Blaziken, Mewtwo (X and Y), Rayquaza

For this slate, we handle the final 4 Megas we have to change! These are the only Mega Evolutions whose base forms are in Ubers and thus their Mega never graced the lands of OU, but they've each hand an impact in their own ways. Blaziken's Mega is just a slightly beefed up version of its base form, actually being worse than its base form in Gen 6 Ubers, but coming into its own in the higher levels of Gen 7 Ubers. When base Blaziken was made legal in Gen 8 OU and NatDex OU, Mega Blaziken was even suspect tested in NatDex, though it quickly proved to still be too much for the lands of OU. Mewtwo's Megas have been in a bit of a weird spot since they came to be, both having great qualities to give you a reason to use them over base Mewtwo, but some shockingly glaring flaws as well, so Mewtwo was about as good as both of its Megas in Gen 6, while Mega Mewtwo Y has been preferred in recent generations, and Mega Mewtwo X just being there. Last is Rayquaza. It needs no introduction. One of the most broken Pokemon ever created.

A couple important notes about this slate. After much deliberation, the council has decided that we will be complex banning the combination of Blaziken and Speed Boost, thus making Blaziken legal in OU. This means that Mega Blaziken subs must be made with OU in mind. Complex banning is a touchy topic when it comes to tiering, which is why such a complex ban has never happened in vanilla OU in Gens 5-7, but for us, we felt that it would be okay to implement this complex ban to serve the mod's purpose of re-exploring every Mega Evolution. Allowing Blaziken allows us to maximize that goal. Aside from rule breaks on the other Megas, Mega Blaziken submissions are the only ones that could be vetoed for balance reasons, since they're being made for OU.

Additionally, for Mega Rayquaza submissions, you may choose how to activate its Mega Evolution. In vanilla ORAS, this is done by just having the move Dragon Ascent in its moveset. However, if you want to potentially make a Raquaza that could be balanced in a theoretical Megas Revisited Ubers or add an extra Mega Stone to a possible Mix and Megas Revisited, then you can choose to give it a Mega Stone. Additionally, you could choose to activate it with another move in the case that you change Rayquaza's typing or something. However, the rules on custom moves still apply, so you cannot create a custom move to do this.​

Voting Phase (1 Day)
After the submission phase is over, voting will begin. This mod will be using the same voting system as Book of Enigmas, where you can vote for as many submissions as you want, with each submission getting a certain number of points based on how you ranked it. An example can be seen below.
For a slate with Mega Beedrill, Mega Lopunny, and Mega Pidgeot, for example, a ballot would look like this:

The submission with the most points in a category will be added to the mod. For every Mega, you will also have the option to vote for the original Mega Evolution if you aren't a fan of any of the submissions. However, this can't be done for Pokemon whose original Megas were banned to Ubers.
For most slates, the next submission phase will start immediately after voting ends for the previous slate. The long submission phase will still give ample time for discussion and playtesting during the week so you can adjust your submissions. However, every 3 slates or so, one or more roomtours will be held so we can see what state the metagame is in. This may result in winning submissions being nerfed or buffed, depending on what we learn. Buffs and nerfs (mostly nerfs) can also happen at any other time as we learn stuff between roomtours.

Description: because mega ray holds an item now, it's much less versatile than its OG counterpart, and is more in line with the other megas. magic bounce is helpful to repel status moves like spore and twave, and serves as a form of hazard control. its bulk and speed are also increased, at the cost of its attack power being reduced.

Edit: changed mmx's libero to the gen 9 version (gen 8 libero feels a bit too crazy imo, even for ubers)

I nerfed it's offensive stats in order to balance it out with it's good ability. I kept it’s og speed tier in order to balance it out, being slower than the lati twins.

The next few won't be able to be used in OU so :psysly: I'm building them via flavor or other means such as NDBH builds.

Description: Mega Mewtwo X's biggest fears are paralysis and burns, since it relies on its uber-high Attack and Speed stats to function, along with Thunder Wave, Toxic, and Will-O-Wisp users being everywhere. Guts alleviates that problem and allows Mewtwo to become even more powerful once statused; it also deters the opponent from spamming status moves. Guts also frees up a moveslot for Mewtwo, as it can now forgo running Taunt for a coverage move or Bulk Up. A Bulk Up + Drain Punch set works well with Guts, as Mewtwo is tanky enough to take hits when its HP is high, and Drain Punch can help recover HP lost by burn or Poison damage. Mega Mewtwo's top tier Attack stat means that it isn't reliant to be statused to wallbreak, it just makes Mega Mewtwo X more dangerous.

Description: Mewtwo has an incredibly wide movepool, and Compound Eyes allows Mega Mewtwo Y to use its most powerful coverage moves. The ability gives Focus Blast, Blizzard, and Thunder 91% accuracy, and now a perfectly accurate Fire Blast, to make these moves much more spammable for Mewtwo to abuse. The ability to use stronger moves has the potential to turn some 3HKOs to 2HKOs, and even some 2HKOs to OHKOs! The stats are adjusted a bit to remove the Defense drop and some of the useless Attack boost the OG Mega Mewtwo Y had in order to reduce Foul Play damage taken.

Description: Lore-wise Rayquaza is there to inhibit the raging tendencies of Groudon and Kyogre, and this Mega Evolution aims to do the same. Its ability seems rather situational but ultimately useful since Primal Kyogre and especially Primal Groudon are everywhere on the Ubers metagame. Outside of its ability to counter the primals, Mega Rayquaza uses its high offensive stats and Speed, along with a fantastic Flying STAB, to do damage either as a wallbreaker or a setup sweeper.

Description: Fire/Fighting with Ground immunity gives Mega Blaziken a distinct, powerful defensive profile, aiding it in finding switch-in opportunities as well as stifling opposing offensive threats. Can run its classic Swords Dance sets, but can now also choke out squishier offense teams with Bulk Up + Drain Punch; provide momentum to its teammates with U-turn; and even take on the role of a wall with moves like Will-O-Wisp and Morning Sun.

Has issues with 4MSS, as it wants to run STABs, setup, Morning Sun, U-turn, and utility. Also gets stuffed by bulky Waters and is very easily forced out by fast special attackers (e.g. ScarfTom, Mega Manetric, Starmie). Rotom-W makes for a great partner; not only does it form a fully Spikes-immune VoltTurn core with U-turn Mega Blaziken, it helps setup variants find opportunities to sweep by spreading burns and bringing them in with Volt Switch. The Latis also pair nicely, as they can pressure Dragons with their own Dragon STAB, and can come in on Water and Psychic attacks with ease.

Description: This type of shift would doubtless make more sense for an Emboar-Mega, but that obviously doesn't exist among the canon-Megas, so nerfed Blaziken-Mega will have to do here. I would just go with actual Purifying Salt since that hasn't actually won yet unlike Good as Gold, but Purifying Salt has honestly been somewhat doomed since the (barely used?) winning Gengar-Mega was one with Neutralizing Gas (which still gets around this amusingly), and I would rather not screw over Banette-Mega even more when it's already still one of the lesser Megas in this Pet Mod seemingly. So instead we have this sidegraded-ability that enables Blaziken-Mega to better check at least both Amoonguss and Venusaur(-Mega) as well as play far better with Fairies in general by resisting both of their only two weaknesses (and quad-resisting Scizor[-Mega]'s U-Turn). All without being as fatally allergic to Ground as Heatran lacking Air Balloon even if Venusaur-Mega's Earth Power covers doubtless still overcooks Blaziken-Mega and 2HKOs it even with the SpD boost over its official self.

Description: The unfortunately more maligned and overall worse of the Mewtwo-Megas despite having the better visual design by far needs all the help it can without becoming as broken as the official Rayquaza-Mega. So I'm just giving it the Fairy-type immunity that never won, in part because I figure that such an ability should exist even if it would now unfortunately be stuck in Ubers and in part because I feel like it makes sense for the last Mega pair to get Fairy-and-Dark-related abilities given the cover legendaries' Fairy Aura and Dark Aura pairing. In this case both Mewtwos are getting two such anti-abilities since Aura Break utterly fails at dealing with either mon. As such, if nothing else, then this Mewtwo-Mega-X will have the niche of being able to check Xerneas's dumbass even post-Geomancy, which is definitely something, especially since it now has Iron Head as a reliable Steel move compared to Iron Tail (even though it already had Poison Jab too). Unsure about its stats, but I aimed for at least being equal in speed to its other form for a more balance approach where possible due to its overall uncertainty compared to....

Description: Gods, I hate this Mega's design, maybe the most of all of the Megas I dislike visually, to the point that I just outright hate to look at Mewtwo-Encephalitis and will avoid doing so if I can, hence Parasect, the other brain-zombie. That's more literal in Mewtwo-Mega-Y's case now that it's Ghost type, which is the closest it's getting to an actual outright buff for itself--strongest Shadow Balls in the game now--since it's already infuriatingly the better of it and regular Mewtwo-Mega-Y. While its STAB is still basically walled by any Dark type worth a damn, it already gets Fighting type cover even before the added coverage of Superpower with the Atk that I can't really touch without making it even more obnoxious somewhere else. This is the same reason that its "mandatory" anti-Dark ability now boosts SpD rather than Def or SpA: so that it can be closer to truly "balanced" (unlike its stupidly top-heavy self).

Description: Not much to say here except it's really being able to use Life Orb while not being a glass cannon that probably puts Rayquaza-Mega over the edge, so I don't think it needs to lose anything beyond its free move slot to maybe be balanced. Coil perhaps put it over the edge if it didn't already get like three other ways of boosting its Attack. I'm also not stupid enough to give it non-Rest recovery, especially since Roost would technically be against its flavor anyway. I wouldn't be surprised if it could still stand to lose more offensive stats, but meh. If anything, then I would probably nerf Delta Stream a bit...if the winning Charizard-Mega-Y didn't unfortunately already have it. So my hands are tied. (Coil is also something it feels like it should have without being something else that potentially breaks it, like the also sensible Glare and Power Whip--pretty funny it has Solar Beam, which I forgot.)

I have no real interest in Blaziken, and since these Pokémon will never be playable, I'm tooling these stones primarily for the likes of MnM Revisted, if applicable. I'll still have fun with them though!

What it does for MnM: Alternative to Lopunnite, for the bulkier fighting types. Neuroforce post buff is pretty good so expect it to pop up. Buffed Neuroforce because it's a mediocre ability and people need to realise that sooner rather than later.

No viable Water Psychic mons exist in Ubers, so having that defensive profile will prove quite useful for the likes of MMY as 106 / 110 / 130 bulk is phenomenal, especially when backed by Levitate and reliable recovery. This gives it the ability to check threats like PDon (even if it can't Water move it), POgre, Deoxys-Attack and Ho-oh among others. The speed drop dampers it's mood slightly and most notably puts it in the crosshairs of Darkrai, ensuring that it doesn't just run around as Mewtwo+, but as more of a viable alternative.

What it does for MnM: Water Mega Stone. Very splashable option that can serve as a defensive or offensive tool. Levitate as an ability option is super cool too, especially since it all but disappeared as an option in MnM.

Can someone PUHLEASE just make a Mega Stone called Rayquazite?!?!?

Reckless works very well on Blaziken, but with that Speed stat it would probably work a bit too well. With HJK and Flare Blitz hitting like an absolute truck and very few viable Pokemon outspeeding, this is just enough to where it'd get vetoed. I'd recommend either a Speed drop (Perhaps slower than Tornadus-T), an Attack drop, or using a different ability (just one of those three options should work)

Can run its classic Swords Dance sets, but can now also choke out squishier offense teams with Bulk Up + Drain Punch; provide momentum to its teammates with U-turn; and even take on the role of a wall with moves like Will-O-Wisp and Morning Sun.

Has issues with 4MSS, as it wants to run STABs, setup, Morning Sun, U-turn, and utility. Also gets stuffed by bulky Waters and is very easily forced out by fast special attackers (e.g. ScarfTom, Mega Manetric, Starmie). Rotom-W makes for a great partner; not only does it form a fully Spikes-immune VoltTurn core with U-turn Mega Blaziken, it helps setup variants find opportunities to sweep by spreading burns and bringing them in with Volt Switch. The Latis also pair nicely, as they can pressure Dragons with their own Dragon STAB, and can come in on Water and Psychic attacks with ease.

I would just go with actual Purifying Salt since that hasn't actually won yet unlike Good as Gold, but Purifying Salt has honestly been somewhat doomed since the (barely used?) winning Gengar-Mega was one with Neutralizing Gas (which still gets around this amusingly), and I would rather not screw over Banette-Mega even more when it's already still one of the lesser Megas in this Pet Mod seemingly. So instead we have this sidegraded-ability that enables Blaziken-Mega to better check at least both Amoonguss and Venusaur(-Mega) as well as play far better with Fairies in general by resisting both of their only two weaknesses (and quad-resisting Scizor[-Mega]'s U-Turn). All without being as fatally allergic to Ground as Heatran lacking Air Balloon even if Venusaur-Mega's Earth Power covers doubtless still overcooks Blaziken-Mega and 2HKOs it even with the SpD boost over its official self.

Guts alleviates that problem and allows Mewtwo to become even more powerful once statused; it also deters the opponent from spamming status moves. Guts also frees up a moveslot for Mewtwo, as it can now forgo running Taunt for a coverage move or Bulk Up. A Bulk Up + Drain Punch set works well with Guts, as Mewtwo is tanky enough to take hits when its HP is high, and Drain Punch can help recover HP lost by burn or Poison damage. Mega Mewtwo's top tier Attack stat means that it isn't reliant to be statused to wallbreak, it just makes Mega Mewtwo X more dangerous.

So I'm just giving it the Fairy-type immunity that never won, in part because I figure that such an ability should exist even if it would now unfortunately be stuck in Ubers and in part because I feel like it makes sense for the last Mega pair to get Fairy-and-Dark-related abilities given the cover legendaries' Fairy Aura and Dark Aura pairing. In this case both Mewtwos are getting two such anti-abilities since Aura Break utterly fails at dealing with either mon. As such, if nothing else, then this Mewtwo-Mega-X will have the niche of being able to check Xerneas's dumbass even post-Geomancy, which is definitely something, especially since it now has Iron Head as a reliable Steel move compared to Iron Tail (even though it already had Poison Jab too). Unsure about its stats, but I aimed for at least being equal in speed to its other form for a more balance approach where possible due to its overall uncertainty compared to....

The ability to use stronger moves has the potential to turn some 3HKOs to 2HKOs, and even some 2HKOs to OHKOs! The stats are adjusted a bit to remove the Defense drop and some of the useless Attack boost the OG Mega Mewtwo Y had in order to reduce Foul Play damage taken.

Description: Gods, I hate this Mega's design, maybe the most of all of the Megas I dislike visually, to the point that I just outright hate to look at Mewtwo-Encephalitis and will avoid doing so if I can, hence Parasect, the other brain-zombie. That's more literal in Mewtwo-Mega-Y's case now that it's Ghost type, which is the closest it's getting to an actual outright buff for itself--strongest Shadow Balls in the game now--since it's already infuriatingly the better of it and regular Mewtwo-Mega-Y. While its STAB is still basically walled by any Dark type worth a damn, it already gets Fighting type cover even before the added coverage of Superpower with the Atk that I can't really touch without making it even more obnoxious somewhere else. This is the same reason that its "mandatory" anti-Dark ability now boosts SpD rather than Def or SpA: so that it can be closer to truly "balanced" (unlike its stupidly top-heavy self).

No viable Water Psychic mons exist in Ubers, so having that defensive profile will prove quite useful for the likes of MMY as 106 / 110 / 130 bulk is phenomenal, especially when backed by Levitate and reliable recovery. This gives it the ability to check threats like PDon (even if it can't Water move it), POgre, Deoxys-Attack and Ho-oh among others. The speed drop dampers it's mood slightly and most notably puts it in the crosshairs of Darkrai, ensuring that it doesn't just run around as Mewtwo+, but as more of a viable alternative.

What it does for MnM: Water Mega Stone. Very splashable option that can serve as a defensive or offensive tool. Levitate as an ability option is super cool too, especially since it all but disappeared as an option in MnM.

I'm also not stupid enough to give it non-Rest recovery, especially since Roost would technically be against its flavor anyway. I wouldn't be surprised if it could still stand to lose more offensive stats, but meh. If anything, then I would probably nerf Delta Stream a bit...if the winning Charizard-Mega-Y didn't unfortunately already have it. So my hands are tied. (Coil is also something it feels like it should have without being something else that potentially breaks it, like the also sensible Glare and Power Whip--pretty funny it has Solar Beam, which I forgot.)

I was going to lightly and jokingly kvetch about only seeing the typo that should be "item" & not "move" in my Rayquaza-Mega's description after it somehow won and about this Pet Mod both beginning and ending with a victory for the vile ability that is Regenerator--no shade intended, G-Luke; I just loathe that ability even if Audino actually needed it--but then doing this unasked-for compilation due to the front page still being blank became far more annoying than both of those things combined. Despite continued health issues, continued computer issues, and accidentally deleting the first half of this that took hours like a week or so ago while finally cleaning up this crappy computer, forcing me to redo all of it, I have finally finished this nightmare by doing pretty much all of it again today. Joy.

The only good thing I can say about having to redo is that I noticed some discrepancies that I didn't notice in the first half the first time around, which will be noted outside of the hide-boxes at the bottom of this post as well in case the council also missed them too.   5. Mewtwo-Mega-X (uh, this might outright be missing +30 stats since its Def and SpD are mislabeled as +40 and +30 respectively when the totals given are only +30 and +10 respectively; can't check since there's no Ubers tier on Dragon Heaven; also good luck deciding on those moveset additions)
Given all the punctuation I just had to change as well all of the redoing of typing stuff, I may well have screwed up something. I'll double check when I feel slightly less like excrement, even if that only means my stupid shoulder stops killing me like it has all day.
