Imcompatibility?

It says my dragonite can't learn whirlpool because of imcompatibility with another move or it's ability. It has multiscale, and it's moves are: whirlpool, Rain Dance, Thunder, and hurricane. What does this mean?

Multiscale is an ability that was introduced in gen 5

Whirlpool is an HM from gen 4

That is why they are incompatible
