Horsea (QC 1/2)

[OVERVIEW]
Horsea can be a threat under Rain. Unfortunately, that is where the problem lies. With manual weather being so bad and Horsea having terrible bulk, it finds itself unable to set up Rain Dance more times than not. Even when it does manage to use Rain Dance it is forced onto a time limit due to the short duration of manual Rain. Horsea is outclassed by other Swift Swim users in the tier such as Omanyte, that can hit much harder than Horsea in the Rain. Rain as a play-style is heavily outclassed by other offensive Water-types such as Wingull and Corphish as without Rain being active Horsea finds itself slower than a lot of the tiers most common offensive Pokemon and due to its terrible bulk very vulnerable to be OHKOed by most attacks..

Horsea's best chance of success is using Rain Dance when forcing out a Pokemon such as Foongus or Vullaby. It can make use of a very powerful Rain boosted Hydro Pump and has Ice Beam to cover Grass-type switch ins. However, without the Speed boost from Swift Swim it finds itself revenge killed or forced out easily and due to its low bulk can not make use of its Water-typing defensively to switch in to resistances. This set is heavily out-classed by Dragon Dance Corphish, a Pokemon that is able to live a hit due to its ability to run Eviolite. It is able to set up a Dragon Dance in order to out-speed opponents and has Adaptability to further boost its attacks.

Talk about how its forced onto a time limit by manual rain's short duration.
Mention poor bulk and how it doesn't hit all that hard even in rain.
Its actually outclassed by other Swift Swim users - talk about these first, then talk about how rain as a playstyle is outclassed by using other offensive water types (Wingull, Corp)
Make sure to reiterate what your specific set is outclassed by, and why.

[SET] I would suggest putting the HP EVs into defence or special defence since it hits the magic 19hp without EV investment
[SET COMMENTS] seems fine, minor change would be to say it forces out ponyta and onix rather than foongus and vullaby

If you can, try to condense your sentences a bit, it's going for a little long. The content's ok, although I'd mention Mantyke as well as Omanyte in terms of Swift Swim users who are better than Horsea.

EVs should be 116 Def / 196 SpA / 196 Spe so that you hit 19 HP for LO.

[SET COMMENTS]

Replace Foongus and Vullaby with Ponyta and Onix. Remove "to switch in to resistances" at the end of the third sentence for clarity purposes. Don't say Dragon Dance Corphish specifically, just call it Corphish, and cut everything after the word Corphish. Replace it with a statement about how Corphish is able to threaten opponents both before and after it sets up and mention Wingull as well, something like "This set is heavily outclassed by Corphish, who can threaten foes with Aqua Jet and strong Water-type STAB moves before and after setting up, as well as Wingull who has an offensively useful secondary typing and the speed to threaten the opponent immediately."
