Gyarados is a solid sweeper that fits on rain teams with excellent Water stab. Its many amazing qualities make up for these weaknesses. Gyarados has a wide movepool with moves such as earthquakes and natural gift allowing it to hit its checks/counters. Both of its abilities are useful the former giving it easier set up and making it a better pivot and the latter allowing it to snowball and sweep. Its speed tier allows you to outspeed adamant breloom and cloyster max speed jellicent, jolly scizor and modest heatran.
Its weakness to stealth rocks and bulky water resists types hamper its ability to be a sweeper. Gyarados stealth rock's weakness punishes its switches severely making it essential to have rapid spin support to make sure Gyarados can set up . It may be able to beat one of its counters but that means it won't be able to beat any other. It also does not fit on many teams as it requires a lot of support. It is also considerably slow compared to other set up sweepers as it gets outsped by the majority of scarfers such as garchomp, Latios, and Landorous.

Waterfall is the Gyarados' main STAB move it gets important kills as many pokemon like gliscor, landorous, heatran, tyranitar get destroyed by Gyarado's stab. Gyarados also usually bring in bulky water resists like gastrodon and turn them into setup fodder due to it being behind substitutes. substitute allows Gyarados to evade status and prevent it from revenge killing which are traits that are extremely helpful for a pokemon like Gyarados. Earthquake at +1 securely OH KO important targets like tentacruel and Jirachi while it 3 OH KOs ferrothorn and water immunes while ice fang OH KOs Dragonite, salamence and garchomp ice fang two OH KOs Latios breloom and Celebi bounce hit much water resists even OH KOing Celebi and breloom stalling an extra turn giving you extra leftovers or potentially extra poison damage on the opposing pokemon however it is completely blocked by protecting and can be switched around easily.

Leftovers are used here as it allows you to heal off substitutes and create new ones leftovers also allow you to heal off some of the damage allowing you to survive throughout the game while being used countering physical pokemon like breloom, garchomp, landorous this is further compounded by intimidating giving you much easier switches into these big physical threats. Moxie is a higher risk higher reward as it makes it harder to find setup and makes you less flexible however it can give you that extra power to sweep. The EVs are made to maximize the damage Gyarados deals while just reaching the benchmark which outspeeds alakazam after one dragon dance the rest goes to bulk which allows you to survive two alakazam psychics and specs tornadus hurricane however this allows Dragonite faster offensive heatran to outspeed you if you don't have any boosts. moxie can be potentially useful however a more defensive set like this much prefers intimidate for the reasons stated above

Lum Berry is can be used on offensive dragon dance to evade status for at least one turn giving you more flexibility however not being able to break through its checks/counters is less than ideal. Ground Gem can be used on the offensive dragon dance set allows you to destroy Gyarado's main counter Ferrothorn and Jellicent however it is unable to hurt many of the other checks that the normal gem would be able to. Choice Band gives immediate power turning you into a very potent wall breaker allowing it to mow through its checks with sheer power or break the opponent's defensive core however it can be very prediction reliant. Choice Scarf allows you to revenge kill pokemon like alakazam or Dragonite it can also sweep with moxie or clean up a weakened opposing team. Natural Gift is a good surprise option to hit usual counters such as Rotom-W, Jellicent, Ferrothorn, and other usual checks with a surprise super-effective coverage option. However, it is one-time use and requires you to give up Moxie and your item slot to use.
