Based on the survey, we are going to have a quick interim balance slate as well as some bug fixes and flavor/design updates. We'll start with the buffs and bug fixes as these actually affect gameplay. First off, Gargoyle was meant to have Hyper Beam but didn't, so we will be adding Hyper Beam to its movepool. This was a clerical error that ended up in the actual coded mod - oops!

Based on the survey results, the plan is minor buffs for Corupcake and Phantom, major buffs for Mandrelec, no change for Gargoyle.

Balancing Slate 1: Initial Submissions

As such, welcome to the very first balancing slate for RBY CAP! How this will work is as follows: We'll give 48 hours for initial balancing submissions - you may submit up to one submission per Pokemon. Submissions may include adjustments to stats and movepool, including both additions and removals. You may not change the CAP's typing and must continue to stick to the original concept.

The council will give feedback on submissions and veto or suggest adjustments accordingly. We will then give a further 24-48 hours for submissions to be adjusted and open a vote, which will also have default options of "no change" and "none of the above" (which means "I want change but dislike all of the choices above"). Since this will likely lead to a lot of options, we will do a runoff vote until one of the options has a majority.

Slight bulk buff that mostly just ensures it's not getting OHKOed by any EQ bar Rhydon. I'm wary of touching the attacking stats when it already is so threatening, and Sugar Rush is already hard enough to switch into without being 100% accurate. I really think Corupcake is just an inch short of being in an ideal spot, so I don't want to overdo it; the fact that Sugar Rush does this much damage to Starmie, Alakazam, and Chansey makes me not want to give it 100 or more base HP or any more offense at all.

Phantom
New moves: Hypnosis, Confuse Ray

Genuinely don't think it needs anything more than this, and the flavor slate can address things like people wanting to give it a signature or some tbs.

Mandrelec
New moves: Bubble Beam, Earthquake, Rock Slide, Reflect, Wrap

The Faz already has a submission planned for Mandrelec so I'm gonna try something a bit different from it. Wrap is the biggest momentum killer ever for this thing but it lets it not be useless into Lax (at the cost of letting in Egg/Don/Pineguin/Corupcake/etc in free as fuck). Also lets it do some funny Twave Wrap stuff but again, you are slow, Twave + Wrap + Rest leaves you a single attacking move, this isn't gonna do wrap cheese the same way Dnite/Vic do and it doesn't collaborate well with them because it can't take big special hits like Blizzard for them. It's a niche tech specifically to stuff Snorlax (and sort of Slowbro) at the cost of weakening you into everything else. Goofy? A bit. But it's a silly lizard, let it do the tongue wrap thing. VERY open to feedback on this because it feels risky to give any mon with Twave access to Wrap, especially one that gets only 3HKOed by Tauros, but I already know there's going to be a safe and solid submission coming so I wanted to experiment.
