While Grapploct may seem appealing at first glance due to its access to Octolock, it struggles to find a niche in OU, as it's strongly outclassed by other stallbreakers like Hydreigon, Corviknight, and others. Although Grapploct might be as effective at dismantling stall teams, the aforementioned options bring much more to the table than it could ever dream of, and Grapploct is complete dead weight against most non-stall teams. Octolock allows Grapploct to trap passive walls and lower their defenses for an eventual KO. Power-Up Punch is the STAB move of choice, as, alongside Soak, it enables Grapploct to beat Toxapex one-on-one as well as Strength Sap users, such as Galarian Corsola. Soak lets Grapploct trap Ghost-types aside from Aegislash, beat Toxapex by removing its Fighting resistance and making it take damage from Black Sludge, and deal with Clefable by removing Moonblast's STAB boost. Rest is important to heal up Grapploct so it can trap as many walls as possible, as well as waste foes' PP. The specially defensive spread is preferred so Grapploct can avoid the 3HKO from defensive Clefable's Moonblast after using Soak.

Dragapult is a great teammate, as it can clean up after Grapploct has trapped a wall or two that could give it trouble, and its Speed helps the matchup against offensive teams; for similar reasons, other faster attackers like Gengar and Excadrill are also appreciated.

While Octolock may seem appealing at first glance, Grapploct struggles to find a niche in an offensive metagame (I assume is what you meant lol), and even as a Stallbreaker it's strongly outshined by Galarian Darmanitan, Dracovish, Hydreigon, and Togekiss, and while Grapploct might be as effective at dismantling bulkier teams, the aforementioned four bring much more to the table than Grapploct could ever dream of. Also mention that against non-stall teams it is essentially worthless since the set doesn't really threaten the majority of the offensive Pokemon in the tier, so they can just go into an offensive threat that forces Grapploct out.
Octolock's purpose on the set needs to be mentioned since it's vital for the set to actually work. Power-Up Punch is the STAB move of choice used (it being a STAB move is irrelevant), as, alongside Soak it enables Grapploct to beat Toxapex one on one, as well as Strength Sap users like Galarian Corsola. Soak is crucial not only for Toxapex—by removing its Fighting resistance, and makes it take damage from Black Sludge—but also for Clefable—as Grapploct can avoid the 3HKO from defensive Clefable's Moonblast if it isn't STAB—and lastly allows Grapploct to trap Ghost-types like Galarian Corsola. I'd swap round the Clefable point and the Ghost point; makes more sense to have it in order of importance I think. Rest is important to heal up Grapploct, so that it can trap as many walls as possible. The move also enables it to beat Clefable. Spread should probably be given a mention as well; could look a little unorthodox to readers otherwise.

Dragapult is arguably Grapploct's best teammate, as it can clean up after Grapploct trapped a wall or two, and its Speed helps the matchup again offensive teams, for similar reasons, Choice Scarf Darmanitan and to a lesser extent Gengar also appreciate this. It may be nice to run Imposter-Proof sweepers as well, such as Hawlucha and Haban Berry Haxorus, so that Ditto isn't a problem. Think this could be worded better; stress that these sweepers / cleaners pair well because they appreciate Grapploct's ability to trap and kill certain walls for them.
