shiftry though it only has one really useful ability, but that ability is amazing.

Possible Good Partner:
Chlorophyl Roserade.
Basically just think AAA's Chlorophyl roserade.


Honourable Mentions:

Tropius: Awesome dedicated abilities. Chlorophyl (sweepers), Solar Power (wall breakers) and Harvest (sun setters).
Whimsicott: Prankster + U-Turn (Best sun setters for HO).
Maractus: Spikes. Only pokemon with Chlorophyl + Hazards.
Sawsbuck: Strongest physical move pool, and solid utility pool.

EDIT: Also Ludicolo Rain Teams.
 
Additionally, Clefable has belly drum as well. This means it isn't limited to only special attackers. Further, Linoone passes belly drum+extreme speed, while Slurpuff passes belly drum+unburden. I'm sure none of these are broken.

Here are some new Leaders that alot of people didnt think of.

Rampardos

How did anyone forget Rampardos? This thing's movepool is SOOOO diverse it provides a STAB option for almost every type!!

Physical - Rock Slide, Stone Edge, Earthquake, Head Smash, Zen Headbutt, Superpower, Crunch, Iron Head, Outrage, Thunder Punch, Fire Punch, Pursuit, Endeavour

Special - Earth Power, Fire Blast, Ice Beam, Surf, Thunder(bolt), Dragon Pulse, Focus Blast, Uproar

Status - SR, Swords Dance, Sunny Day, Rain Dance, Rest, Roar/Whirlwind, Pain Split (Wtf?!?), Curse

Combine its wide movepool with its excellent abilities in Sheer Force and Mold Breaker and its a fantastic leader. The only drawback is.... your using Rampardos.
 
Swoobat and Bibarel might be pretty interesting in that metagame. They can both pass Unaware and Simple, which are great abilities. Unaware can deal with set up shenanigains (like Shell Smash Spam, Linoone Vanilla Squads etc) and contray spam, while Simple might help you to set up on other things.

Bibarel lacks reliable recovery, but it passes some nice moves for offensive teams like Stealth Rock, Bolt Beam, Simple Work Up, Waterfall, Superpower. It can also pass Scald, which allows the teammates to burn stuff.

Swoobat on the other hand can pass Simple Cm+ Stored Power, which is a dangerous combination. It also passes Knock Off, Heat Wave, U-Turn and most importantly Roost.
 
What do you mean by one note here? I'm not sure how exactly to respond to this as I don't know what its saying.
I mean that Talonflame doesn't offer much beyond "spam priority Flying attacks". It offers some stuff -U-Turn, priority recovery, Will O Wisp, and its Special movepool isn't completely useless- but a Talonflame team is probably going to be a birdspam team in practice, with maybe a wall or two leaning on Will O Wisp+priority recovery.

/ds flash fire, recovery:
Arcanine, Flareon, Growlithe, Ponyta, Rapidash

The best one is arcanine, which isn't bad (it gets outrage, cc, crunch, espeed and flare blitz)

The other ones are outclassed, so by "some neat flashfire mons" I think you mean 1
Flareon provides access to Guts, Sing (Notable given Mega Pidgeot), Wish support, Heal Bell support, and several boosting moves (Curse, which is overall superior to Howl, for instance)+Baton Pass and Stored Power. Its Special movepool, while limited, is still less limited than Arcanine's. In general Flareon is probably the superior choice for a Flashfire stall team.

... I'll admit Rapidash doesn't have really anything that makes it worth running. Drill Run is nice, I guess, but yeah it's probably basically outclassed by Arcanine.

Chlorophyll Tyranitar sounds particularly compelling. It already sometimes runs Special or mixed, and Growth is +2/+2 in Sun. That's one boosting move allowing mixed Tyranitar to hit scarily hard on both ends! It even gets dual STABs on the Physical end.

Tropius: Awesome dedicated abilities. Chlorophyl (sweepers), Solar Power (wall breakers) and Harvest (sun setters).
Tropius itself is awful, but having all three of the best Sun Abilities on one Pokemon makes it potentially an amazing leader. It also provides Dragon Dance, Whirlwind, Defog, Swords Dance... its main flaw is that its offensive coverage is awful, with only a few non-Flying/Grass moves, Earthquake and Dragon Pulse being some of the only decent BP ones.

Additionally, Clefable has belly drum as well. This means it isn't limited to only special attackers. Further, Linoone passes belly drum+extreme speed, while Slurpuff passes belly drum+unburden. I'm sure none of these are broken.
One thing to keep in mind is Unaware teams. Leaning too heavily on stuff like Linoone Bellyspeed sweeping (such as by incorporating Mega Pinsir or Mega Altaria on your team) can run into pretty arbitrary Unaware walls, and Linoone's movepool, though not awful, is not amazing outside of that specific combination.

Slurpuff is even more limited on the Physical end, though its Special movepool is actually decent, and Sweet Veil providing Sleep immunity is cool.

Swoobat and Bibarel might be pretty interesting in that metagame. They can both pass Unaware and Simple, which are great abilities. Unaware can deal with set up shenanigains (like Shell Smash Spam, Linoone Vanilla Squads etc) and contray spam, while Simple might help you to set up on other things.

Venusaur also gets Weather Ball but it is incompatible with Chlorophyll. Seeing Weather Ball as your reasoning for Victreebel made me think about how the OP says nothing about incompatibility. G-Luke if a Pokemon is normally unable to use a move with a certain ability, such as Weather Ball+Chlorophyll Venusaur, is the inheriting mon also under the same restrictions, or are they able to use any combination of moves/abilities?

Rapidash has a much more diverse physical movepool - notably, it has Drill Run, Megahorn, and Poison Jab. Megahorn in particular is cool, as it allows you to use something like Megahorn Scizor with Flash Fire alongside Drill Run. You also get Agility, which is a pretty nice set-up move. Not saying that Rapidash is viable, but it definitely has a niche as a Flash Fire user.

IF everyone is so dedicated to saying Kyurem-B/Lucario teams are OP, here is some food for thought: Chatot teams. Think about it, they have Defog, U-turn, Boomburst, and a nifty (but not amazing) ability in Tangled Feet. However, the biggest gem in Chatot's movepool is Chatter, which can single-handedly win a game if spammed enough.

So, before we ban anything else, I think a Chatot ban is the most needed ban. There are too many ways to win with it (okay, just one, but combined with Nasty Plot, it can win easily), and it can hit REALLY hard.

Interesting point. But no one ever Kyurem-B and Luke teams r broken. Kube teams suck infact, due to its less than spectacular movepool. Its KUBE itself thats broken.

Chatter in itself is kinda broken, but Chatot geams are more than managable. Still worth looking into. Dat nasty plot boomburst on Mega Gardevoir tho.

Well, that is what I meant. I just phrased my comment wrong. Also, "Chatot geams" may be manageable, but "Chatot teams" are hard to beat.

As we know, Talonflame teams are potent. But, even with a faulty team and not much luck, my Chatot team managed to win 4-0. Let's see another team that can have an accomplishment like that.

Honestly the only uncompetitive thing with Chatot is Chatter. NP Boomburst may prove to be too good, but it may not (Chatot's movepool isn't exactly excellent outside of NP, Boomburst, Heat Wave, Roost, Defog and U-Turn, which, admittedly, might just be enough). Chatter on the other hand is horrible uncompetitive nonsense and there's a reason almost every metagame where it's relevant has it banned iirc (Inheritance, STABmons, AAA and BH come to mind but I might have my facts wrong).

tl;dr quickban Chatter, leave Chatot alone for now

Swoobat wins, albeit with a decent amount of luck in its favor.

Chatter is dumb, but Chatot teams aren't necessarily amazing.

Swoobat teams are a bit difficult to construct, but Weavile is a surprisingly decent teammate! Knock Off is the main STAB attack it wants anyway, and U-Turn is great. Taunt can be used to mess up would-be walls, and then you have some coverage choices.

But seriously, Breloom teams can wear down and smash through enemy teams. No ability to deal with hazards... but they don't need one necessarily.
 
I find Miltank to be an interesting donor.


Reliable recovery in Milk Drink; neat ability choices in Thick Fat, Scrappy, and Sap Sipper; can also Heal Bell, set Stealth Rock, and spread paralysis. Also has some nice attacking options on both sides of the spectrum, including Seismic Toss for defensive sets. Unfortunately, it lacks momentum-based moves (U-turn, Volt Switch, etc.), and it has no form of hazard control, not even Magic Coat or Taunt.
EDIT: Also, no boosting moves beyond Power-Up Punch and Work Up.

The fact that Miltank doesn't get Sludge Bomb is the main reason why I would be crazy enough to suggest this. As a bonus, it gets Scrappy Focus Blast so it can hit Sableye super-effectively.

Yep, this is a thing now. No weaknesses barring Mold Breaker (which isn't usually used with Grass-type moves) (EDIT 2: and Freeze-dry) with respectable 100/90/90 bulk and a nice base 110 Atk to potentially take advantage of Sap Sipper (although chances are, if you see Miltank and Swampert on the same team, the ability choice is quite obvious). Shame that it gets no Water STAB, though. Also, this set in particular is walled by Flying-types, so perhaps Rock Tomb or Ice Punch might be up for consideration over one of the bottom two slots. Also unsure if P.def or S.def is better.


Rotom-Mow @ Power Herb
Ability: Thick Fat
EVs: 252 SpA / 4 SpD / 252 Spe
Modest Nature
IVs: 0 Atk
- Thunderbolt
- Ice Beam
- Solar Beam
- Milk Drink

Since I felt I had to add a Thick Fat set to this list, I felt Rotom-Mow was the best candidate due to it only having two weaknesses beyond Fire and Ice (specifically Poison and Bug) and having one of the most reliable secondary STABs that Miltank can provide (Electric => Thunderbolt). Shame that its Grass STAB is limited to Power Herb Solar Beam, but at least it gets BoltBeam with STAB Electric to compensate. Milk Drink could probably be substituted for Focus Blast to hit Magnezone, but 50/107/107 bulk in conjunction with reliable recovery is nice to have as well. Speaking of which, I'm not sure about the EVs either.

Because Miltank has no way to clear hazards or stop them from being laid, the best way to overcome this setback is to run a Magic Bounce Mega, and Sableye is arguably the best candidate. Sap Sipper is the ability of choice because its purpose prior to Mega Evolution outweighs those of its other ability choices. Seismic Toss for consistent damage, Shadow Ball for opposing Ghost-types, Milk Drink for recovery, and the third slot is up for debate. I just put Toxic because I already suggested Thunder Wave once before.

A more offensive take on the "Magic Bounce Mega" idea. May not have Fairy STAB, but it does have Rock STAB and some nice coverage to back it up. Sap Sipper is more useful on Diancie since it actually has a Grass weakness. Fire Punch may be relatively weak, but it still does a number to non-FF Ferrothorn and other such Steel-types.

Of course I had to suggest Chansey as well. It's a lot like standard Chansey but with a different name for Soft-Boiled, a distinct lack of Wish, and different ability choices. Scrappy gives it a Seismic Toss with no immunities barring Shedinja, but Thick Fat is also acceptable to give it a pseudo-resistance to Fire- and Ice-type moves.

Here are some new Leaders that alot of people didnt think of.

Rampardos

How did anyone forget Rampardos? This thing's movepool is SOOOO diverse it provides a STAB option for almost every type!!

Physical - Rock Slide, Stone Edge, Earthquake, Head Smash, Zen Headbutt, Superpower, Crunch, Iron Head, Outrage, Thunder Punch, Fire Punch, Pursuit, Endeavour

Special - Earth Power, Fire Blast, Ice Beam, Surf, Thunder(bolt), Dragon Pulse, Focus Blast, Uproar

Status - SR, Swords Dance, Sunny Day, Rain Dance, Rest, Roar/Whirlwind, Pain Split (Wtf?!?), Curse

Combine its wide movepool with its excellent abilities in Sheer Force and Mold Breaker and its a fantastic leader. The only drawback is.... your using Rampardos.
Now that you've brought this to my attention... I think I might try building a Rampardos team next. The only relevant things that Rampardos misses out on compared to Mawile are Super Fang, Play Rough, Intimidate, and I guess Flash Cannon though physical Steel coverage is generally better anyway, and access to Mold Breaker, Whirlwind/Roar, and a special Electric move that's better than Charge Beam should make up for it. I'll be sure to give this a try soon.

EDIT: And also Sucker Punch. Rampardos seems to be devoid of priority in general, really.

Amazing Leader for offense. If Garchomp has taught us anything it's that Rough Skin + Rocky Helmet with SR and Dragon Tail makes for one epic SR setter and chip damage for offensive teams. Back up this chip damage with some powerful Sheer Force boosted special (and physical) attacks, and a Hone Claws + Mold Breaker physical attacker to muscle past Unaware teams, and you've got yourself some pretty solid possibilities.

Barbaracle:

Abilities: Sniper, Tough Claws, Pickpocket.

Physical Moves: Skull Bash, Stone Edge, Night Slash, Razor Shell, Cross Chop, Dual Chop, Low Kick, Super Power, Dragon Claw, Earthquake, Return, Aerial Ace, Shadow Claw, X-Scissor, Poison Jab.
Special Moves: Ancient Power, Earth Power, Surf, Hidden Power, Ice Beam, Sludge Wave, Focus Blast, Scald, Grass Knot.

Status Moves: Shell Smash, Rock Polish, Swords Dance, Hone Claws, Bulk Up, Switcheroo, Stealth Rock, Toxic, Taunt.

LOTs of boosting options, mostly for physical attackers but Special Attackers can still destroys with a SS and each option has its merits. Not many defensive options, but hopefully the combination of SR, Boosting, great coverage, and powerful Tough Claws/Sniper boosted attacks (Don't forget Grass Knot!) should be enough to dismantle most teams. Also not sure how well this'd go in practice, but a cool idea for a partner could be Snorlax with Tough Claws Skull Bash and Shadow Claw + Rest Talk.

Dunsparce:

Abilities: Run Away, Serene Grace, Rattled.

Physical Moves: Pursuit, Double Edge, Drill Run, Body Slam, Astonish, Bite, Headbutt, Zen Headbutt, Rock Slide, Aqua Tail, Iron Tail, Earthquake, Gyro Ball, Poison Jab, Wild Charge.
Special Moves: Ancient Power, Hex, Water Pulse, Ice Beam, Thunderbolt, Thunder, Flame Thrower, Fire Blast, Shadow Ball.

Status Moves: Yawn, Roost, Glare, Coil, Agility, Stealth Rock, Calm Mind.

BAN DUNSPARCE. Never imagined myself saying that but I do indeed believe that Dunsparce (or more so Serene Grace) deserves to be looked into. Body Slam has a 60% chance to paralyze, Thunder has a 60% chance to paralyze, Glare has a 100% chance to paralyze even Ground types. Astonish, Bite, Headbutt and Rock Slide all have a 60% chance to flinch, Zen Headbutt has 40% chance to flinch. In case you haven't quite gotten it yet that is a fuck tonne of options for para flinch. Not to mention HEX. I mean a Dunsparce team is obviously gonna aim to just paralyze your entire team and go to town with Paraflinch, but they also have the option to absolutely Nuke your crippled ass shit with Hex. Also Water Pulse has a 40% chance to confuse. Paraflinchfusion anyone? Your electric types aren't exactly safe either with Dunsparce having access to EQ and Pursuit (could a specialised Ele-Killer Krook perhaps work?).
And that's just talking paraflinch shenanigans. Let's not ignore the power of Coil/Calm Mind + Roost. Dunsparce also has access to SR. Iron Tail has a 60% chance to lower your defence, Shadow Ball has a 40% chance to lower your special defence, Poison Jab has a 60% chance to poison. And just in general Dunsparce has some really nice coverage. Also don't underestimate Rattled as an option.



And just lastly, however I do agree that lower tier mons are some of the best leaders (I mean look at the mons I've discussed in this post), I also think that it's just more fun to find niches for lower tier pokemon, and that many of the best leaders are still OU mons and that their are a lot of good OU leaders that people haven't bothered to explore yet.
I mean people have talked about Sableye and Clefable, but I'm sure there are many more.
Take looks at Celebi and Infernape for instance. Both have SR and Recovery. Physical and Special boosting moves. Priority moves. Solid Physical and Special coverage. U-Turn and/or Baton Pass. Reliable status inflicting moves (Thunder Wave and Will-O-Wisp respectively). Plenty of other utility moves. And at least one useful ability.
Also Jirachi is good. But. Serene. Grace. Is. Aids.
 
Realy liking the premise of this meta. Teambuilding is really fun and challenging. I'll be on showdown all day, so please do hit me up with a challenge or three.

But yeah shouldn't shedinja be banned? Having it as a leader grants all your mons wonder guard. only downside is it's movepool but wonder guard really makes up for it doesn't it?

Aurorus seems a nice leader, being able to donate 2 nice abilities (although, 100% blizzard isn't that notable) and having a nice movepool to boot. Only downside is no recovery besides resttalk nor hazard control
