I think you should change it to "common bulky Waters and Shell Smash Blastoise" rather than listing these Pokemon. Those are the two categories that fit in -- with Scald and Flip turn being soaked up by the former and Surf by the latter -- to the Dry Skin group anyway. With Blastoise being as hot of a topic as it is right now, I feel like it warrants mentioning it.

Rest of overview is fine. I feel like it mentions choice scarf a little too much, but emphasizing that it faces stiff competition is important enough in painting the right picture.

Regarding the Choice Specs set, you cannot ever sell me on being walled by Golurk entirely, which Normal+Electric+Fighting would do. I advise removing the backslsh of Focus Blast (and shifting it to set comments or OO).
Heliolisk should be paired with Ground immunities like Flygon, Talonflame, Rotom-C, and Xatu to switch into Ground-types like Flygon and Mudsdale. These Pokemon can also provide support in pivot, forming a Voltturn core and bring it in safely due to its poor defenses. Wish passers like Sylveon and Vaporeon provides cleric support and helps its longevity. Defensive teammates like Assault Vest Copperajah and Guzzlord are appreciated to check special attackers like Starmie, Rotom-C, and Salazzle.
Add on to this that Heliolisk likes to be paired with hard hitting physical attackers which appreciate coming in on normal specially defensive switch-ins, imo. Rest is great!

I will be honest: I have yet to use Choice Scarf Heliolisk and I feel like my input on the set should not be the only reference point here, so make sure the second check stresses this. With this said, I think Volt Switch should be the only slash -- ditching it and running U-turn feels super flimsy and situational. Teams with Heliolisk should naturally come prepared for Grass and Ground types as is, especially if they are relying upon the weaker Choice Scarf variant.

The set comments are lacking a little overall. I would mention how hazard support is key here to improve damage output, which is not the same as choice specs. I would also note that you are going to want a more dedicated breaker for fat Waters like Vaporeon alongside this -- you do not do enough to dent it, especially with WishProtLefties being in the equation. You mention wallbreakers, which is a great start, but I think this deserves specific attention as Heliolisk teams tend to rely on Heliolisk for this specific duty, which the scarf variant cannot really do.

The rest seems mostly fine, but priority can be grouped with revenge killers in the C&C at least.

Focus Blast can be used to hit Copperajah and Guzzlord, but this causes Heliolisk to be walled by Golurk, Dhelmise, and Decidueye. U-turn is an alternative over Volt Switch on its Choice Scarf set so momentum isn't lost to not lose momentum against Ground-types while also slightly chipping Grass-types.

Checks and Counters

**Ground-types**: Ground-types like Golurk, Rhydon, and Mudsdale can OHKO Heliolisk with Earthquake. However, Golurk and Mudsdale have to be wary of Surf and Grass Knot.

**Grass-types**: Celebi, Decidueye, Dhelmise, and Rotom-C resist Heliolisk's Electric-type STAB moves; additionally, the former three can recover on Heliolisk with Recover, Roost, and Synthesis.

**Dragon-types**: Dragon-types like Dragalge, Guzzlord, and Goodra are extremely bulky, letting them tank Heliolisk's attacks.

**Revenge Killers**: Faster Pokemon like Choice Scarf Passimian, Tauros, and Starmie can outspeed and revenge kill Choice Specs Heliolisk. Priority users like Sirfetch'd, Toxicroak, and Absol can also revenge kill Heliolisk after chip damage.

**Residual Damage**: Without Heavy-Duty Boots, Heliolisk is worn down tremendously by entry hazards, and it's vulnerable to Toxic poison from bulky Water-types like Mantine and Vaporeon.
