Phantom fits these psychic-type moves well because it is a supernatural pokemon.Psychic is a good coverage and kinesis is cool.We does not have a Kinesis user in OU.Phantom does not have much move to use,maybe use Kinesis for a safer switch and abuse your burn caused by Fire Blast.
BTW I think a hypnosis Phantom is a little broken,or at least it is a major buff.With 97 speed stats it outspeed every sleep move user except Gengar,and it has a better type and attack power than Gengar.Moreover, it may overshadow Jynx if got Hypnosis.

+Amnesia +Bubble Beam
The current version of this pokemon is just overshadowed by Snorlax.Its only advantage to Snorlax is twave.But although it's an electric type,in Gen 1 it can still affected by opponent's twave,so twave would not effectively give it some speed advantage,unless it has some set-up moves.For those who doesn't know about this,if you use a set-up move when you and your opponent are both paralyzed,the paralyz effect that quarters your opponent's speed would be activated again,and therefore you can outspeed your opponent.And I think its fun to let it have some use of its electric-STAB,I think the best special set-up move:Amnesia would works well.Bubble beam is originally a tradeback move,and I think its okay to add this so that it can have something to deal with Rhydon.

Here is my personal feedback on concepts outside of mine a little bit before deadline for initial submissions, this isn't final council feedback and I'll be discussing with gastlies:

The Faz
As discussed on discord I think this is a solid suite of buffs, gives options without breaking Mandrelec because it still has to commit to 4 moves. Screech lets it slowly break Snorlax but means giving up essential coverage elsewhere, Defense Curl lets it be a very slow physical wall with similar costs, QuakeSlide means giving up on utility moves, Bubble Beam is garbage into anything but Rhydon and therefore a committal choice over using Earthquake to improve a 3HKO to a 2HKO. I approve.

I'm not a big fan of making Corupcake's KO ranges on Chansey/Starmie/Alakazam even better than they already are; I wouldn't veto this but I do think it pushes Corupcake into "too strong" territory with minimal viable switch-ins to Sugar Rush. 90 BP STAB that drops your Special sometimes off an Attack stat higher than Snorlax is a pretty scary idea when the only things that resist it, realistically, are Rhydon, Gengar, Phantom, and itself, and Rhydon and Gengar certainly don't want to take a Fire Blast, especially at -1. I think this tips more neutral matchups like Zapdos too far toward Corupcake as well. Gonna consult with gastlies but I do think this might tip the scales a bit too much.

Phantom buff is fine, we have a few versions that add Hypnosis and I think it's fine to give people options.

Mandrelec buffs feel a little odd, no clue how to feel on these so I'll reserve feedback till talking to gastlies. I doubt they're broken given its Speed but I don't know if I like keeping the coverage so bad and having yet another "walled by Gengar/Rhydon" Swords Dance user (because there's no way you're cramming Bubble Beam + Swords Dance onto one set). Acid Armor feels like it does nothing except into Snorlax - Mandrelec's big issue is its Special, it already has the physical bulk to sit on non-EQ users and you aren't setting up and Rest looping Tauros when a crit EQ does 71-83 and Blizzard does 25-29.

Pineguin not having Bide is just another TM error, we'll fix it and standardize TMs for future submissions.

We do actually have a Kinesis user in OU (Alakazam) but I'm not inherently against this idea. I disagree entirely that Hypnosis is broken and overshadows Jynx; Gengar already exists and Phantom's poor bulk and accuracy make it tricky to land Hypnosis against leads like Surf Starmie, which Jynx performs better against, if still not great. Psychic and Kinesis are fine buffs though and I think this is a fine submission; Psychic giving it some odds against Gengar is pretty cool and you just need one miss to put it in Tauros/Snorlax range. That said, my main issue is that Phantom just... doesn't do anything by itself. No status, no Explosion, no tools besides "forces Jynx out." This improves it but I still can't figure out why you'd lead this over Gengar in most cases.

Mandrelec, meanwhile, I think I would veto this buff on the basis of being too minimal. Amnesia off of 50 Special is a nonthreat when your options are Thunderbolt and Bubble Beam - you're walled by any Grass-type and still will need multiple turns of setup to do decent damage to anything else. I think this is a trap buff that looks stronger than it is, and Slowbro is already struggling enough with a better defensive profile for Amnesia so I doubt Mandrelec has a chance with it.
 
Final council feedback is mostly in line with the above; just a couple things.

PalpitoadChamp council suggestion is adding one physical coverage move to your Mandrelec submission. Swords Dance + 3 attacks means low longevity, SD + Rest + 2 attacks is very exploitable, and SD + Rest + AA + one attack is walled by a lot of things or at least punishable during setup; add in that this wants Thunder Wave and it works out that you have a lot of options but nothing really broken. Adding a move like Earthquake would help diversify its set options between attacking, defensive, and wallbreaking roles.

Since the Corupcake buff was removed from your post, it's assumed to be withdrawn.

hybone we're going to veto Amnesia on Mandrelec for going too far off concept without actually making the mon any better; you're more than welcome to submit a different suite of moves so we can give feedback. I'd suggest looking at utility and coverage moves and finding a few that help give it options, like my submission or The Faz's.

We'll give 24 hours to either withdraw or edit those submissions; if you need more time please just send me or gastlies a message and we can extend it a bit. Please make any edits as a new post so we can spot them easily. The remaining submissions are approved as they are - if you want to make last-minute edits to approved submissions, again, message a council member to run it by us first.

Very short break now as we figure out the next slate - we have CAP5 and CAP6 coming up, but we also have the sprite/flavor reworks for Phantom and Gargoyle coming. The plan is to have another art/naming slate on these two because they were done at a time of low activity and heavily based on existing mons before being retconned out of being connected to Ninetales and Machamp, respectively, so we wanna take another swing at the flavor elements and make them feel a bit more unique. Tournament soon too! Give us a bit to work on the details.

2. Next slate will be a flavor update to Gargoyle and Phantom as noted above. It'll be a series of very brief slates so we can get back to making new CAPs after giving these a little makeover. We also need backsprites and builder icons for other mons!
3. Money tour coming soon! Ideally I want to open signups after the above slate. Initial prize pool will be $100; I need a little time to coordinate and promote it so we can get a decent entrant count.

Flavor Update Slate Part 1: Pineguin Party Sprite/Discussion

First off, let's start with the easiest one here. Pineguin already has a front and back sprite, which can be seen on the RBY CAP Spreadsheet; it just needs a GB/DS-era style party sprite for the builder. For reference, it currently looks like this in the builder, which is an obvious clash in style:

We want to simultaneously open discussion on what the redesigns and renames for Gargoyle and Phantom might look like since it will probably take more time to concept these and not everyone is an artist. Pitch names, design concepts, etc. so we can get the ball rolling and perhaps inspire some of the artists! Remember, they should be their own Pokemon and not connected to existing Pokemon, but you can still use existing design elements if you like.

Let's start with 96 hours to submit a party sprite for Pineguin so we can call our newest CAP fully complete!
 
So I have zero art skills but when I think Dragon/Fighting type alongside the more simpler designs of Gen 1, my mind drifts to a bipedal komodo dragon or crocodile, with King K Rool being a frame of reference for how to translate the animal to a bipedal design. If the gargoyle motif is gone, we should also look at renaming Marble Fist (keeping the same effects, just a new name to reflect the new design).

Phantom could honestly become whatever. I know will-o-the-wisp is very Japan which fits with Gen 1's style.

Flavor Update Slate Part 2: Mandrelec Back/Party Sprite
For the sake of giving people a bit more time to work on Phantom and Gargoyle ideas, we'll keep working our way backwards. Mandrelec needs a back sprite and a party sprite - let's start with 72 hours and see if people need any more time than that.

For Phantom and Gargoyle, I want to clarify this: no changes will be made to flavor movepools, dex entries, etc., including renaming Marble Fist. New concepts still have to fit close enough to the original, though the Pokemon's name can be changed (or the original can be kept). This does mean, for example, a rework of Gargoyle still has to look like it can feasibly use Sky Attack. As a reminder, you can find the
CAP spreadsheet here with all the relevant info to keep in mind.

I'm not renaming them. This is to keep with the RBY precedent of naming a few mons directly after what they're inspired - Look at Golem, Seel, Dewgong, Koffing, Wheezing, etc. Furthermore, they've been in RBY CAP for a while now and I feel like renaming them would be innapropriate this late into their existence; They're the Gargoyle and the Phantom, after all.
